PROCEDURE FOR ADDRESSING THE COMMISSION
Anyone wishing to speak before the Commission must fill out a speaker's card and submit it to the Executive Assistant prior to
Commission discussion of that Agenda item. Speaker Cards are located in the Council Chamber Lobby and near the
Executive Assistant's position near the dais.
Speakers will be called in the order in which the speaker cards were received either by the Executive Assistant or the
Commission Chair. At that time,speakers should stand and approach the podium. Speakers are asked to state their name
and whether or not they reside in Fountain Hills(do not provide a home address)prior to commenting and to direct their
comments to the Presiding Officer and not to individual Commission members. Speakers' statements should not be
repetitive. If a speaker chooses not to speak when called, the speaker will be deemed to have waived his or her
opportunity to speak on the matter. Speakers may not(i)reserve a portion of their time for a later time or(ii)transfer any
portion of their time to another speaker.
If there is a Public Hearing,please submit the speaker card to speak to that issue during the Public Hearing.
Individual speakers will be allowed three contiguous minutes to address the Commission. Time limits may be waived by(i)
discretion of the Community Services Department Director upon request by the speaker not less than 24 hours prior to a
Meeting, (ii) consensus of the Commission at Meeting or (iii) the Chair either prior to or during a Meeting. Please be
respectful when making your comments. If you do not comply with these rules,you will be asked to leave.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9 , subject to certain specified statutory exceptions,parents have a right to
consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Town
Council are audio and/or video recorded, and, as a result, proceedings in which children are present may be subject to such
recording. Parents in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take
personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time
a recording is made,the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

Options for booking room space at the Community Center
1. Community Center Rental
• TLC would book room space with Events and Operations Supervisor
• Current room rate is$15.00 per hour for local non-profit organization
• TLC would select the days and times they would like to book a classroom
• TLC would be responsible for taking bookings, would set their own class fees, and TLC membership fee
• No Activity Center Membership would be required
• TLC is responsible for covering program expenses such as phone line, liability insurance, supplies, etc.
• TLC to convert over to lap tops/Ipads at their own expense.
• No hardwire devices will be permitted (all equipment must be portable/storable)
• TLC would be responsible for providing needed equipment and supplies to conduct classes
• TLC would be responsible for equipment set-up/take-down and storage for each class period
• Community Center staff will set up tables/chairs prior to scheduled class time and they will do tear down
2. Adult Recreation Program
• TLC would request classes thru the Town Recreation Program Coordinator

Rental Agreement
1 am writing this letter to support the efforts of the Technology Learning Center to
maintain its current location and service in the Fountain Hills Community Center. My
wife and I have utilized the services of TLC and found them to be an invaluable service
not only to us, but also to all residents of Fountain Hills, including the "Snowbirds." My
wife and I have owned a condo in Fountain Hills for the past 14 years and reside in
Fountain Hills for the winter months. We just recently returned back to Fargo, North
Dakota, where I practice law.
Both Bette and I have been taking courses offered by TLC. The courses we have taken
have been an invaluable service to us. It has helped us with use of our computers,
tablets and smart phones. I am not aware of ANY other services like what TLC offers to
those of us in Fountain Hills. The fact that TLC operates with VOLUNTEERS rather
than paid staff is amazing to me! The volunteers do a fantastic job teaching these
courses to everyone who signs up for them. Some students come with absolutely no
prior knowledge or experience, and others have much more experience, but no one
leaves without learning considerably more than the knowledge they had when they
came to the class. The Wednesday morning Time-4-U schedule is invaluable! An
individual can come during that time and the volunteers will help them with their
particular concern or problem, and they persevere until it is solved. It might be to set up
an e-mail account, or how to download an app, how to set up a device, or how to search
the internet, etc. I have paid a lot of money to computer experts here in Fargo for help
that is available to us either in the classroom or the Time-4-U sessions, all of which is
reasonably priced in Fountain Hills.
I cannot imagine anyone who has taken TLC courses who would not be devastated to
learn that these services would no longer be offered, or priced at a rate that most
residents wouldn't pay. TLC has prepared their curriculum so that students can take
short courses and then go home and work on their devices. We can also take only
those courses we want or need. If we only want to learn how to FaceTime, for example,
we can take just that. But, if we need help with Security issues or Reminders, we can
take those courses. Initially I wasn't going to take very many courses, but with each
course taken, I learned so much that I wanted to continue to learn more. The
instructors, and in particular, Kathy Mullin, who taught most of the courses I have taken,
are very knowledgeable, helpful and professional. I have been telling other Fountain
Hills residents what a fabulous service is provided by the Technology Learning Center.
We have nothing at all in Fargo similar to what is provided by TLC. This is an especially

