HomeMy WebLinkAboutCSAC.2017.0227.Minutes Fountain Hills Community Services Advisory Commission Page 1 of 4 G:\Commission CSAC\Minutes\2017\022717M ITEM #1: CALL TO ORDER A regular session meeting of the Community Services Advisory Commission was convened and called to order by Chair Sherman Abrahamson at 5:03 p.m. on Monday, February 27, 2017 in the Conference Room at the Community Center, located at 13001 N. La Montana Drive, Fountain Hills, Arizona. ITEM #2: ROLL CALL In attendance at roll call were, Chair Sherman Abrahamson, Vice Chair Jim Judge, Commissioners Pat Canning, Don Doty, Jerry Gorrell, Kathy Haynes, Ron Ruppert, Natalie Varela. Absent at roll call was Commissioner Lynne Mott. Director Mark Mayer and Executive Assistant Jennifer Lyons represented staff. Commissioner Bill Craig from the McDowell Mountain Preservation Commission was also in attendance. ITEM #3: CALL TO THE PUBLIC No one from the public wished to speak at this time. ITEM #4: CONSIDERATION OF APPROVING THE JANUARY 23, 2017 MEETING MINUTES Commissioner Doty made a motion to accept the minutes of the January 23, 2017 meeting and Commissioner Gorrell seconded and the motion passed by unanimous vote. ITEM #5: UPDATE ON THE WORK STUDY GROUP TO RESEARCH THE SOUND SYSTEM AT THE COMMUNITY CENTER Commissioner Gorrell, Vice-Chair Judge and Chair Abrahamson met with Mike Fenzel (Community Center Operations and Events Supervisor) at the Community Center last week to start the research and the work group will be meeting again on March 16th. Commissioner Gorrell with a career in entertainment, sound systems and design, sees that acoustical treatment is a significant problem. Also when the budget was cut some of the critical items were cut, such as equalizers when the center was built. ITEM #6: UPDATE ON THE JANUARY 24, 2017 MCDOWELL MOUNTAIN PRESERVATION COMMISSION MEETING Commissioner Doty attended the meeting and read from the attached document. Chair Abrahamson had Commissioner Craig from the MMPC introduce himself to the Commission. Commissioner Craig expressed that the MMPC is hopeful that they can extend at least a year, to be able to go through the opening of the Trailhead, observe what happens for the first year and then report back to Council. The Trailhead will open up close to 1,000 miles of trails available between all of Scottsdale and all of McDowell Mountain Park. TOWN OF FOUNTAIN HILLS MINUTES OF THE REGULAR MEETING OF THE COMMUNITY SERVICES ADVISORY COMMISSION FEBRUARY 27, 2017 Fountain Hills Community Services Advisory Commission Page 2 of 4 G:\Commission CSAC\Minutes\2017\022717M ITEM #7: REVIEW WITH COMMISSION MEMBERS ABOUT CONTACT WITH DIVISION HEADS Commissioner Varela commented that she and Commissioner Mott have not had any further contact with division heads, but they were planning to do a “Yappy Hour”. They decided to cancel it due to the dog illness/virus that is going around, but they plan on rescheduling it in the fall. ITEM #8: DISCUSSION OF TOPICS TO BE ADDRESSED AT THE JOINT MEETING WITH COUNCIL Director Mayer explained that the agenda is generated by the Commission and suggested that the Commissioners forward their ideas to Chair Abrahamson to filter and then forward those ideas to us (the Town) to put the agenda together. The joint meeting will be on April 17th. Typically accomplishments, objectives and goals are items that are discussed. ITEM #9: UPDATE ON THE COMMUNITY GARDEN The Community Garden has made significant progress. The architectural fence is up and surrounds the site. The beds are in for the first phase and all have been rented. In addition to doing some fundraising, the Town has helped in dollars, as well as staff, and equipment. Bart Shea with the development next door (Morning Star) has donated quite a bit as well. The water lines and the drip lines are in. The next step is to bring electrical to the site. ITEM #10: UPDATE ON SPECIAL EVENTS Director Mayer declared that this is our very busy season with events every weekend and sometimes two or three, all the way into May. Below is a list of some of the events. • Great Fair • St. Patrick’s Day • Kite festival Discussion ensued among the Commissioners and Director Mayer responded to the Commissioners questions about revenue and costs for the Fair. • The Town requires each vendor to have a business license. • The Chamber is responsible for all the costs associated with the Fair, including street closures, port-a-potties, security, trash pickup, etc. Years ago the Town had covered all those costs. ITEM #11: UPDATE ON PUBLIC ART The installation of “Gahn Dancer II” that used to be in the lobby of the Community Center has run into a problem. Under our Procurement Policy, we only had a certain amount we were able to utilize for the concrete bases and other concrete work around town. We had to go through a