Speaker Cards are located in the Council Chamber Lobby and near the Recorder's position on the dais. Speakers will be called in the order in which the speaker cards were received either by the Recorder or the Chairman. At that time, speakers should stand and approach the podium. Speakers are asked to state their name prior to commenting and to direct their comments to the Presiding Officer and not to individual Commission Members. Speakers' statements should not be repetitive. In order to conduct an orderly business meeting, the Presiding Officer shall keep control of the meeting and shall require the speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause,protests or other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Personal attacks on Commissioners, Town Council members, Town staff or members of the public are not allowed. Please be respectful when making your comments. The proposed uses of meeting hall and dining hall are permitted in the C-2 zoning district under section 12.02.C.2 of the Zoning Ordinance. Page 1 of 3 Case #CP2015-01 Primary vehicular access and parking is via the common Plat 208 parking lots surrounding the property. The applicants propose to construct sidewalks at the front and rear of the new building. Landscaping and Signage will be designed per the town's requirements during the Building Permit process. The building façade will be a stucco above and windows with a stone accents under the windows and across the front of the building. The property has a zero lot line allowance on the sides so the sides of the building will be painted block where still visible. EVALUATION: The Concept Plan's development pattern is in conformance with all underlying Zoning Ordinance requirements. The proposed use is permitted in the C-2 zoning district. It is staff's opinion that the proposed design adequately integrates into the existing overall commercial nature of the area and staff recommends approval of the plan subject to the five items listed in the Town Engineer's memo of 2/25/15. (attached) Risk Analysis (options or alternatives with implications): Approval of this Concept Plan will allow the construction of a meeting hall building at this location. Denial of this Concept Plan will not allow the applicant to locate at the proposed location or, will cause the applicant to re-design their proposal in an effort to receive an approval. iscal Impact (initial and ongoing costs; budget status): None Staff Recommendation(s): Staff recommends that the Planning & Zoning Commission approve the Concept Plan subject to the following stipulations: 1. Compliance with the items listed in the Town Engineer's February 25, 2015 review memorandum. 2. No occupancy permit shall be issued prior to the completion of all site improvements as depicted and approved. Said improvements must be approved by both the Town Engineer and the Zoning Administrator. 3. Palisades Boulevard Case No. CP2015-01 (M#5563) First Submittal L I have reviewed the above referenced submittal for conformance with District requirements and have the following comments: 1. The Sanitary District will require the installation of an external grease interceptor for the future kitchen. While this interceptor does not need to be installed at this time, its proposed location must be shown on the plans. Due to space constraints, it is likely that the installation of the interceptor will need to be approved by the Plat 208 property owner's association.
