HomeMy WebLinkAboutCSAC.2017.0626.Minutes Community Services Advisory Commission Page 1 of 3 G:Commission CSAC\Agenda & Minutes\Minutes\2017\062617M AGENDA ITEM #1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the Community Services Advisory Commission was convened and called to order by Chair Sherman Abrahamson at 4:59 p.m., Monday, June 26, 2017 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM #2: ROLL CALL Present at roll call were Chair Sherman Abrahamson, Vice-Chair Jim Judge, Commissioners Pat Canning, Don Doty, Jerry Gorrell, Kathy Haynes and Lynn Mott . Absent at roll call were Commissioners Ron Ruppert and Natalie Varela. Staff members present were Interim Director Rachael Goodwin, and Executive Assistant Jennifer Lyons. Chair Bill Myers from the McDowell Mountain Preserve Commission was also in attendance. AGENDA ITEM #3: CALL TO THE PUBLIC No one from the public wished to speak. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE MAY 22, 2017 MEETING MINUTES Commissioner Doty made a motion to approve the May 22, 2017 meeting minutes and Vice-Chair Judge seconded and the motion passed by unanimous vote. AGENDA ITEM #5: UPDATE ON THE WORK STUDY GROUP TO RESEARCH THE SOUND SYSTEM AT THE COMMUNITY CENTER The system that has been set up is working pretty well and Commissioner Gorrell will make a little adjustment before the summer is over. AGENDA ITEM #6: REVIEW WITH COMMISSION MEMBERS ABOUT CONTACT WITH DIVISION HEADS No additional contact has been made. Chair Abrahamson thanked Commissioner Doty for attending the McDowell Mountain Preservation Commission (MMPC) meetings and inquired if process needed to be continued. Chair Myers from the MMPC interject that at this time it is uncertain if the MMPC will continue past 12/31/17 and requested that Commissioner Doty continue attending their meetings until it is determined. *Attached to the minutes are Commissioner Doty’s overview of the last MMPC meeting and a staff breakdown as requested by the Commission* TOWN OF FOUNTAIN HILLS MINUTES OF THE REGULAR MEETING OF THE COMMUNITY SERVICES ADVISORY COMMISSION JUNE 26, 2017 Community Services Advisory Commission Page 2 of 3 G:Commission CSAC\Agenda & Minutes\Minutes\2017\062617M AGENDA ITEM #7: UPDATE ON THE COMMUNITY GARDEN  The group is currently selling bricks and working on opening up the next section.  There are 27 or so people on the waiting list to get in and they plan on putting in another 60 beds.  SSI (Senior Services Inc.) is looking at putting in pavers for seniors to get around because right now it is just rock and dirt.  Cameras are being installed in Centennial Circle primarily for the artwork and the front of the library, but they will also be able to observe the garden. AGENDA ITEM #8: UPDATE ON THE IMPROVEMENTS AT FOUNTAIN PARK  Aeration is working well, with few complaints about odors or smells.  Fountain run times have not changed, but due to the wind meter adjustment, the fountain has not been running as much. A solution is being worked on to potentially run the fountain on just one pump.  The Lagoon is in the very early stages and there are a lot of unanswered questions that need to be considered to see if it is even feasible. A feasibility study has been approved to see if it would really work and what it would take to do something of that nature. The disc golf course would be affected and we would need to meet with that group to see if the course could be reconfigured. AGENDA ITEM #9: UPDATE ON SPECIAL EVENTS Fourth of July is next Tuesday down at the Fountain from 6:00 p.m. to 10:00 p.m. AGENDA ITEM #10: UPDATE ON PUBLIC ART  Council approved a new piece to be located just outside entrance of the Community Center and it is entitled “Mirth & Melancholy”.  Potentially there may be a piece coming in for display and it is a bronze sculpture of a female veteran.  “Quackers” was vandalized and both ducks are now missing. This piece has had prior issues and we are looking at possibly relocating it. AGENDA ITEM #11: UPDATE ON THE ADERO CANYON TRAILHEAD PROJECT The project has been advertized to the public and bid closing is on July 17th. The pre-bid conference was held last Thursday morning with 12 in attendance. The meeting was mandatory for anyone planning on bidding on the project and they have until this Thursday to submit any additional questions. Answers to anything specific will be addressed in an addendum. The first guest was Dave Gardner from the Flood Control District of Maricopa County (FCDMC). He addressed the curious unfamiliar structure (weather station/rain gage) located at the trailhead site. He reported that in Maricopa County there are 22 dams along with 338 rain gages, 211 stream gages & 40 weather stations. Data is collected and transmitted to the Phoenix flood control office. This information is the source employed for the ALERT (Automated Local Evaluation in Real Time) warning system. He cited the significant flooding in 1978 and 1980. The FH water district in 1996 enlisted the FCDMC to monitor our six dams. They have installed eight rain weather stations located in drainage areas to aid in flood prediction. Comprehensive weather reporting is found on their web WWW.fed.maricopa.com. J2, the Trail Head design group was the second speaker. They outlined the ongoing (since 2004) trailhead design and progress. The details of the design were described pictorially including roads, walls, benches, parking, vegetation, water collection, drainage, kiosk, solar, restrooms, colors, rock retainers, etc. MMCP 23 May 17 meet Laison (2) Page 2 of 4 The major discussion was regarding an alternate plan to provide the restrooms with water and a waste collection system prior to the utilities being extended by MCO to the trail- head. The timing for the implementation of the full utilities is unknown. An interim solution employing a two-tank gravity flow system was proposed as the alternate temporary plan. On a weekly basis a 5000-gallon fresh water tank would be filled by a water truck and the sewer collection tank would be emptied and disposed of by a waste contractor. Another alternate plan under consideration is to use solar panels and batteries for the restroom lighting. These alternate plans are being considered in lieu of using portable-potties at the trailhead during the time before the extension of the final MCO installed utilities. It was noted that during the interim period there would not be any drinking water provided. The J2 estimate for the complete trailhead including the alternate plans of $132k is $2.176 million. This figure is within the budgeted $2.2 million ($1.8m from dedicated building fees & $400k from the town’s committed capital fund). The bid package calls for line item pricing such that the town may select specific priced items to acquire. The bid release for the firm competitive contractor pricing is scheduled for 7 June 2017 and the trailhead completion in May/June 2018. Unscheduled Phase 2 will address additional parking. Work groups – the 3 work groups continue with 27 objectives including fair planning, videos, trail head grand opening, new maps, emergency markers, trail counters, fire-wise, 911 tests, MMCP 23 May 17 meet Laison (2) Page 3 of 4 budget, kiosk and addressing the scar on the mountain remaining from the old jeep road. Videos – several videos outlining the preserve and the trails have been completed and are accessible on the website. These videos will be used during the town fairs in the MMPC booth. Fire-wise – a review of the washes that could be a fire hazard and impact the preserve reveals that Eagle Nest and Adaro canyon pose no fire danger, however the Zapata wash is overgrown. The town’s 3-year wash clean up cycle has the Zapata wash scheduled. Further wash reviews will be made with Metro Fire. 911 calls – several of the commissioners have completed cell phone calls from various parts of the preserve using the Verizon and AT&T cell tower networks. No dead spots in the preserve have been identified. The cell connectivity tests will continue to ensure that emergency calls can be made from any point in the preserve. It was noted that a new cell tower is planned for Adaro canyon. Quarterly update – the MMPC will provide an update to the town council at the September council meeting. Smile Amazon – The conservancy has arranged for anyone ordering products through “Smile Amazon” to automatically subsidize the conservancy by ½ of 1% of the order price. The conservancy has already received benefit checks. Trail blazers – the trail building has been suspended for the summer months and will resume in the fall. MMPC perpetuity -- is intended to be on the Council’s September meeting agenda.
