PLANNING AND ZONING COMMISSION Commission Members: Chairman Mike Archambault, Vice-Chairman Eugene Mikolajczyk Commissioners:Stan Connick,Howie Jones,Jeremy Strohan,Susan Dempster and Roger Owers Pursuant to A.R.S. 38-431.02,notice is hereby given to the members of the Fountain Hills Planning and Zoning Commission and to the general public that the Fountain Hills Planning and Zoning Commission will hold a regular meeting,which is open to the general public,on November 12,2015,at 6:30 p.m.in the Town Hall Council Chambers at 16705 E.Avenue of the Fountains,Fountain Hills,Arizona. Commissioners of the Town of Fountain Hills will attend either in person or by telephone conference call; a quorum of the Town's Councilmembers or various Commissions or Boards may be in attendance at the Commission meeting. TIME: 6:30 P.M. —REGULAR SESSION WHEN: THURSDAY,November 12,2015 WHERE: TOWN HALL COUNCIL CHAMBERS 16705 EAST AVENUE OF THE FOUNTAINS PROCEDURE FOR ADDRESSING THE PLANNING& ZONING COMMISSION Anyone wishing to speak before the Commission must fill out a speaker's card and submit it to the Commission Recorder prior to the Commission's discussion of that Agenda item. Speaker Cards are located in the Council Chamber Lobby and near the Recorder's position on the dais. Speakers will be called in the order in which the speaker cards were received either by the Recorder or the Chairman. At that time,speakers should stand and approach the podium. Speakers are asked to state their name prior to commenting and to direct their comments to the Presiding Officer and not to individual Commission Members. Speakers' statements should not be repetitive. In order to conduct an orderly business meeting, the Presiding Officer shall keep control of the meeting and shall require the speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause.protests or other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Personal attacks on Commissioners, Town Council members, Town staff or members of the public are not allowed. Please be respectful when making your comments.If a speaker chooses not to speak when called, the speaker iawill be deemed to have waived his or her opportunity to speak on the matter. Speakers may not(i)reserve a portion of their time for a later time or(ii)transfer any portion of their time to another speaker. If there is a Public Hearing,please submit the speaker card to speak to that issue prior to the beginning of the Public Hearing and the Consideration of said issue. Individual speakers will be allowed three contiguous minutes to address the Commission. If you do not comply with these rules,you will be asked to leave. stir.. _ Planning and Zoning Commission Agenda Page 1 of 2 TOWN OF FOUNTAIN HILLS MINUTES OF THE REGULAR SESSION OF THE PLANNING & ZONING COMMISSION November 12,2015 Chairman Michael Archambault opened the meeting at 6:30 p.m. ROLL CALL: The following Commissioners were present: Chairman Michael Archambault, Vice-Chairman Eugene Mikolajczyk; Commissioners Stan Connick, Jeremy Strohan, Howie Jones, Susan Dempster, and Roger Owers. Also in attendance were, Senior Planner and Zoning Administrator Robert Rodgers, and Executive Assistant and Recorder of the minutes Paula Woodward. Chairman Michael Archambault requested participation in the Pledge of Allegiance and a moment of silent reflection. CALL TO THE PUBLIC No one wished to speak. AGENDA ITEM#1 - CONSIDERATION OF APPROVING THE MEETING MINUTES OF THE REGULAR MEETING OF THE PLANNING & ZONING COMMISSION DATED October 8, 2015. Vice-Chairman Mikolajczyk MOVED to APPROVE the meeting minutes dated Thursday, October 8, 2015, as written. Commissioner Stan Connick SECONDED. Chairman Archambault Aye Vice-Chairman Mikolajczyk Aye Commissioner Dempster Aye Commissioner Jones Aye Commissioner Owers Aye Commissioner Strohan Aye Commissioner Connick Aye The MOTION CARRIED UNANIMOUSLY 7-0. AGENDA ITEM #2 — CONSIDERATION of a proposed CONCEPT PLAN for "Golf School Storage Expansion", to construct a 710 sf expansion to the existing building in which to conduct instructional services at 13100 N. Sunridge Drive, adjacent to the driving range. Case #CP 2015-06 Mr. Rodgers gave a presentation detailing the application of the concept plan for the "Golf School Storage Expansion" at Sun Ridge Drive adjacent to the Sunridge Canyon Driving Range. The presentation included an application, site map,concept plan and color rendering. Mr. Owers asked about the details of the north elevation of the proposed site. Mr. Owers stated he was concerned about the aesthetics of a solid stucco wall. Mr. Rodgers confirmed the proposed wall is bare and the opposite side wall is similar. Landscaping will be added. Mr.Rodgers stated staff did not have any concerns and if Commissioner Owers has concerns he can always add a stipulation. C Page I of 3 Commissioner Jones asked, Are we moving to