HomeMy WebLinkAbout110303P NOTICE OF THE REGULAR SESSION OF THE FOUNTAIN HILLS TOWN COUNCIL TIME: 6:30 P.M. WHEN: THURSDAY, MARCH 3, 2011 WHERE: FOUNTAIN HILLS COUNCIL CHAMBERS 16705 E. AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ Councilmembers of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town’s various Commissions or Boards may be in attendance at the Council meeting. PROCEDURE FOR ADDRESSING THE COUNCIL Anyone wishing to speak before the Council must fill out a speaker’s card and submit it to the Town Clerk prior to Council discussion of that Agenda item. Speaker Cards are located in the Council Chamber Lobby and near the Clerk’s position on the dais. Speakers will be called in the order in which the speaker cards were received either by the Clerk or the Mayor. At that time, speakers should stand and approach the podium. Speakers are asked to state their name prior to commenting and to direct their comments to the Presiding Officer and not to individual Councilmembers. Speakers’ statements should not be repetitive. If a speaker chooses not to speak when called, the speaker will be deemed to have waived his or her opportunity to speak on the matter. Speakers may not (i) reserve a portion of their time for a later time or (ii) transfer any portion of their time to another speaker. If there is a Public Hearing, please submit the speaker card to speak to that issue during the Public Hearing. Individual speakers will be allowed three contiguous minutes to address the Council. Time limits may be waived by (i) discretion of the Town Manager upon request by the speaker not less than 24 hours prior to a Meeting, (ii) consensus of the Council at Meeting or (iii) the Mayor either prior to or during a Meeting. CALL TO THE PUBLIC Pursuant to A.R.S. §38-431-01(G), public comment is permitted (not required) on matters not listed on the agenda. Any such comment (i) must be within the jurisdiction of the Council and (ii) is subject to reasonable time, place, and manner restrictions. The Council will not discuss or take legal action on matters raised during “Call to the Public” unless the matters are properly noticed for discussion and legal action. At the conclusion of the call to the public, individual Councilmembers may (i) respond to criticism, (ii) ask staff to review a matter or (iii) ask that the matter be placed on a future Council agenda. CONSENT AGENDA 1. CONSIDERATION of approving the TOWN COUNCIL MEETING MINUTES from February 17, 2011. 2. CONSIDERATION of a SPECIAL EVENT LIQUOR LICENSE APPLICATION submitted by Robert D. Schmitz representing the American Legion Post 58, located at 16837 E. Parkview, Fountain Hills, AZ, for the purpose of a fund raiser scheduled to be held on Thursday, March 17, 2011, from 9:00 AM to 11:59 PM. 3. CONSIDERATION of a SPECIAL EVENT APPLICATION submitted by Perimeter Bicycling Association of America, Inc. for the El Tour de Mesa. The event is scheduled for April 2, 2011, travelling through Fountain Hills along Shea Boulevard from approximately 8:15-9:15 AM and will require law enforcement and traffic control. 4. CONSIDERATION of a SPECIAL EVENT APPLICATION submitted by Special Olympics Arizona for the Chester’s Torch Ride. The event is scheduled for April 2, 2011, travelling through Fountain Hills along Shea Boulevard from approximately 10:45 AM -12:30 PM and will require law enforcement and traffic control. 5. CONSIDERATION of a SPECIAL EVENT APPLICATION for the Mountain to Fountain Post-Race Party in the Park sponsored by the Town of Fountain Hills, AMVETS, VFW and Noon Kiwanis to be held March 12, 2011, and located in Fountain Park. 6. CONSIDERATION of a SPECIAL EVENT LIQUOR LICENSE APPLICATION submitted by Samuel D. Coffee (Sons of AMVETS Squadron 7) for the purpose of a fundraiser in conjunction with the Mountain to Fountain Post-Race Party in the Park, located in Fountain Park, scheduled to be held on March 12, 2011. CONSIDERATION of APPROVING a piece of donated art for public display in the courtyard area next to the Library entitled “The Corn Dancer.” REGULAR AGENDA 10. DISCUSSION WITH POSSIBLE DIRECTION TO STAFF regarding the Town’s Naming Policy (Resolution 2006-08). 11. CONSIDERATION of AUTHORIZING the transfer of appropriation from the election expenditure line item within the Town Clerk Division, Administration Department of the General Fund budget to the Development Services and Community Services Departments line items in the amount of $55,150 to repair Town recreation facilities and Civic Center mechanical equipment. 12. COUNCIL DISCUSSION/DIRECTION to the Town Manager. Items listed below are related only to the propriety of (i) placing such items on a future agenda for action or (ii) directing staff to conduct further research and report back to the Council: A. The tournament will end with a concert and expo in the park. MOUNTAINTOFOUNTAIN15KRACESaturday, March 12 McDowell Mountain Regional Park to Fountain Park 8:30a.m.-10:30a.m. The Bandidos Running Club of Scottsdale will be hosting the Mountain to Fountain 15k Race. Over 800 runners expected to finish in Fountain Park that morning. There will be some traffic restriction along the route that morning. MOUNTAINTOFOUNTAIN15K: COMMUNITYPARTYINTHEPARKSaturday, March 12 Fountain Park Amphitheater 10:00 a.m. An expected 800+ runners will finish the Mountain to Fountain 15k in Fountain Park. There will be family activities, lunch, beer garden, live music, and kids races following the race for the community and the runners. AMVETS, VFW, Noon Kiwanis and Bandidos Running Club are sponsoring the event, with support from the Town of Fountain Hills. ST. PATRICK’SDAYCELEBRATIONThursday, March 17 Fountain Park Beginning at 10 a.m. There will be a beer garden, corn beef and cabbage, and music during the day. The World‟s Tallest „Green‟ Fountain will go off at noon, a tradition going back to the 1980s. AMVETS, VFW, Noon Kiwanis and Bandidos Running Club are sponsoring the event, with support from the Town of Fountain Hills. THUNDERBIRDARTISTS’ FINEART& WINEAFFAIREMarch 18-20 Avenue of the Fountains 10 a.m.-5p.m. Enjoy fine art and fine wine during the weekend along the Avenue. The event is coordinated by the Thunderbird Artists and supported by the Sunset Kiwanis.
