ITEM #1: CALL TO ORDER
A regular session meeting of the Community Services Advisory Commission was convened and called
to order by Chair Sherman Abrahamson at 4:58 p.m. on Monday, May 22, 2017 in the Council
Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
ITEM #2: ROLL CALL
In attendance at roll call were, Chair Sherman Abrahamson, Commissioners Pat Canning, Don Doty,
Jerry Gorrell, Kathy Haynes, Lynne Mott and Natalie Varela. Vice-Chair Jim Judge attended by phone.
Absent at roll call were Commissioners Kathy Haynes and Ron Ruppert. Interim Community Service
Director Rachael Goodwin and Executive Assistant Jennifer Lyons represented staff.
ITEM #3: CALL TO THE PUBLIC
No one from the public wished to speak at this time.
ITEM #4: CONSIDERATION OF APPROVING THE APRIL 17, 2017 JOINT MEETING
MINUTES
Commissioner Varela made a motion to accept the minutes of the April 17, 2017 joint meeting and
Commissioner Mott seconded and the motion passed by unanimous vote.
Prior to Item #5 Chair Abrahamson welcomed Interim Director Rachael Goodwin to the meeting.
ITEM #5: UPDATE ON THE WORK STUDY GROUP TO RESEARCH THE SOUND SYSTEM
AT THE COMMUNITY CENTER
Commissioner Gorrell will be making some adjustments to the sound system.
ITEM #6: REVIEW WITH COMMISSION MEMBERS ABOUT CONTACT WITH DIVISION
HEADS
Interim Director Goodwin will email a list of the Division Heads to the Commission at the request of
Chair Abrahamson.
ITEM #7: DISCUSSION ON USING VOLUNTEERS TO CLEAN UP ROADWAYS
Vice-Chair Judge explained the “Adopt-a-Street” program where volunteers register with the Town, sign
a waiver agreement, pick up the equipment and clean up the street. This topic will be revisited at the first
meeting in the fall.

ITEM #8: UPDATE ON THE COMMUNITY GARDEN
• Plots in the second phase have not yet been constructed, but they are in the process of being sold.
• Pavers are being sold where you can put your name or business with logo, if it is not too intricate.
• Power was installed over the weekend.
ITEM #9: UPDATE ON THE IMPROVEMENTS AT FOUNTAIN PARK
• Lake Water Quality – Aerators and water movers have been installed. There has been significant
improvement and the water is very clear. There haven’t been any odor issues, but with the
weather warming up that will be the real test.
• Fountain Operation – There were two reports of the fountain spraying vehicles parked along El
Lago and this is a direct violation of our permit for water use since the water cannot leave the
perimeter of the lake. As a result, the wind meter has been readjusted to 6mph for one second or
longer. The fountain operates on two pumps and has the capability of running on three. Right
now the wind gauge is all or nothing. We either have two pumps or no pumps. We are looking
into the idea that on windy days to have the fountain run on just one pump, so the fountain would
still be running, just not at its standard capacity. Additional wind gauges would be needed to set
that up since our technology is somewhat dated and does not work with the newer gauges.
• Splash Pad Surface – In regards to the slippery surface, we questioned if it was the wrong product
or the application and it was determined that it was application. Last week the vendor came back
and ground it down again, then reapplied from a fresh surface. Temperature plays a factor in the
setting, so that is why a lot of the work is done at night and the splash pad has been shut down in
the daytime to allow it to set and dry properly. On Saturday during the dedication we found that it
was very uneven and hadn’t dried in certain spots. It was indicated that they had not added the
proper sealant to it. The vendor is back this evening and tomorrow evening to complete the
process. We are hoping not to have any additional closings of the splash pad, but it needs to be
right.
ITEM #10: UPDATE ON SPECIAL EVENTS
• Splash pad rededication was this past weekend.
• Honor and Remember was at the (Veteran’s) Memorial, with 330 flags in the park.
• This weekend is the Memorial Day ceremony at the Veteran’s Memorial at 9:00 a.m. on Monday
morning.
• Fourth of the July Celebration will be the next event in the park.
ITEM #11: UPDATE ON PUBLIC ART
• One new piece will be on the (Council) agenda on June 15th, and it is being recommended for
placement over by the entrance to the Community Center.
• “Blowing in the Wind” has been installed (Fountain Park).
• “Gahn Dancer II” has been installed on the Avenue.
ITEM #12: UPDATE ON ADERO CANYON TRAILHEAD PROJECT
The last set of review and change recommendations went back to the designer J2 and those are expected
back on Wednesday of this week. Then they go to legal for their final review. We are on schedule to

advertise beginning June 7th with bids back in mid July. That will probably be an item on the August
Council meeting agenda.
ITEM #13: CONSIDERATION OF ADJOURNMENT
Commissioner Gorrell made a motion to adjourn at 5:26 p.m., Commissioner Mott seconded and the
motion passed by unanimous vote.