approve the concept or recommending it for approval to Town Council? Mr. Rodgers stated this is the final decision on approval. Chairman Archambault confirmed and added that this item does not go to the Town Council. If the commission was to add a stipulation, staff would add the stipulation and present it to the applicant. If the applicant did not agree,the commission would review the application again. Vice-Chairman Mikolajczyk asked, how far away are the houses from the stucco wall? Did the Town receive any feedback or reaction from the homeowners? Mr. Rodgers said that no feedback was received from the property owners or anyone else. Chairman Archambault asked, Will there be any room left for further expansions after this 710 sq ft expansion? Mr. Rodgers stated there is room near the existing retaining wall and landscaping area for additional expansion. Chairman Archambault asked if the commission had any more questions and asked for a motion. Commissioner Jones MOVED to approve the Concept Site Plan, as presented, for the "Golf School Storage Expansion" to construct a 710 sf expansion to the existing building at 13100 N. Sunridge Drive, and subject to the stipulations in the staff report. Vice-Chairman Mikolajczyk SECONDED. Commissioner Owers offered an amendment that included an additional stipulation that the stucco solid wall be designed to resemble the wall at the opposite end so as to soften or break up the look of the wall. Commissioner Connick agreed and seconded the amendment. Commissioner Connick stated the reason he seconded the amendment was that the view from the road looking toward the wall is very visible. Commissioner Jones asked, How far is the roadway from the wall? Commissioner Connick said the view from the south is what would be seen from the road. Chairman Archambault asked for a voice vote. Vote: 7—0 amendment approved. Chairman Archambault re-opened the main motion to approve the concept plan as presented with the amendment and the staff stipulations. Vote: 7—0 approved. AGENDA ITEM#3 - SUMMARY OF COMMISSION REQUESTS FROM SENIOR PLANNER. None AGENDA ITEM #4 - REPORT FROM SENIOR PLANNER AND ZONING ADMINISTRATOR, PLANNING AND ZONING DIVISION OF DEVELOPMENT SERVICES. ,. Sunridge Drive SUMMARY: This is a request for approval of a Concept Plan to permit the construction of a 710 sf building addition to be used for golf instruction. The proposed addition will be attached to the existing school building at the driving range. Customer access to the building is via golf cart only. Visitors will park in the main Golf Club parking lot and drive the golf carts along the existing cart path currently used to get back and forth to the driving range. Cart parking is provided in front of the building. The rear of the building will face the driving range and will have a roll-up door. This will allow the students to hit golf balls onto the driving range from inside the structure. Architecturally, the building is being designed to match the materials and colors of the existing golf school and clubhouse. Risk Analysis (options or alternatives with implications): Approval of this project will allow the construction of a building addition and the expansion of the golf school in a location adjacent to the driving range. Denial of this project will either cause the applicants to re-design their project in an effort to receive an approval or require that any additional instruction be conducted either at another location or in the open if at the driving range. Fiscal Impact (initial and ongoing costs; budget status): NA Staff Recommendation(s): Staff recommends that the Planning & Zoning Commission approve the Concept Site Plan for "Golf School Storage Expansion"; Case #CP 2015-06 subject to the following stipulations: 1. The applicant shall submit Site Improvement Plans. All utilities and drainage features must be installed and functional as shown on the improvement plans and approved by the Town Engineer prior to the issuance of any building permit. 2. No occupancy permit shall be issued prior to the completion of all site improvements as depicted and approved. Said improvements must be approved by both the Town Engineer and the Planning & Zoning Administrator. 3. The applicant shall submit an amended Concept Plan showing all notes and revisions required by this decision to the Planning Administrator for review and approval prior to making application for a Building Permit. A copy of said amended and approved Concept Plan shall be submitted with any and all building permit applications for this project. 4. Prior to the issuance of a Certificate of Occupancy, the applicant shall comply with any requirements of the Fountain Hills Sanitary District. 5. Subject to the applicants fulfilling the Public Art requirement pursuant to the requirements outlined in Section 19.05.1 of the Fountain Hills Zoning Ordinance.
