The terms for Commissioners Tim Brown, Dick Schmidt, George Williams, and Youth
Commissioner, Matt Paul, expired on December 31, 2002. Parks and Recreation
Commissioners are appointed for three years and the Youth Commissioner is appointed for
one year. There will be a total of four Commissioner openings on the Parks and Recreation
Commission. Therefore, four appointments are necessary (three Adult Commissioners and
one Youth Commissioner).
The Town has received one request for reappointment (Dick Schmidt) and six applications
to fill Commissioner vacancies (Paul Clare, Lauren Conway, Daniel Coughenour, Michael
Howard, John Kovac III, and Mark Smith). Attached are copies of the seven Commission
applications and the Consent to Executive Session from each applicant.
On Tuesday, January 21, 2003, beginning at 4:00 p.m. in the Video Conference Room in
Building A, the Town Council will hold an Executive Session meeting at which time the
Council will be interviewing all seven candidates. Please see the attached interview
schedule for that meeting.

Please explain and describe why you are interested in serving on the Fountain Hills Parks
and Recreation Commission. Also please explain what you goals and objectives in
serving on the Commission would be. Finally, please indicate your feelings about the
growth and development you now see taking place in our community.
I have enjoyed serving as a Commissioner on the Fountain Hills Parks and Recreation
Commission for the past three years. There are many challenges for Parks and Recreation
in Fountain Hills and I believe I can offer my assistance and experience to continue our
fine program during the current financial situation.
During my 15 years as a Recreation Commissioner, including 10 years as Chairman, I
have delt with many financial challenges. Montgomery Township was a very old
farming community, experiencing growth after over 200 years in existence. Our
Commission led P&R gradually from a few "crafts" programs into a full-fledged program
with a nice group of Parks.
Many of our programs and basic development of facilities was based of `volunteer"
assistance from many members of the community. This volunteer program enabled us to
grow very well with a minimum budget. I believe we have sufficient interest in the
Fountain Hills Community to develop a strong volunteer program.
I believe I have experience with this type of development to assist our fine staff of
professionals to maintain, and possibly expand, our programs and facilities.
As President of ADOG, I have developed both the interest and preliminary program to
fund lights for the Dog Park. We expect to have a major movement for this in 2003. I
believe we can set an excellent example for other organizations, using our Town
facilities, to participate financially.
I have learned much about Fountain Hills during my 3 '/2 years here and my 3 years
serving on the Commission. Now the learning curve is over and it is time for me to be
able to produce.

Fountain Hills Parks and Recreation Commission. I have been a member of this
community since 1984.1 have been previously involved in activities with the Fountain
Hills Parks Department and wish to apply for one of the vacancies on the commission.
I have an extensive background in the field of education and sports, which has
allowed me the privilege to experience some great things. I have been teaching at the
Fountain Hills Middle School for the past nine years and now would like to help and

After being a part of this community for the past 18 years and contributing some of my
skills_ and knowledge in a minor role, I am interested in taking those contributions to the
next level. I have previously been involved in the Parks and Recreation youth basketball
program. I have spent time as an official for the games and have conducted basketball
demonstrations and skills clinics for the youth of this community. Working in that
capacity has brought pleasure and gratification to me and the students/players that have
helped me. I hold a very high regard for the town of Fountain Hills and the Parks
Department. I believe that a parks and recreation department plays a very important role
in a community and the development of young people. I would like to play a larger role
in that development.
My goals in serving on the parks commission will be to lend some of my
expertise as an educator, facilitator, and coach to the parks department. My main goal
would be to see that the parks and recreation in the town of Fountain Hills grows and
continues to be a strong, positive force in the community. My objective is to work hard,
learn, and contribute time and knowledge to assure a quality program.
The town of Fountain Hills is growing rapidly. I believe that it is a positive
growth. As the town soars to new heights so must the parks and recreation department.
We are definitely headed in the right direction, and I see this town offering more and
doing more for the community than ever before. The next couple of years are going to be
exciting and positive. We can make a difference with our efforts and time, and I would be
honored to be a part of it.

PARKS AND RECREATION COMMISSION APPLICATION
To the Town Council and Parks and Recreation Commission,
I am very excited about the possibility of serving as a member of the Parks
and Recreation Commission. I moved to Fountain Hills in January of this year,
and one of the greatest attractions for my wife and I was the beauty of the town
and the sense of community that we felt when we were looking for a place to live.
I fell in love with the town the first time I came over the hill on Shea, and the
Fountain was going strong. While driving through town, we were both impressed
with the activity levels and conditions at the various parks in town. Since
January, I have felt a strong desire to get involved and give back to the town.
When I saw the request for this position, I realized I could now do so.
My goal for serving on the commission is to continue the excellent work of
the citizens who served before me, and support the efforts of the Parks and
Recreation workers who obviously put in tremendous effort to provide the level of
services they do. At the same time, I believe that there is always room for
improvement. During times of financial difficulties, there are opportunities to
identify efficiencies that will reduce expenditures, increase services and
revenues, or both.
One of the most important attributes I offer is my research skill. I am
known for my ability to find some of the most obscure information available and
do a thorough analysis of the benefits and drawbacks of various options. I
believe that this Commission, and the entire town, can benefit by learning from
the successes and failures of others.
I also bring the perspective of a physically handicapped, yet active user of
Parks and Recreation services. Although I do not believe my handicap, a partial
hip and femur replacement, qualifies me any more than others, it does allow me
to see things from a different perspective. I think we are doing an excellent job
providing handicap access in our town, and I'd like to continue in that the
tradition, especially considering the large and active senior community.
This town is obviously at a vital point in its history. As we continue to
grow, we have an opportunity to ensure the proper development of the services
we provide for our current and future residents, while maintaining fiscal
responsibility. This is a challenge I would like to accept for the next three years.

