Also in attendance were Paul Mood, Director of Development Services, Robert Rodgers Senior Planner, and Janice Baxter Executive Assistant and Recorder of the Minutes. Chairman Lloyd Pew requested participation in the Pledge of Allegiance and a moment of silent reflection. Error on agenda: No new Commissioners were seated. REGULAR AGENDA AGENDA ITEM #1 — CONSIDERATION of APPROVING the Regular Session meeting minutes of the Planning and Zoning Commission from Thursday, March 8, 2012 Vice-Chairman Cecil Yates MOVED to approve the regular session meeting minutes for the Planning and Zoning Commission dated March 8, 2012. Commissioner Stan Connick SECONDED. A roll call was taken and the MOTION CARRIED (6-0), by those present and one (1) who abstained. Project located at 13100 N. Sunridge Drive. Case Number CP2012-01. Robert Rodgers, Senior Planner stated that the request was to construct a 1,634 square foot golf instructional building located adjacent to the existing driving range. This building will be located on the west side of the road and located directly across from the club house. Parking would be available at the club house with a nine cart parking area, provided in front of the new building. The rear of the building would face the driving range and would be open on one side and have a roll-up door on the other side. Mr. Rodgers explained that the building would be architecturally designed to match the materials and colors of the existing clubhouse. (Mr. Rodgers furnished a sample board of the materials and colors for the Commissioner's review) Staff recommended that the Planning and Zoning Commission approve the Concept Plan for "Sunridge Canyon Golf Club"; Case Number 2012-01, subject to the following stipulations: 1. The applicant shall submit Site Improvement Plans. All utilities and drainage features must be installed and functional as shown on the improvement plans and approved by the Town Engineer prior to the issuance of any building permit. 2. No occupancy permit shall be issued prior to the completion of all site improvements as depicted and approved. Said improvements must be approved by both the Town Engineer and the Planning and Zoning Administrator. 3. The applicant shall submit an amended Concept Plan showing all notes and revisions required by this decision to the Planning Administrator for review and approval prior to making application for a Building Permit. A copy of said amended and approved Concept Plan shall be submitted with any and all building permit applications for this project. 4. Prior to the issuance of a Certificate of Occupancy, the applicant shall comply with any requirements of the Fountain Hills Sanitary District. 5. Subject to the applicants fulfilling the Public Art requirement by providing one of the following prior to the issuance of a Certificate of Occupancy: a. Exterior public art of an appraised or invoiced value equal to or greater than 1% of the cost of building construction and associated site work and signage. Water features using recycled water are preferred. • Page 2 of 5 b. A donation to the Fountain Hills Public Art Fund in an amount equal to or greater than 1% of the cost of building construction and associated site work and signage. Mr. Rodgers concluded his presentation and opened the meeting up for questions from the Commission. Bryan Curtis, a designer for the facility was in attendance to answer questions. Commissioner Angela Strohan asked for a visual improvement of the building on the south side elevation, which was most visible from vehicular traffic. Mr. Bryan Curtis explained that there was an existing retaining wall located in the area that would be viewed by vehicles that limited what was seen (top of roof and the bottom of the punch windows). There was also a tree and Saguaro limiting the visibility. Vice-Chairman Yates also requested a more detailed explanation from Mr. Curtis concerning the layout of the landscaping. Commissioner Gene Slechta suggested that the landscaping mirror more of the original club house, especially towards the residential areas. Mr. Curtis expressed that more landscaping had been added since the primary plan submittal to the Town. Mr. Curtis added that more desert landscaping had been planned with less turf area. Vice-Chairman Cecil Yates MOVED to approve the proposed Concept Plan for "Sunridge Canyon Golf Club", to construct a 1,634 sf building in which to conduct instructional services at 13100 N. Sunridge Drive, adjacent to the driving range, as presented and subject to the stipulations in the staff report. Case Number CP2012-01. Commissioner Mike Archambault SECONDED the MOTION. Mr. Rodgers asked for clarification and if additional landscaping was stipulated in the motion. Commissioner Mike Archambault stated he understood the designer was adding additional landscaping. Vice-Chairman Cecil Yates stated he would add that wording to his motion. Commissioner Archambault agreed to the AMENDED MOTION. Chairman Pew amended the motion and stated that the designer would add more landscaping. Commissioner Angela Strohan added that the amended motion should state "on all three sides that are not facing the driving range". Chairman Pew asked if everyone understood the amended motion. A vote was taken and the AMENDED MOTION passed 7-0. The Sign Committee held three (3) open houses that were lightly attended (mostly by business people). Mr. Rodgers added that the committee would meet again on Thursday, May 3, 2012, at 7:30 a.m. in Town Hall to begin reviewing and finalizing recommendations. Mr. Rodgers added that he hoped the proposed revisions would be presented to the Planning and Zoning Commission in July 2012. AGENDA ITEM#6 - ADJOURNMENT. The Golf School at SunRdige Canyon Golf Club is planned to be located in the center of the driving range tee box to the west of Sunridge Drive.This proposed project is a supporting amenity to the existing Golf Course located at 13100 N. Primary use for the proposed facility will be for golf instruction on a"by appointment"basis. Users who have an appointment will first check-in at the existing clubhouse and will then access the proposed building by golf cart,just as current operations are today. Retail services will remain at the Golf Clubhouse and are not part of this proposed new facility. The proposed building will be consistent with current operations and with access to the existing driving range. Golfers who have scheduled appointments will check in at the current golf shop and will have access to the building via cart path and by golf cart. Vehicular access is not intended for the project as users of the building will park in the current golf clubhouse parking lot.
