The proposed automotive uses are 16,Jermitted in the C-2 zoning district under Section 12.02.C.2 of the Zoning Ordinance. Page 1 of 4 Case #CP2013-03 Primary vehicular access and parking is via the common Plat 208 parking lots surrounding the property. The applicants propose to upgrade the landscaping and construct sidewalks at the front and rear of the new building. The C-2 zoning district regulations require that all work on the vehicles must be completely screened from view. The proposal therefore extends a driveway ramp out the rear of the building for vehicular access to the interior of the building. The building façade will be a stucco over CMU design with split-face brick accent bands under the windows and across the front of the building about 10' high. The property has a zero lot line allowance on the sides so the sides of the building will be painted brick where still visible. EVALUATION: The Concept Plan's development pattern is in conformance with all underlying Zoning Ordinance requirements. The proposed use is permitted in the C-2 zoning district. It is staff's opinion that the proposed design adequately integrates into the existing overall commercial nature of the area and staff recommends approval of the plan. Risk Analysis (options or alternatives with implications): Approval of this Concept Plan will allow the construction of an annex building for the auto modification shop at this location. Denial of this Concept Plan will not allow the applicant to locate at the proposed location or, will cause the applicants to re-design their proposal in an effort to receive an approval. These two buildings are separated by one lot. The owner of both properties has requested that the design of the existing building be similar to the design for the new building. The property has zero front and side setbacks and a 25' rear yard setback. The maximum height for the building is 40'. The new building is 20' high. This new building will be used to modify existing automobiles as in the existing building. No office space is being considered at this time. The Zoning for this property is C-2. Uses permitted in this Zoning District: section 12.02. C.2 allows: Automobile repair shops and garages, including an outside vehicle storage area to be used only for vehicles under repair which shall be completely screened from any street or surrounding property, and further provided all repair operations are conducted within a building. EXTERIOR ELEVATIONS o The North and South Exterior Elevations will have split face block stucco finishes painted similar to the existing building. ® The exposed East Exterior Elevation above the adjoin building will be have a painted stucco surface painted the same color as the North and South Elevations. o The West Exterior Elevation will be exposed concrete block painted to match the stucco color. Evaporative coolers will be screened by the parapets on all 4 sides. Roof drainage uses 2 scuppers above french drains to minimize water overflow. Roof access is provided from the inside of the building using a roof hatch. Exterior lighting will be minimum and will comply with the Dark Sky Ordinance.
