Speaker Cards are located in the Council Chamber Lobby and near the Recorder's position on the dais. Speakers will be called in the order in which the speaker cards were received either by the Recorder or the Chairman. At that time, speakers should stand and approach the podium. Speakers are asked to state their name prior to commenting and to direct their comments to the Presiding Officer and not to individual Commission Members. Speakers' statements should not be repetitive. In order to conduct an orderly business meeting, the Presiding Officer shall keep control of the meeting and shall require the speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause,protests or other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Eagle Ridge Drive Related Ordinance, Policy or Guiding Principle: Fountain Hills Zoning Ordinance Chapter 2, Section 2.02 Special Use Permits Fountain Hills Zoning Ordinance Chapter 17 Wireless Telecommunications Towers and Antennas Staff Summary (background): Salt River Project (SRP) is currently upgrading their equipment to allow for wireless meter reading. Individual meters are being upgraded and a "Smart Router" system of communication collection facilities is being installed. SRP will be installing fourteen smart routers in Fountain Hills. Eleven of the routers are in very visible locations and will be constructed to look like saguaro cacti. Six of the faux cacti are located within public rights- of-ways and must follow the encroachment permit process for their installation. The remaining five faux cacti are located within utility easements on private property. The zoning ordinance requires that these five routers must go through the Special Use Permit process for their approvals. he five routers will either be within residential areas or within 300 feet of a residential area. In order to make the antennas less obtrusive SRP will be utilizing Aesthetic Funds that were set aside for use in Fountain Hills to use a stealth saguaro cactus design similar to, but significantly shorter than many of the cell towers currently in town. The proposed cacti will be approximately 20' in height. There are five separate sites being proposed. The locations are noted above and the specific site designs are attached to this report separately. FACTORS CONSIDERED IN GRANTING SPECIAL USE PERMITS FOR TOWERS: In addition to any standards for consideration of special use permit applications pursuant to Chapter 2 of the Zoning Ordinance, the Town Council will consider the following factors in determining whether to issue a Special Use Permit. The Planning & Zoning Commission may make specific recommendations regarding any of these items. The Town Council may waive or reduce one or more of these criteria if they conclude that the goals of the Town are better served by doing so: a. Height of the proposed tower; b. Proximity of the tower to residential structures and residentially zoned district boundaries; c. Nature of uses on adjacent and nearby properties; d. Surrounding topography; e. Surrounding tree coverage and foliage; f. Design of the tower, with particular reference to design characteristics that have the effect of reducing or, eliminating visual obtrusiveness. g. Proposed ingress and egress; and h. Availability of suitable existing towers, other structures, or alternative technologies not requiring the use of towers or structures. Harrel, PE, S, CFM RE: SRP Smart Router System—Faux Tow(Eng. ee Saguaros: Back-up info re: 5 SUP's (SU2015-1,-2;3;4, and -5) This memo provides background information for the Planning Commission and Town Council regarding the SRP Smart Router System's proposed Faux Saguaros. SRP is upgrading their customers' service to allow wireless meter reading and feedback regarding their electrical usage. SRP is installing the meter infrastructure to support this system at each residence. The system also requires communication facilities to collect and route that wireless information. In most locations throughout the Valley, SRP mounts router units on their street light mast arms. However, Fountain Hills has almost no SRP street lights,but needs frequent communication router locations due to its hilly topography. SRP initially proposed wood pole mounted facilities, which would be contrary to the Town's aesthetics. So, Staff proposed that SRP mount the smart routers within faux saguaro appearance (steel) structures instead,to be more in keeping with the Sonoran Desert. The additional cost of the faux saguaros Ill will be paid for using SRP Municipal Aesthetics Funds (SRP MAF) allocated by SRP to the Town. On 11-20-14,the Town Council heard and approved a Staff presentation regarding the Faux Saguaro project, along with 5 other proposed SRP MAF projects recommended by Staff In that presentation, it was noted that the 5 faux saguaros located in an easement on private property require a Special Use Permit(which requires Planning Commission recommendation and Town Council approval). In contrast, the faux saguaros located in the public right-of-way require a Staff-issued Encroachment Permit(Note: Staff will be following Planning Commission/Town Council guidance on those faux saguaros, from the SUPs' consideration). The SRPMAF cost of upgrading the 11 SRP Smart Meter System routers from wood poles to faux saguaros is $275,000, as shown in the now-approved SRP MAPE-1387 (dated 12-15-14, attached). SRP is aware that if the SUP's being considered are not approved, different arrangements would be needed for any unapproved location(s). Staff proposed these faux saguaros to SRP, and does recommend approval of these SUP's. Attachments: • J.
