AGENDA ITEM #1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE
A public meeting of the Community Services Advisory Commission was convened and called to order by
Chair Sherman Abrahamson at 5:00 p.m., Monday, September 25, 2017 in the Council Chambers at Town
Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM #2: ROLL CALL
Present at roll call were Chair Sherman Abrahamson, Commissioners Pat Canning, Jerry Gorrell and
Lynn Mott and Ron Ruppert. Absent at roll call were Vice-Chair Jim Judge, Commissioners Don Doty,
and Natalie Varela. Staff members present were Community Center Manager Mike Fenzel, and Executive
Assistant Jennifer Lyons. Chair Bill Myers from the MMPC was also in attendance.
AGENDA ITEM #3: CALL TO THE PUBLIC
No one from the public wished to speak.
AGENDA ITEM #4: CONSIDERATION OF APPROVING THE JUNE 26, 2017 MEETING
MINUTES
Commissioner Ruppert made a motion to approve the June 26, 2017 meeting minutes and Commissioner
Gorrell seconded and the motion passed by unanimous vote.
AGENDA ITEM #5: ON RECRUITMENT FOR A COMMISSIONER FOR THE COMMUNITY
SERVICES ADVISORY COMMISSION
An application ad was placed in the paper (Fountain Hills Times) and it ran for two weeks. This past
Thursday interviews were held with a Town Council Sub Committee and the appointment will be made at
the October 3rd Town Council meeting.
AGENDA ITEM #6: UPDATE ON THE WORK STUDY GROUP TO RESEARCH THE SOUND
SYSTEM AT THE COMMUNITY CENTER
Commissioner Gorrell has concluded his research on the sound system and has had discussions with staff.
The work study group has completed this task.
AGENDA ITEM #7: UPDATE ON THE JUNE 27, 2017 AND THE AUGUST 22, 2017
MCDOWELL MOUNT PRESERVE ADVISORY COMMISSION
Chair Myers from the MMPC informed Chair Abrahamson that the MMPC met with Council and it was
decided that they (MMPC) will go on indefinitely. Commissioner Doty will no longer need to attend the
MMPC meetings since there is no merger of Commissions.

AGENDA ITEM #8: REVIEW WITH COMMISSION MEMBERS ABOUT CONTACT WITH
DIVISION HEADS
Commissioner Mott stated that “Yappy Hour” had been a possibility for this fall, but there has been
another outbreak of something contagious, so we will defer until it is safe.
AGENDA ITEM #9: UPDATE ON THE COMMUNITY GARDEN
Manager Fenzel spoke with Rita Applegate, who is one of the Community Garden managers. During
their discussion she presented a master plan for the Community Garden. They are currently moving into
Phase II of their construction, which basically means doubling the size of their current outlay. There will
62 more garden beds in Phase II, including 15 of the 12” raised beds and 47 of the 24” raised beds. Of the
62 that are being constructed currently, approximately 30 of them have been sold. They don’t have a
completion date for the entire project as the construction largely depends on funding, but they have
received donations from various civic and private groups. Currently they are putting in some art pieces
along with the garden beds. In Phase III they are planning on building somewhat of an
amphitheater/teaching area as well as an 8’X 20’ greenhouse. They would like to put in two greenhouses
but that depends on funding. A yearly membership to the Community Garden includes a garden plot and
all the classes that they offer.
AGENDA ITEM #10: UPDATE ON THE IMPROVEMENTS AT FOUNTAIN PARK
Some additional controls have been put in allowing the fountain to run more consistently. As long as the
wind speed is 8mph or below the fountain will run on two pumps and if the wind speed goes above 8mph
for more than three seconds the fountain will run on one pump. If the wind speed is goes above 15 mph
for more than three seconds the fountain will shut off and not cycle back on until the top of the next hour.
AGENDA ITEM #11: UPDATE ON SPECIAL EVENTS
• Oktoberfest this Friday and Saturday
• Ballet Under the Stars was last Friday
• Movie in the Park was last Saturday
AGENDA ITEM #12: UPDATE ON PUBLIC ART
• Mirth & Melancholy was installed last Thursday outside of the Community Center
• Quackers is still being repaired and the missing ducks have not been found
• Athena will be going in down by the Vet’s Memorial
AGENDA ITEM #13: UPDATE ON THE ADERO CANYON TRAILHEAD PROJECT
The project bid is going for Council approval on October 3rd.
AGENDA ITEM #14: CONSIDERATION OF ADJOURNMENT
Commissioner Gorrell made a motion to adjourn at 5:14 p.m., Commissioner Ruppert seconded and the
motion passed by unanimous vote.

To: CSAC 27 June 2017 From: Don Doty Subject: MMPC – 27 June 2017 commission meeting Dave Ott, a guest speaker from the Fire Department discussed the preserve fire wising and the threats from the adjacent washes. He referenced the Scottsdale Reo wild fire, started by lightening, that burned some 23,000 acres 22 years ago. The preserve property was deemed to be generally in balance with the natural landscape. The fire wise suggestions included clean around trails, removal of dead wood and leaf piles near trails and remove ladder fuels. The washes are maintained by the town on a 4 year cycle. They are primarily concerned with the water flow blockage, dead trees and debris build up. The major cause of wild fires was stated to result from lightening, open camp fires and target practice. A list of MMPC ongoing objectives included the completion and planning of the Quick Read signage, grand opening of the trail head, map updates, the fairs, videos, trail markers, kiosk, test 911 calls and fire wising etc. The lake overview trail has had an average of 100 hikers per day for May and June. In the past year or so the count is at 33,000. A work group was assigned the tasks of recommending the update for the trail signs, maps and the web site.

A Trail Head bidders conference was held for 12 potential contractors interested in bidding on the construction. The bids are due by July 17, 2017. The next MMPC meeting is Aug 22, 2017

To: CSAC 8/28/17 From: Don Doty Subject: MMPC – 22 Aug 2017 commission meeting MMPC/Council quarterly meeting – Update for the Council in November to review stated objectives and progress to date. Maps - The 2010 emergency search and rescue maps are out of date. The newer maps that were produced in Nov 2015 are available and replace the obsolete maps. The trail maps are available at the trail heads. 911 - The Fire Chief reveled that the cell carrier’s maps are to a large scale and cannot be matched with the trails. Therefore they could not be used directly to determine emergency cell coverage in the preserve. It was also noted that the 911 signals are stronger than the normal cell voice communication signal. There is a plan for a new cell tower to be erected in Adaro Canyon to cover the homes in phase 1. It was stated that that new tower may not increase coverage for the trails. Jayson will assist with the set up for 911 verify from 3 locations on the trails. The lake overlook trail - will require easements across some private property. Signs – 50 signs are to be put on the MMPC trails. MMPC’s perpetuity - will be discussed at the Sept 19 council meeting. Bill Myers will address the council.

Trail Head names – The Golden Eagle trail head name will remain. MMPC can name the trails but the Council/Town will name the trail heads. There are some six signs that need to be changed Budget – $16,470 planned, includes signs, printing, grand opening & other. Trail head – initial bids exceeded the $2.3m trail head budget, some reduction was offered, but not enough. Blue Core the prime bidder will work with J2 to revise the scope and quote. Re-bid expected by 19 Sept. The next MMPC meeting is 26 Sept, 2017
