JANUARY 21, 2014
ITEM #1: CALL TO ORDER
A special meeting of the Community Services Advisory Commission was convened and called to order
by Chair Natalie Varela at 6:30 p.m. on Wednesday, January 21, 2015 in the Council Chambers at Town
Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
ITEM#2: ROLL CALL
In attendance at roll call were Chair Natalie Varela, Vice-Chair Sherman Abrahamson, Commissioners
Nancy Blumenstein, Patt Canning, Don Doty, Jerry Gorrell, Jim Judge, Lynne Mott, Ron Ruppert, Greg
Woo, and Donna Yordy. Absent at roll call were Commissioners Geoffrey Harper and Danny Tancredi.
Director Mark Mayer and Executive Assistant Nancy Walter represented staff.
ITEM#3: PUBLIC HEARING TO RECEIVE COMMENTS REGARDING DESERT VISTA
PARK'S CURRENT OPERATIONAL POLICIES
Comments were taken from Fountain Hills' residents Morton Mitchell, Ken Thornton, Jill Martin, John
Thompson, Jim Mulleady, Denise Smith, Tracy Springstead, Tom Barberic, Dennis Contino, Donna Cotter,
Barbara Sudderth, Michael Maggio, Will Jacobs, Howard Harris, Judy Tatham, Linda Padiyar, and Elizabeth
D. Capeldi Phillips. Bonnie Long, a winter visitor who will soon be a FH property owner, also spoke.
Mr. Mitchell gave a brief history of the dog park and said it was a true community effort between the School
District, Sanitary District, ADOG, and the Town to getting the dog park started. He also noted that this was
the first dog park in Arizona.
Several speakers said the dog park is a great asset to the community and it is also a great social atmosphere
for the people.
Some suggestions made by the residents were:
• Have the dog owners find a resolution among themselves or establish a committee to make some
suggestions to the Commission
• Install a barrier between the two dog areas
• Add a railing or fence to prevent the small dogs from getting on the planter area and running back &
forth
• Extend planter area and railing/fence to the service gate
• Get donations from dog park users to pay for the barrier
• Put colored plastic sheeting or metal slating on the fence dividing the two parks
• Call the Sheriffs office if there is excessive barking and if there is swearing
• Have more follow up by Maricopa Animal Control
• Post more rules such as "control excessive barking, there are neighbors nearby" and "keep leashed
until in park"
• Shorten the park hours during the winter months

• Get decibel readings
• Compare noise level during summer and winter months
• Charge a fee to use the park
• Extend the summer hours to 10:00 p.m.
• Re-seed the park to help eliminate the burrs
• Install a barrier along Tioga
• Investigate when homeowners bought their homes to see if they bought them after the park was built
• Keep the hours as they are
Mr. Contino, representing ADOG, stated that ADOG is still a functioning group.
Five residents, who did not wish to speak, turned in speaker cards with written comments; four residents
stating they want to keep the dog hours as they are and one resident wanting a solution to the barking
noise.
ITEM#4: CONSIDERATION OF ADJOURNMENT
Vice-Chair Abrahamson made a motion to adjourn at 7:22 p.m., Commissioner Judge seconded and the
motion passed by unanimous vote.