important service to those of us who did not grow up in the computer age. I have been
in classes with fulltime working Fountain Hills' residents who come to learn to help them
in their work. My paralegal, who also winters in Fountain Hills, Arizona, was thrilled with
what she learned in classes she took in Microsoft Word, PowerPoint and Excel, as well
as the Apple Products she uses. Her husband has an Android Tablet and phone and
he said, "I came out of the dark ages after taking classes taught by TLC."
It is a really important service to educate regarding new technology devices, and I would
sincerely urge you to renew the TLC lease at the Fountain Hills Community Center to
make it affordable. It would be very disruptive to have classes in different rooms, or
buildings in and around Fountain Hills, and times varying from day to day, or week to
week. I would ask that the Town of Fountain Hills continue to rent the existing room to
TLC, if not exclusively, at least so they are able to schedule its use for three
consecutive days each week. In my opinion, this would best serve the residents of
Fountain Hills, and I believe that should be the goal of the Commission and Council.

Community Services Advisory Committee Meeting
Dear Madam Chair and Commissioners,
Thank you for the opportunity to appear before you today. My name is Cathay
Fischer and my husband and I retired to Fountain Hills in 1998. We are full-time
property owners.
I am a volunteer with the Technology Learning Center and am responsible for
student registration, public relations and also am an instructor. I became aware of
TLC (formerly SeniorNet) back in 2005 when I needed help with a new digital
camera. I signed up for a workshop and have thoroughly enjoyed the past 10 years
being associated with TLC, both as a student AND volunteer.
The services we provide to the residents and winter visitors are invaluable in
keeping our students up-to-date in this ever-changing tech world. The TLC
volunteers give freely of their time and our students become secure in asking any
question — even if it's 'how do I turn on my computer' or 'how do I print a boarding
pass?
The workshops we offer are based upon what our students feel they need to learn.
When a new device or software is put on the market, the TLC instructors have
already prepared a curriculum.
The Wednesday morning "Time-4-U" sessions are very popular and well attended.
There are times when students are waiting for us to unlock the Computer Lab door
at 9 a.m. During this weekly 2-hour session, ANYONE can stop by the Computer
Lab for assistance with ANY computer or technology question.
There is NO CHARGE for this service. Where else in town is a similar service
offered? And if a service would be available, the cost would be more than our
students could afford.
I looked up the definition of a Community Center. According to Webster's
dictionary it is:
"a building or group of buildings for a community's educational, social, cultural and
recreational activities"
The services TLC currently offer at the Community Center surely fit into that
description. But, if our rental agreement is increased to the hourly rate of $15
which is the current fee charged to HOA's and other groups, TLC's rent would
increase from $2,000 per year to $18,000. And that is for less days of access to the
computer lab. That proposed agreement from $2,000 to $18,000 is an 800%
increase. How would you like your mortgage lender to raise your monthly
mortgage rate by 800%? TLC could not continue to offer workshops at a
reasonable rate with this unheard of rental increase.
Some of the TLC volunteers feel that the Community Center is being turned into a
Profit Center. So my question is: do we tell our students that profit is more
important than educating them to stay current with the latest technology? Or do
we continue to keep their world 'accessible' through workshops such as Skype,
FaceTime, Staying Safe with On-Line Banking, and Accessing Medical Records over
the Internet?
I trust as appointed Commissioners you will arrive at a recommendation for the
Town Council that will keep TLC a viable community service for our Fountain Hills
residents. Any loss of educational programs is a 'black mark' against community
leaders.

Facts
In 2014 TLC had.606 students attend 186 workshops. This attendance represents a 260%increase over 2013.
In 2014, we introduced our iPad, Smartphone, and Android workshop series. During the first three months of
2015, 247 students have attended 71 workshops.
Twelve (12) volunteers "donated" 3,215 hours in 2014 (Kathy M.-1000, Kathy C.-325, Cathay-420,Judy- 250,
Gail-240, Marilyn-125, Vince-45, Martha-70, Art and Lila-40, Gil--100 and Ralph-600)
TLC anticipates the demand for workshops will remain consistent with a possible boost in the fall of 2015 due
to the projected release of Windows 10 operating system. We are unsure how attendance will be affected due
to a reduced schedule and the planned purchase of Windows 10 laptop computers.
Proposal
TLC would like to enter into a rental agreement with terms similar to the current agreement. We propose the
following amendments:
1. The Town grants TLC use of the room for 3 consecutive weekdays from 8 AM to 4 PM
2. TLC will provide a computer class schedule comparable to the training provided during 2014
3. TLC will breakdown its training computers each night to allow for evening rental of the room
4. TLC requests a 3-year rental agreement with an annual payment of$1,800.
We are attaching our financial balance sheet that depicts how we can make this conversion without cost to
the town.
With your continued support,the Technology Learning Center will be there to train our community residents
and visitors.

