WHEN: MONDAY,MARCH 23,2015 WHERE: FOUNTAIN HILLS COUNCIL CHAMBERS 16705 E. AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ A majority of the Council members may be in attendance. No official action will be taken. Community Services Advisory Commissioners will attend either in person or by telephone conference call PROCEDURE FOR ADDRESSING THE COMMISSION Anyone wishing to speak before the Commission must fill out a speaker's card and submit it to the Executive Assistant prior to Commission discussion of that Agenda item. Speaker Cards are located in the Council Chamber Lobby and near the Executive Assistant's position near the dais. Speakers will be called in the order in which the speaker cards were received either by the Executive Assistant or the Commission Chair. At that time, speakers should stand and approach the podium. Speakers are asked to state their name and whether or not they reside in Fountain Hills (do not provide a home address)prior to commenting and to direct their comments to the Presiding Officer and not to individual Commission members. Speakers' statements should not be repetitive. If a speaker chooses not to speak when called, the speaker will be deemed to have waived his or her opportunity to speak on the matter. Speakers may not(i)reserve a portion of their time for a later time or(ii)transfer any portion of their time to another speaker. If there is a Public Hearing,please submit the speaker card to speak to that issue during the Public Hearing. Individual speakers will be allowed three contiguous minutes to address the Commission. Time limits may be waived by(i) discretion of the Community Services Department Director upon request by the speaker not less than 24 hours prior to a Meeting, (ii) consensus of the Commission at Meeting or (iii) the Chair either prior to or during a Meeting. Please be respectful when making your comments. If you do not comply with these rules,you will be asked to leave. Notice is hereby given that pursuant to A.R.S. §1-602.A.9 , subject to certain specified statutory exceptions, parents have a right to consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Town Council are audio and/or video recorded, and, as a result, proceedings in which children are present may be subject to such recording. Parents in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time a recording is made,the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived. The sight barrier fences on the block wall and the PVC mesh covering the front entry and the gate was set aside in favor of considering corragated panels as a sound barriers. The $1.00 dog license add on fee was discounted and dismissed as not being reasonable and fair since the parks are used by people living outside of FH Enforcement was questioned but there was no discussion about the rules, hours or signage. It was also disclosed that there was no current budget available to fund the estimated $6,600 and any new funding required was a burden in light of other priorities and the financial condition for the next few years. The entire recommendation was put on hold. The plan is to determine in 60 days if the "ADOG' ASSOCIATION has funding that may be available to fund a dog park noise abatement project that was not defined. I believe that the push back by the homeowners insisting on a sound barrier defeated what could have been a simple solution correcting the source of the noise and may have been funded in acceptable increments. 4111 GrA. Over the past six years, I have become comfortable with all the options on my smart phone, learned to make photo albums which I can share with family and friends, improved management of my business and personal files, started a journey into my family history with guidance on genealogy websites, gotten tips on shopping and travel-saving money and time-through internet sites, become a regular user of Skype which keeps me in touch with family-especially children-all over the world by visual and voice while saving me money and connecing with organizations on which I serve as a Board member and volunteer that are out of state, and this year...I am now using the"cloud"for a way to synch material from laptop, desktop and phone. I am 76 years old and technologically literate. The Technology Learning Center has been a bright light in the sea of electronics. Prior to discovering you I had to rely on a few minutes of help from employees at the phone store. from teens in my family-or-the dreaded "Computers for Dummies"books which rarely improved my insights or skills. The volunteers at TLC are great teachers; patient, focused, and able to begin where the student is. The options of classes has expanded as technology advances , which I very much appreciate. The"here for you" drop-in time gives me the chance to receive help on an as-needed basis in addition to attending classes. We are all so fortunate to have neighbors who volunteer their expertise and time. I send my thanks to everyone there. We are also fortunate to be in a community like Fountain Hills that supports the interests and well being of older citizens. I am also the Education Program Coordinator for the Technology Learning Center. The Technology Learning Center, affectionately known as TLC, is a self-funded, all volunteer organization that teaches computer skills to the mature adults of our community. In 2014, our volunteers donated over 3,000 hours of their time to our organization and students. • They designed, taught, and coached workshops • Developed and maintained a brand new website(ticfh.org) • Prepared weekly articles for publication in the Fountain Hills Times • Maintained and updated our equipment • Planned and coordinated the workshop schedule • Kept the books of all our income and expenses • Answered student questions Equipment and software programs are constantly changing/evolving and our classes are continually updated. We currently have 77 workshops in our portfolio. 25 of these workshops are for the iPad/iPhone/iPod Touch user and were developed in the last 2 years. In 2014, we taught 186 workshops to 606 full and part-time members of our community. TLC provides our students the opportunity to learn in a supportive atmosphere. All of our workshops are 2 hours long and are presented classroom style. Each workshop has these basic parts: Nor • Some lecture • Visual demonstration of skills shown via overhead projector onto a large screen • Student hands-on practice of the demonstrated skills on a desktop pc, laptop, tablet or smartphone • Students take with them, written instruction for the new skills so that they can continue to practice at home. Every Wednesday, TLC offers Time-4-U, a free drop-in opportunity to ask our volunteers for help or clarification on anything. For example, last Wednesday . . . • we were asked for help creating mailing labels for a High School alumni group • how do you create your own radio station in iTune • what form of computer should be purchased to replace an aging desktop computer • how to transfer a 4 page table in Word into an Excel spreadsheet. Our students are your neighbors, friends and family members. They take our workshops for a variety of reasons: • They've had limited exposure to computers in their professional or personal life • They had"People"that took care of things for them (typing letters, managing their email, coordinating their calendars) • They want to maintain a close personal relationship with family but they don't live in our City, State or Country and traveling often is out of the question. They learn to use Skype for a free video hook- up to share special occasions with the grandkids. Slow March 23, 2015 • Due to the economic downturn,they've had to return to work but have found that technology has moved forward without them. They must now fill out an application on-line, they need to up-load their resume to apply for a position and are expected to have a working knowledge of the Microsoft Office Suite-Word, Excel and Outlook • They have taken wonderful pictures,but need to figure out how to share them - have Walgreen's print them, attach them to an email or post then to Facebook • They may have recently lost a spouse that used to handle everything that had to do with the computer. Without computer skills their world shrinks just a little bit more. They are unable to review their bank and/or investment records, look at their medical test results,write/reply to emails, see family/friends photos posted on Facebook,print a boarding pass, or have Google answer questions for them. • They have health issues that won't allow them to travel but they would love to visit their childhood hometown or someplace new. Google Earth can take them on virtual tour of any place in the world! • The self-satisfaction that comes from being able to successfully use their computer, smartphone or tablet without calling the grandkids for help. Who knows what technology will be like tomorrow,but with your continued support the Technology Learning Center will be there to train the next generation. Thank you for your time. Community Services Advisory Commissioners will attend either in person or by telephone conference call PROCEDURE FOR ADDRESSING THE COMMISSION Anyone wishing to speak before the Commission must fill out a speaker's card and submit it to the Executive Assistant prior to Commission discussion of that Agenda item. Speaker Cards are located in the Council Chamber Lobby and near the Executive Assistant's position near the dais. Speakers will be called in the order in which the speaker cards were received either by the Executive Assistant or the Commission Chair. At that time,speakers should stand and approach the podium. Speakers are asked to state their name and whether or not they reside in Fountain Hills(do not provide a home address)prior to commenting and to direct their comments to the Presiding Officer and not to individual Commission members. Speakers' statements should not be repetitive. If a speaker chooses not to speak when called, the speaker will be deemed to have waived his or her opportunity to speak on the matter.