I am interested in serving on the Fountain Hills Parks and Recreation Commission for
several reasons. First of all I believe it would be an excellent source of perspicacity, as well as an
invaluable learning experience. I am an active member of the community and because I am so
involved I feel I can accurately represent the majority of the youth of Fountain Hills. My only
goals are to contribute to the best of my ability and to make a positive impact. As a consciences
student it is my opinion that I'm generally on top of the current affairs surrounding me.
However, I have no stand on the issues involving the growth and development of Fountain Hills
other that the fact that I moved of the community in the summer before my freshman year of
High School. I am a responsible, capable, and dedicated student, and so I feel that I'm the type

I am interested in serving on the Fountain Hills Parks and Recreation Commission in
order to continue to contribute to a program that has provided a great benefit to my
family and many other people in our community. I have been actively involved with the
program since we moved to Fountain Hills in 1994. 1 have coached soccer, girls and boys
basketball at all levels and have played in multiple leagues sponsored by the town. I have
seen the effect of the town's growth on our programs, much positive and some negative. l
see a seat on the commission as an opportunity to influence the direction and future
growth of an outstanding asset of our town.
My first objective would be to preserve and improve all of the fine programs in what
promises to be a tough economic environment for the town. I want to continue to foster a
close working and mutually beneficial relationship with the Board of Education on the
joint use of facilities and athletic fields. With the opening of the middle school and the
promise of a future Boys and Girls Club in our town I feel we may be able to expand a
number of the programs already in place. I would like to explore more summer programs
and more opportunities for older kids who can't compete at the high school level to
continue to participate. I feel the parks network in place is a major attraction for new
residents and I would like to explore future enhancements to the existing infrastructure.
I have witnessed the inevitable growth and development of our small community. Some
has been well thought out and much has not, due to multiple factors too numerous to list.
The Parks and Recreation department has done an admirable job and I would like to
assist them in continuing to provide for all our citizens. The commission should be able
to provide a service that will benefit all our townspeople, young, middle-aged and
elderly, in the coming years and I feel I can contribute to the process. Continued growth
in town is inevitable, but if done wisely it can be a positive influence on our community.

Thank you for the opportunity to volunteer for one of the openings for Parks & Recreation Commissioner.
I am a newcomer to Fountain Hills. I have already become passionate about this community and its
balance between recreation and the preservation of open spaces. I am impressed with the excellent
recreation opportunities. I am currently taking advantage of the community support for the Inner Peace
Yoga and Health Center. I have golfed at the Desert Canyon Golf Club. I am looking forward to hiking at
the McDowell Mountain Park.
I grew up in Ohio around open spaces. Recreation, then, was whatever my brothers and I made of it. I did
envy my cousins in Akron who had easy access to parks and ball fields. I loved baseball and softball, but
did you ever organize a neighborhood game in a field where the wild grass was up to the knees?
I continue to love open spaces, however. In my early 20s, I began a life-long journey of traveling, hiking,
and camping across the United States and Canada. I have traveled to every state but Alaska and most
Canadian provinces. I have visited most major national parks in the United States and several in Canada. I
have backpacked in Acadia, Shenadoah, the Grand Tetons, Yellowstone, Montana national forests, Lassen,
and Banff. I have taken the Wild Cave Tour at Mammoth Caves.
I would love an opportunity to bring my passion for national parks and recreation areas to this local
community. I can bring a strategic, systematic approach to the Commission, helping to identify issues and
advise the Town Council. I am retired and have time available.

To my understanding, one of the primary functions of the Parks and Recreation
Department is to organizing and managing a variety of recreation and leisure
activities. Fountain Hills outdoor recreation activities are similar to what I
experienced in Ann Arbor, Michigan from 1968-1979. There, I participated in
golf and softball leagues among other activities. Here, I have hopes of reviving
my golf game, participating in yoga, playing duplicate bridge at the
Community Center, and hiking in nearby preserves. Outdoor recreation is at its
finest here in Fountain Hills and many organizations exist in support. The Fountain
Park is an astonishing area.
In a very short time, I have become passionate about this community. In its
concern for providing parks, recreation, and open spaces, it reminds me of Ann
Arbor. Among my experiences in Ann Arbor was a canoe trip on the Huron River
to clean the river of trash. My wife and I spent eight hours one Saturday with a
conservation group. This was a very satisfying experience for me. I felt
involved.
I am retired. I have time to become involved here in Fountain Hills. I am a
member of the Arizona Chapter of the Nature Conservancy. I am well-
educated and could lend my hand at some learning activities such as business
writing and bridge. Opportunities to advance my arts understanding appeal to
me. I recently joined the Arts Council. I spent twelve hours at the recent Art
Fair. Saline and Ann Arbor, Michigan had similar fairs and I appreciated the one
in Fountain Hills equally as much.
My goals in serving on the Commission include the desire to become more
aware as well as volunteering my time and skills in organization and
management in giving advice to the Commission.
In addition, I wish to support the town's current ability to preserve the open
spaces that are so essential to the setting and intimacy of Fountain Hills. Having
attended the November town meeting on the 2002 and 2003 budget, I

information systems. Prepared five year technology forecast.
Consulted with RIDES, Inc. to select a systems integrator for their
hardware and software systems. Participated in directorate's zero -
based budgeting activities. Co-chaired a committee that
documented business software processes for improving the way
information systems are developed: wrote key policies and
procedures. Served as secretary for the San Francisco chapter of the
Data Administration Management Association (1989-1990). Gave
technical presentations.
