COTTONWOODS MAINTENANCE DISTRICT BOARD
HELD JUNE 16, 2020 AT 5:25 P.M.
1. CALL TO ORDER
Chairman Ginny Dickey called the meeting of the Cottonwoods Maintenance District
Board of June 16, 2020, at 5:28 p.m.
2. ROLL CALL
Present: Chairman Ginny Dickey; Vice Chairman Mike Scharnow; Board Member Art
Tolis; Board Member Alan Magazine; Board Member Sherry Leckrone;
Board Member David Spelich
Absent: Board Member Dennis Brown
Staff District Manager Grady E. Miller; District Attorney Aaron D. Arnson; District
Present: Clerk Elizabeth A. Burke
3. CONSIDERATION OF approving the minutes of the June 2, 2020, meeting of the
Cottonwoods Maintenance District Board.
MOVED BY Vice Chairman Mike Scharnow, SECONDED BY Board Member Alan
Magazine to approve the minutes of the June 2, 2020, Board Meeting.
Vote: 7 - 0 - Unanimously
4. CONSIDERATION OF Resolution CMD 2020-03 assessing upon the individual lots and
parcels within the District a certain sum sufficient to raise the amount estimated to be
required in the annual budget, to provide for maintenance of certain pedestrian areas,
parking, and parkways for the fiscal year beginning July 1, 2020, and ending June 30,
2021.
Finance Director David Pock explained that this is a maintenance district formed in
1999 set up to maintain landscaping and wall in the Cottonwoods area. The budget
remains the same at $114.52 per parcel.
MOVED BY Vice Chairman Mike Scharnow, SECONDED BY Board Member Alan
Magazine to adopt Resolution CMD 2020-03.
Vote: 7 - 0 - Unanimously
5. CONSIDERATION OF approval of contract 2020-079 with Verde Valley Landscape for
the Cottonwoods Maintenance District.
Public Works Director Justin Weldy said that the District solicited a Request for
Proposals and received four. An independent committee reviewed them and selected a
local contractor, Verde Valley Nursery. He said that this comes to around $400 per
month for five years.

Vote: 6 - 0 - Unanimously
