ITEM#1: CALL TO ORDER
A meeting of the Community Services Advisory Commission was convened and called to order by
Chair Natalie Varela, at 5:00 p.m. on Monday, June 22, 2015 in the Council Chambers at Town Hall,
located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
ITEM#2: ROLL CALL
In attendance at roll call were Chair Natalie Varela, Vice-Chair Sherman Abrahamson, Commissioners
Nancy Blumenstein, Patt Canning, Jerry Gorrell, Jim Judge (via phone), Lynne Mott, Ron Ruppert, and
Danny Tancredi. Absent at roll call were Commissioners Don Doty, Geoffrey Harper, Greg Woo, and
Donna Yordy. Director Mark Mayer, Senior Services Supervisor Kelley Fonville, and Recreation
Coordinator Anjelica Giardino represented staff.
ITEM#3: CALL TO THE PUBLIC
No one from the public wished to speak at this time.
4416., ITEM#4: CONSIDERATION OF APPROVING THE MAY 18,2015 MEETING MINUTES
Vice-Chair Abrahamson made a motion to accept the minutes of the May 18, 2015 meeting,
Commissioner Canning seconded and the motion passed by unanimous vote.
Item#6 was discussed before Item#5.
ITEM#5: UPDATE ON THE DESERT VISTA DOG PARK-COMMISSIONER DOTY
Commissioner Doty read aloud the following:
The Town Council unanimously approved the Community Service Advisory Commission's
recommendation to implement the low cost, reduced scope PLAN B noise abatement option. There was
no resistance to a sight versus sound barrier or wind damage to a covered fence.
The revived ADOG club has paid $1,000 to the Town to accomplish this subset of the initial
project. The PLAN B includes a 31/2 foot 100% privacy mesh on the existing fence across the entry way
along Tower Ave. and on the gate interconnecting the small and large dog parks. Instead of the
expensive chain link fence, a temporary 2Y2 foot metal garden fence will be placed on the top of the
raised planter wall along the perimeter of the small dog park side. These sight barriers address the source
and should eliminate most of the barking when dogs see, greet, or challenge each other through a fence.
A number of the other CSAC recommendations, rule change, signage, fliers, and fees have been tabled
for the time being and may be considered at a later date.

The revived ADOG Club has indicated a sincere interest in working with the Town and local residents
to foster a responsible attitude and sensitivity to the noise concerns expressed by the Morningside
neighbors. The new Board of Directors includes both small and large dog park users as well as a
Director from the Morningside community.
These actions should eliminate the majority of the barking and mitigate the residents' concerns.
Work will begin as soon as the material is received.
ITEM #6: UPDATE ON THE TECHNOLOGY LEARNING CENTER — VICE-CHAIR
ABRAHAMSON AND COMMISSIONER JUDGE
Commissioner Doty arrived at 5:05 p.m.
Vice-Chair Abrahamson said the Work Group has been meeting with TLC. Some progress has been made
and the groups will meet again on Wednesday, June 24.
Commissioner Judge noted that the Work Group believes the TLC's computer related training is a very
important part of what is offered at the Community Center. The Work Group wants to preserve and
strengthen the relationship with the TLC. Some of the 1200 members of the Activity Center have requested
meeting space for new support groups and activities and have been denied because of the lack of room
space. The Work Group is working with TLC to find room and time for them to hold their classes.
Commissioner Judge referred to the attached four memos and documents regarding room space. The Work
Group has offered TLC four different options; Community Center rentals, Adult Recreation Program,
Activity Center Program, or, at Council's suggestion, look into moving TLC to the Kiwanis Building, Four
Peaks Elementary School, or another low cost rental space.
Commissioner Doty said that the room usage would only be at 30% and not at 100% as presented. He also
is concerned that ping-pong, Bingo, and a few other programs are put above the service value that TLC
offers. Commissioner Doty doesn't believe that staff would provide the attention, resources, and funding
necessary to keep the TLC going. He noted that the 200 TLC members joined the Activity Center in order
to take classes at the TLC;this is an additional $4000.00 contributed to the Activity Center. He believes this
is a personal vendetta by someone trying to get TLC removed from the Community Center.
Supervisor Fonville said new groups have requested different times throughout the day for their meetings.
She said that by having more space available, they would be able to accommodate TLC programs and offer
new programs.
ITEM#7: UPDATE ON FOUNTAIN PARK—PHASE 6 IMPROVEMENTS
Director Mayer said about 20% of the bollards are installed. The lights are on photo cells. The parking lot
has been paved and striped, the footings for the three monument signs have been poured, and the handicap
ramp near the Splash Park has been replaced. The project should be finished by mid July. The finish on the
bollards is supposed to hold up in salt-water environments.
ITEM#8: UPDATE ON PUBLIC ART PIECES
• Fountain Spirit will be placed on the Avenue of the Fountains' Plaza, directly across from Town
Hall.

ITEM#9: UPDATE ON THE FY2015-16 BUDGET
Director Mayer noted that on page 209 of the attached budget,the total budget will change somewhat due
to the Movies in the Park and Concerts in the Park added back in.
ITEM#10: UPDATE ON RECYCLING IN THE PARKS
Director Mayer said there are recycling cans at Desert Vista Park and a limited amount at Golden Eagle
Park. Twenty-four recycling cans were donated by Republic Services and will be placed at Fountain Park as
soon as the enclosure in the East parking lot is completed and a large recycling dumpster can be placed in it.
If the program is successful, then recycling cans will be placed at Four Peaks Park and more will be placed
at Golden Eagle Park.
ITEM #11: CONSIDERATION OF ADJOURNMENT
Commissioner Tancredi made a motion to adjourn at 5:35 p.m., Commissioner Gorrell seconded and the
motion passed by unanimous vote.
