ALL ITEMS LISTED ARE FOR DISCUSSION ONLY. NO ACTION CAN OR WILL BE TAKEN. The primary purpose of
work session meetings is to provide the Town Council with the opportunity for in-depth discussion and study of specific subjects.
Public comment is not provided for on the Agenda and may be made only as approved by consensus of the Council. In appropriate
circumstances, a brief presentation may be permitted by a member of the public or another interested party on an Agenda item if
invited by the Mayor or the Town Manager to do so. The Presiding Officer may limit or end the time for such presentations.

Organizational Guidelines
Background
Prior to September 2003, the Fountain Hills Tourism Council was operating as an ad -hoc
committee of the Town of Fountain Hills, with funding provided through a Town Council
approved budget appropriation to the Town's Parks, Recreation and Community Center
Department. At its September 10, 2003 meeting, the Fountain Hills Chamber of Commerce
Board of Directors approved the merger of the Fountain Hills Tourism Council into the Chamber
of Commerce administrative operations, creating a "Fountain Hills Tourism Bureau" division.
The Fountain Hills Tourism Council became the Tourism Bureau Advisory Board - an official
committee of the FH Chamber of Commerce. The FH Chamber of Commerce is the fiscal agent
for the Tourism Bureau. Funds raised or earmarked for the Tourism Bureau, including funds
earmarked by the Town for the "Fountain Hills Tourism Council (henceforth "Bureau")" are used
solely for and at the discretion of the Tourism Bureau, and are not used for any other purpose.
Activities of the Tourism Bureau are subject to the authority of the FH Chamber of Commerce
Board of Directors. Tourism Bureau personnel and/or contractors will serve under the advisory
direction of the Tourism Bureau Advisory Board, and under the employer authority of the
Executive Director of the Fountain Hills Chamber of Commerce.
Officers and Directors
The Tourism Bureau Advisory Board shall be comprised of 17 voting members. 14 of these
members shall be elected or appointed to two year terms, and 3 are permanent ex-officio
members. Members are elected to serve 2 year terms, and may serve 2 consecutive terms. Terms
shall be staggered to provide for renewal/election of three (3) seats each year. Vacancies on the
Advisory Board may be filled either by election by the Board from among nominees, or by
appointment by the Advisory Board chair with the approval of a four -fifths majority of the
Advisory Board. Advisory Board members filling a vacancy may serve two subsequent full terms
if the term they are initially assuming is more than one-half completed.
From time to time, additional individuals may be invited to join in meetings of the Advisory
Board — including on an on -going basis as non -voting members of the Advisory Board. The 17
voting members shall comprise the Executive Committee of the Advisory Board.
Officers shall be elected annually by the Advisory Board to the positions of Chair, Vice Chair,
Secretary/Treasurer and Immediate Past Chair. The Executive Director of the Fountain Hills
Chamber of Commerce shall serve as a permanent ex-officio officer of the Tourism Bureau
Advisory Board.

A Nominating Committee comprised of the Immediate Past Chair, the current Chair, and one
Advisory Board member appointed by the Chair shall perform the duties of determining
nominees for the election/renewal of Advisory Board members. All terms shall be served
commensurate with the established fiscal year, and nominations and elections/renewals shall be
completed not less than 30 days before the beginning of the new fiscal year.
Members of the Advisory Board shall be elected to consistently provide representation from
sectors of the tourism/business community as such:
Lodging: 3 members
Attractions: 2 members
Golf Courses 2 members
Restaurants:
1 member
Transportation:
1 member
Retail Shopping:
1 member
Tourism/Travel Services
1 member
At Large
3 members
In addition, the executive director of the Fountain Hills Chamber of Commerce, an appointee of
the Town of Fountain Hills, and an appointee of the Fort McDowell Yavapai Nation shall have
permanent ex-officio seats on the Advisory Board. These seats may be occupied by the
executives themselves or by their official designees.
Fiscal Year
The fiscal year of the Tourism Bureau shall begin July 1 and end June 30 of each year.
Meetings
Meetings of the Fountain Hills Tourism Bureau Advisory Board are held at such times and places
as may be determined by action of the Council.
Mission Statement
The mission of the Tourism Bureau of the Fountain Hills Chamber of Commerce is to market and promote
the Fountain Hills / Fort McDowell destination regionally, nationally and internationally for the purpose of
incrementally increasing visitor -related business activity in order to expand the area economy, augment tax
revenues and generally provide for the enhancement of the quality of life of the residents of the community.
Goals and Objectives
1. Through a cooperative Chamber/Town/Tribal initiative, create and implement a marketing plan to
effectively promote the area as a destination.
2. Develop a plan to provide annually increasing funding through a "performance -based" dedicated
funding formula.
3. Set standards to project and maintain the highest level of quality service and value for visitors.
4. Support and encourage the growth and development of the hospitality and tourism industry in the
Fountain Hills / Fort McDowell destination area.
5. Coordinate efforts and work with local, regional and state authorities and related organizations and
businesses.