may be used for storage. Other meeting rooms,closets,etc.are reserved for CENTER staff use only.
I ✓I CENTER HOURS OF OPERATION: CENTER office hours are Monday—Friday 8:00 am to 5:00 pm;evening and weekend
hours vary according to event schedule.Technology Learning Center staff will be granted access when CENTER staff is on
premise. A CENTER staff member will always be on site to lock and unlock doors as needed. If access to the CENTER is
required outside of normal business hours,LICENSEE should make such arrangements with CENTER Supervisor.
I ACCESS:Ingress and egress to the CENTER will be granted through the main entrance located in the lobby.The employee
entrance/exit door is reserved for Town staff only.Facilities officially control interior maintenance of the Community Center.
1-vi Facilities staff requires ALL BUILDING LOCKS to be the same as originally installed when the Community Center opened.
Original installed locks are Best Access System hardware,master key controlled are required for all doors.In the event of any
emergency(fire,electrical problem,HVAC malfunction,water line leak)Facilities Staff needs immediate access to all areas.
Immediate access is also required for any middle of the night call out from the fire alarm panel monitoring company.
Technology Learning Center staff will be provided with(2)two keys to the room,Best Access System keys cannot be

( 1 I CANCELLATION: Either party will reserve the right to cancel the terms of this contract,for any reason,with a minimum thirty

ADDITIONAL CONDITION OF RENTAL: LICENSEE agrees to provide,prior to the event,a certificate of insurance naming
the Town of Fountain Hills as an additional insured. LICENSEE agrees to hold harmless,indemnify and defend the Town of
Fountain Hills,the Fountain Hills Community Center,and their respective officers,employees,agents and representatives
from and against all losses,claims,demands,payments,suits,actions,recoveries,judgments and liability of every kind,
nature and description,for injury to persons including wrongful death or damage to property or both arising out of or in any
way connected with LICENSEE'S use of the Community Center under the terms of this Agreement.
General commercial liability and property damage insurance,and together with excess liability insurance coverage,
each in the minimum amount of ONE MILLION DOLLARS(S1,000,000)combined single on a per occurrence basis.
TWO MILLION DOLLARS($2,000,000),each occurrence/aggregate.
1 POLICIES AND PROCEDURES: The Policies and Procedures Manual is hereby made a part of this agreement by reference.
Technology Learning Center agrees to provide OPEN LAB TIME for Senior Activity Center Members once per week at no
cost.
TOWN EMPLOYEES may register for any Town approved Technology Learning Center training classes being offered,space
available and providing that senior center members are given first priority
• Technology Learning Center agrees to reserve the computer lab one week every other month exclusively for Town use.
The Town will use the lab during the reserved week to offer training classes for employees
The Town may hire instructors to teach classes in the lab during the weeks of exclusive use.
Technology Learning Center agrees to waive the class and membership fees for TOWN EMPLOYEES,but it materials are
required,the Town will obtain those separately.
• REGISTRATIONS will be coordinated through Technology Learning Center staff.
The Tenant shall be RESPONSIBLE FOR REPAIR of any damages to the Leased Premises that occur as a result of its use
of the Leased Premises. Technology Learning Center of Fountain Hills agrees at the forfeiture of the contract to return the
leased space to its original condition. -use
TENANT'S EQUIPMENT shall include all items on the Computer Lab Inventory,attached.
,r^ Tenant, at its sole expense, shall repair or be obligated for all costs and expenses in connection with all damage to the
Leased Premises caused by the removal of Tenant's Equipment.
Technology Learning Center staff agrees to provide Community Center and Senior Activity Center staff with a CURRENT
MONTHLY SCHEDULE,and agrees to immediately notify staff of any changes or cancellations.
Technology Learning Center agrees to REQUIRE PARTICIPANTS attending class and labs to hold an active Town of
Fountain Hills Senior Center membership.
✓ Technology Learning Center agrees to provide a current CLASS ROSTER to the Senior Services Supervisor on a monthly
basis.
• APPROVAL OF LICENSE AGREEMENT: It is agreed the License Agreement will not be in force until both parties have
signed it.

Options for booking room space at the Community Center
�.,. 1. Community Center Rental
• TLC would book room space with Events and Operations Supervisor
• Current room rate is$15.00 per hour for local non-profit organization
• TLC would select the days and times they would like to book a classroom
• TLC would be responsible for taking bookings,would set their own class fees, and TLC membership fee
• No Activity Center Membership would be required
• TLC is responsible for covering program expenses such as phone line, liability insurance, supplies, etc.
• TLC to convert over to lap tops/Ipads at their own expense.
• No hardwire devices will be permitted (all equipment must be portable/storable)
• TLC would be responsible for providing needed equipment and supplies to conduct classes
• TLC would be responsible for equipment set-up/take-down and storage for each class period
• Community Center staff will set up tables/chairs prior to scheduled class time and they will do tear down