contract extension that will happen on the 16th of March and then we will be in the position to pour the concrete base and run the pavers up to it. “Blowing in the Wind” will go in the east parking lot at the far side of the park (Fountain Park) in the gravel area between the parking lot and road. In response to Commissioners concerns about funding, Director Mayer explained that most of the funding comes from the one percent public art fund, so when you are putting in a private development there is fee that is assessed based on the value of the property and the improvements you are making. There are only two pieces that the Town has purchased and that was associated when Town Hall was put in. One is the Fountain Hills Community Services Advisory Commission Page 3 of 4 G:\Commission CSAC\Minutes\2017\022717M piece outside with the horse called “Cooling the Dogs” and the other one is in the lobby at Town Hall. All the other art pieces have been donated or have been pubicly fundraised for. Discussion ensued among the Commissioners and concerns were voiced regarding the use of the funds for art and of when the saturation point of art would be reached. This topic may be addressed at the joint meeting with Council. Director Mayer stated that the only costs we (the Town) incur are insuring the pieces and bringing in a gentleman twice a year to clean, rewax and repair any scratches or problems with the patina. ITEM #12: UPDATE ON ADERO CANYON TRAILHEAD PROJECT The 100% plans and specifications are due this Friday, but because we are closed they will be delivered on Monday the 6th. We are going out to advertise for bids in late March. The bid due date is mid May and the award would take place at the first meeting in June by the Council. That would give the contractor time to mobilize and begin construction on or about July 1st. For years we collected development fees for the Trailhead, then legislation came along in the case of “open space” and changed that, so we ended up with a shortfall. In our budget we have $1.8 million in development fees and a shortfall of $400,000 plus that is being made up with Town funds in capital project monies. The Town Attorney was able to get the legislation amendment since we did not have access to the area yet, so we have to spend the money or give it back no later than December 2020. ITEM #13: CONSIDERATION OF ADJOURNMENT Commissioner Haynes made a motion to adjourn at 5:40 p.m., Vice-Chair Judge seconded and the motion passed by unanimous vote. Chair Appointments Bill Myers and Tom Barreric were appointed as the MMPC chair and vice chair for 2017. Joint MMPC and Council meeting March 28, 2017 MMCP commissioners will spend five minutes discussing their area of responsibility and progress at the joint meeting. Topics were outlined that will be assigned at the next MMPC meeting along with the format of presentation; Disbanding of MMPC, MMPC accomplishments 2016, Objectives for 2017, New trails, Trail-head update, Trail-head grand opening, naming of trail-head Conservancy & East Sonoran trail The trail construction is complete except for the last 100 yards at each end. The remaining trail linkages will be completed when the trail-head opens. The trail is ready for the signage to be installed. Maricopa County agreement An access agreement was signed with the Maricopa county to allow passage from the FH Golden Eagle trail-head to the McDowell Mountain regional preserve. QR codes & Website The QR (quick read) codes are finished. The town will assume the responsibility for the website. The website was designed to provide for ample expansion. Proposed MMPC Budget $18,000 The budget items included maps ,tools, trail signs, town events, and a video. Objectives The 2016 objectives were statuses and the 2017 were outlined. Commission Work Groups The work groups remained the same for 2017 and include; Marketing ,Trail building, Trail-head, Preserve value The CASC liaison An MMPC liaison will be assigned to attend the CSAC monthly meetings. Merging of the MMPC with the CSAC The merging of the two commissions was discussed along with the possibility of extending the time to merge. Adero Canyon Trail Head The trail-head plans are 100% and are in final review. The bid process is expected to occur in Feb/March and construction to begin in July coincident with the available 2017 funding. The completion is intended for fourth quarter 2017. There were discussions regarding the naming/re-naming of the trail-head. No decision was made. The Adero Trail-head will open access to the Promenade trail and subsequently to the E Sonoran, Andrews/Kinsey, Easy, Sonoran, Western Loop, Overlook, and the Western Bike loop trails. Photos of various trail-head kiosks were distributed for review and planning the configuration of the edifice to possibly be erected at the trail-head.
