WHEN: MONDAY,FEBRUARY 23,2015 WHERE: FOUNTAIN HILLS COUNCIL CHAMBERS 16705 E. AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS,AZ A majority of the Council members may be in attendance. No official action will be taken. Community Services Advisory Commissioners will attend either in person or by telephone conference call PROCEDURE FOR ADDRESSING THE COMMISSION Anyone wishing to speak before the Commission must fill out a speaker's card and submit it to the Executive Assistant prior to Commission discussion of that Agenda item. Speaker Cards are located in the Council Chamber Lobby and near the Executive Assistant's position near the dais. Speakers will be called in the order in which the speaker cards were received either by the Executive Assistant or the Commission Chair. At that time,speakers should stand and approach the podium. Speakers are asked to state their name and whether or not they reside in Fountain Hills(do not provide a home address)prior to commenting and to direct their comments to the Presiding Officer and not to individual Commission members. Speakers' statements should not be repetitive. If a speaker chooses not to speak when called, the speaker will be deemed to have waived his or her opportunity to speak on the matter. Speakers may not(i)reserve a portion of their time for a later time or(ii)transfer any portion of their time to another speaker. This is a typical dog behavior know as "fence aggression" and exists in many cases where non-aggressive dogs can see other dogs thru a fence or barrier. It is a visual trigger and barking can be reduced by not allowing the dogs to see each other. This behavior is currently occurring at the entrance of the small dog section, the entire fenced area between the large and small dog sections (areas A & B in the diagram below) and at the service gate between the large and small dog park. For the purposes of this exercise - we are weighing each area as contributing equally to the cause of the barking. .. Objective: Review options to visually block the large dogs and small dogs along the fence areas between the two sections, with the goal of reducing the dog barking. The Team will present all available options with a brief overview and broad price estimate of options. Visual barrier options are suggested for areas A and B in the mock up below-which represent the entire areas of chain link fence that currently exists between the two sections. It is the recommendation of the Team to visually block all sections between the large and small dog parks - including the service gate area and small dog entrance area. Add "slats"to the existing chain link fence.. 2. Add a 4'high section of chain link fence on top of the 2' block wall/planter area inside of the small dog park area to prevent the little dogs from accessing the main fence between the two sections. 3. Replace the chain link fence with a 6'block wall for the entire section of A and B 4. Add Trees/shrubs/plants to the planting area in the little dog park and trees /plants on the outside of the North perimeter of the large dog park 5. Add noise barrier cloth between small and large dog sections and/or along the perimeter of the North section of the large dog park-or in select areas (i.e near the main gazebo in the large dog park area) 6. Add PVC cloth to the entire section of A and B between the large/small dog sections 7. Add Poly Carbonate Panels to walls A and B and possibly the North perimeter outside the large dog area. 8. Use excess dirt to create barriers 9. Combine some of the options above as detailed in matrix Summary: It is the recommendation of this Team for the Town to consider one or a combination of options presented that will allow a cost effective and aesthetically appealing solution. The most important outcome is to ensure there is 100%visual blockage between the large and small dog sections - including the small dog entrance and service gate area. Disclosure: It should be noted that the members of this Team are not noise abatement professionals or fence material professionals. Costs are high level estimates and are not all inclusive. The Town will want to go through the formal RFP process to validate. The ratings on effectiveness and aesthetics in the matrix are subjective and not validated. They are merely a guide based on general feedback. NOTES:. • Many dog park users have expressed interest in helping resolve the issues at hand. • Many have offered to volunteer their time - if practical -to assist with installation of options presented. • There is an interest to have an organization of some sort to assist with dog park / dog owner issues in the town. ADOG does not seem to be running and the suggestion is to create a new organization.
