CALL TO ORDER AND PLEDGE OF ALLEGIANCE — Chairman Carroll Chairman Carroll called the Regular Meeting of the Sister Cities Advisory Commission held September 15, 2021, to order at 4:05 p.m. and led the Commission and audience in the Pledge of Allegiance. 2. ROLL CALL—Chairman Carroll Present: Chairman Carol Carroll; Vice Chairman Nicholas Stumpf; Commissioner Lisa Ristuccia; Commissioner James Wilson (Arrived at 4:58 p.m.); Commissioner Bev Tall Absent: Commissioner Enrique Melendez Staff Town Manager Grady Miller; Executive Assistant Angela Padgett-Espiritu Present: 3. CALL TO THE PUBLIC Pursuant to A.R.S. §38-431.01(H), public comment is permitted(not required) on matters NOT listed on the agenda.Any such comment(i)must be within the jurisdiction of the Commission, and(ii)is subject to reasonable time,place, and manner restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the matters are properly noticed for discussion and legal action. At the conclusion of the Call to the Public, individual commissioners may(i) respond to criticism, (ii) ask staff to review a matter, or(iii) ask that the matter be placed on a future Commission agenda. No one from the public spoke. 4. CONSIDERATION OF Approving the March 17, 2021, Meeting Minutes MOVED BY Commissioner Lisa Ristuccia, Commissioner Bev Tall to APPROVE the March 17, 2021 Meeting Minutes. AYE: Chairman Carol Carroll, Commissioner Bev Tall, Commissioner Lisa Ristuccia, Vice Chairman Nicholas Stumpf 5. UPDATE ON Oktoberfest Chair Carroll reported that they have been very busy on Oktoberfest. She reported that Sister Cities will have eighty strudels, which is being made again by Divine Bakery in Cave Creek, and mentioned that the price has increased this year. She reported that they are expecting a good crowd. Presale tickets are five dollars each and tickets at the entrance to the door will be ten dollars each. She said that they have sixteen volunteers. She reported that they will be in the food tent with Phil's Filling Station. 6. DISCUSSION OF Future Involvement with Global Perspective Phoenix Organizations Chair Carroll reported that this is one of their criteria and hopes to use the opportunities they have in Phoenix to work with other organizations such as the Diplomatic Core, which works with the same countries that we work with all over the world. She said that they have the Phoenix Committee on Foreign Relations which is doing trade with companies all over the world, some of them in their sister cities. She said that this is an opportunity to start the conversation that we don't just do exchanges anymore, that we can do other things. She said that several diplomats from the Diplomatic Core of Arizona live in town, and what started this conversation was planning the Annual Arizona State Conference, which Fountain Hills is sponsoring this year, and that they will be looking at a more global perspective than just talking about how to bring in membership, how to fundraise, and if we can do it together with other organizations and bring in good speakers. Chair Carroll mentioned local luncheons, breakfasts, and get-togethers with diplomats talking about what they do and how they do it, and items that we can actually share contacts and work together. 7. UPDATE ON Arizona Sister Cities State Conference in Fountain Hills for 2021 Chair Carroll reported that each year the state has an annual conference and that this year it is going to be held in Fountain Hills at the Community Center. She said that it is a two-day conference that will begin on Friday, November 12, 2021, and end on the afternoon of Saturday, November 13, 2021. She said that Friday will be a social night at the Desert Belle at 3:00 o'clock in the afternoon. She said that there will be a reception on the dockside boat at Saguaro Lake and then a tour of Saguaro Lake will follow. On Saturday the conference will begin at the Community Center with keynote speaker the Honorable Barbara Barrett, who was the 25 th Secretary of the Air Force and part of Thunderbird's very early School of International Management. She also was a former Ambassador to Finland and worked with Sister Cities. Chair Carroll mentioned agenda items for the conference: • Sister Cities experience and impact on a student's life • Roundtable discussion will be held by Kathy George • How do we get more membership? •What events can we get people out? •What social events work for you? • How often do you do them? • Speaker Honorable Consul Glenn Williamson, Vice Chair of the Diplomatic Core • How to select and become a Sister City • Project CURE 8.
