HomeMy WebLinkAboutCSAC.2015.0120.Minutes TOWN OF FOUNTAIN HILLS 0 z n MINUTES OF THE COMMUNITY SERVICES ADVISORY COMMISSION SPECIAL MEETING that is A<o' JANUARY 20, 2014 ITEM #1: CALL TO ORDER A special meeting of the Community Services Advisory Commission was convened and called to order by Chair Natalie Varela at 6:31 p.m. on Tuesday, January 20, 2015 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. ITEM#2: ROLL CALL In attendance at roll call were Chair Natalie Varela, Vice-Chair Sherman Abrahamson, Commissioners Nancy Blumenstein, Patt Canning, Don Doty, Jerry Gorrell, Jim Judge, Lynne Mott, Ron Ruppert, Greg Woo, and Donna Yordy. Absent at roll call were Commissioners Geoffrey Harper and Danny Tancredi. Director Mark Mayer and Executive Assistant Nancy Walter represented staff ITEM#3: PUBLIC HEARING TO RECEIVE COMMENTS REGARDING DESERT VISTA PARK'S CURRENT OPERATIONAL POLICIES Comments were taken from Fountain Hills' residents Joan Jaegar, Beth Gallob, Ramona Moore, Vern Tatham,Jerome Short,Howard Harris,Will Jacobs, Florian Sabo, and Lois DeMarco. Four residents stated they are not bothered by any noise from the dog park. Residents are bothered more by `�- landscapers and construction noise in the neighborhood and by the dicey language coming from some dog park users. Mr. Short represented 21 Desert Vista condo units and concerns were raised about animal waste that is not being picked up outside the park and also that some dogs are not being kept on a leash while going from the car to the park. Four residents said they are bothered by barking from the dog park and some are bothered by the abusive language coming from the dog park. Mr. Jacobs said he represents 122 Morningside homeowners. Mr. Harris said he is a dog park user and will attend the meeting on January 21st Some suggestions made were: • Erect a sound barrier along Tioga • Close the dog park on Sunday or at noon on Sunday • Users could pay a fee to use the dog park • Reduce dog park hours • Have the County Code Enforcement Officer and Sherriff drive by the park and report findings to the Commission • Have a device record the noise levels Eight residents, who did not wish to speak, turned in speaker cards with written comments stating they are against the dog park; two residents would like the dog park moved to a non-residential area. Before that we owned a home in North Heights. We love the community and will continue to spend considerable time there. We were attracted to Fountain Hills because of its natural beauty and friendly people. You can only imagine our dismay and disappointment when we returned to Fountain Hills several years ago to find a recreation facility for dogs with excessive noise and light pollution. The light pollution is an affront to the character and charm of our community. I would recommend a limited time frame for the use of the dog park to reduce both the light and noise pollution.
