MINUTES OF THE REGULAR MEETING
OF THE COMMUNITY SERVICES ADVISORY COMMISSION
MAY 24, 2021

Pursuant to A.R.S. §38-431.01(H), public comment is permitted(not required) on matters NOT listed on the
agenda. Any such comment(i)must be within the jurisdiction of the Commission, and(ii)is subject to
reasonable time,place, and manner restrictions. The Commission will not discuss or take legal action on
matters raised during Call to the Public unless the matters are properly noticed for discussion and legal
action.At the conclusion of the Call to the Public, individual commissioners may(i)respond to criticism, (ii) ask
staff to review a matter, or(iii) ask that the matter be placed on a future Commission agenda.
5. CONSIDERATION of Approving the March 22, 2021 Meeting Minutes
MOVED BY Commissioner Ruppert, SECONDED by Commissioner Barnes
Vote: 6-0 Passed Unanimously
6. DISCUSSION AND CONSIDERATION of the Fountain Park Bocce Ball Proposal
Vice Chair Varela read a statement from Chairman Amy Arnold regarding the Bocce Ball
Proposal. Chairman Arnold spoke to the manager of Arrivederci Restaurant who shared
she was not in favor of the Bocce Ball courts right behind the restaurant as people come
to dine wanting a spot to have a romantic dinner and to enjoy the views. Bocce Ball
courts would get in the way of the views. Ms. Arnold contacted other locations with bocce
ball courts to check on their usage. Fort McDowell Resort employees confirmed little use,
and Fire Rock employees shared that the bocce ball courts are never used. The Kiwanis
courts are rarely used by anyone outside the 8-10 regulars and youngsters do not use
it.
AZ Parks and Trails Grant is being sought after for a new restroom at Four Peaks
Park. The current restroom is a distance away and with the expansion of the amenities at
the park is needed. In the past there was an outdoor restroom out there and a pad is
already there and along with plumbing. Each of these grant applications will be presented
to Town Council to seek their approval to apply.
MOVED BY Commissioner Ruppert to endorse applying for the grants as written for
lights at the skate park and restroom at Four Peaks Park,
SECONDED by Commissioner Reddick.
VOTE: 6-0 Passed Unanimously
9. DISCUSSION AND CONSIDERATION of establishing a work group to research and
develop a Lighting of the Fountain Policy
Ms. Goodwin informed the commission that the new lights for the 50th Anniversary were
installed in December. At the directive of the Mayor they were used for special events.
Community Services has received requests for gender reveal, birthdays, fundraisers and
organizations. The purpose for a policy is to address the elements to be considered on
fees and duration for lights to be changed. It was suggested a working group of three be
established to do the research on this topic and share their findings with the commission.
Vice Chairman Varela, Commissioner Reddick and Commissioner Wilson, agreed to be a
part of this working group to use the summer to research other town's policies and come
back to report to the commission in September.
Commissioner Ruppert asked how lights are changed and Ms. Goodwin informed the
commission that due to no internet connection available at the pump house a staff
member must physically go in and start and stop the program. The internet connection
has been discussed with Cox, and it was agreed this is a future need to be addressed.
10. DISCUSSION on becoming a Biophilic Community
Ms. Goodwin informed the commission that she had been approached by
Councilmember Grzybowski and an ASU student who did a grad project that addressed
the need to strive to work in harmony with nature and its natural surroundings. The City
of Phoenix has been a Biophilic Community since 2008. There is a commitment to
sustainability, environmental concerns, and conservation.
I Ms. Goodwin explained that in order to seek designation it would need support
from CSAC. The Town of Fountain Hills would make an intentional commitment to follow
the standards that include shade canopy planting guidelines, taking efforts to minimize
watering, light pollution, etc. Commissioner Wilson is already involved outside the
commission with the Biophilic Group. She shared that indicators making washes into
trails, pop up tents to educate community, and getting involved with nature have been
discussed. Ms. Goodwin suggested CSAC be the liaison between Community Services
and the Biophilic Group.
Commissioner Ruppert stated this would be a badge of honor for the town to wear and
the potential to apply for grants. Ms. Goodwin stated that a goal, such as, becoming
designated as a Tree City USA has been discussed. A work group dedicated to looking
further in becoming a biophilic community will be appointed next meeting.

to help clean up. Vice Chairman Varela suggested adding more garbage cans in the park
for this event anticipating a large turnout.
