MINUTES OF THE REGULAR MEETING OF THE
MCDOWELL MOUNTAIN PRESERVATION COMMISSION

AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE
A public meeting of the McDowell Mountain Preservation Commission was convened and called to order
by Chair Bill Myers at 5:30 p.m., Tuesday, March 24, 2015 in the Council Chambers at Town Hall,
located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM#2: ROLL CALL
Present at roll call were Chair Bill Myers, Commissioners Tom Aiello, Bill Craig, Klaus Schadle, and Ken
Thornton. Absent at roll call were Vice-Chair Tom Barberic and Commissioner Stan Ruden. Staff
members present were Director Mark Mayer and Executive Assistant Nancy Walter.
AGENDA ITEM#3: CALL TO THE PUBLIC
No one from the public was present.
AGENDA ITEM #4: CONSIDERATION OF APPROVING THE FEBRUARY 24, 2015 MEETING
MINUTES
Commissioner Schadle made a motion to accept the minutes of the February 24, 2015 meeting,

AGENDA ITEM #5: REPORT ON THE MARCH 23, 2015 COMMUNITY SERVICES ADVISORY
COMMISSION MEETING
Commissioner Aiello reported:
• The CSAC discussed room and equipment options for the Technology Learning Center; further
discussions will take place before a decision is made.
• Council put the dog park issue on hold for 60 days. The plan is to determine in 60 days if the
"ADOG' Association has funding that may be available to fund a dog park noise abatement
project that was not defined.
• Fountain Park - Phase 6 was started last week and will be finished in mid to late June. The staging
area is in the East parking lot. $1.5 million was budgeted for this project and it came in under
$700,000 due to eliminating the large LED monument and also due to the lower oil prices for
bituminous for the East parking lot.
• Fountain Hills Integrated Trails— FIT - Sunridge Trail is the third trail and is the longest at 3.8
miles; additional way-finding signs may be added because of the length of the trail. The Sunridge
Trail kiosks should be in place at Golden Eagle Park within the next month. There is currently no
funding available for the rest of the proposed FIT trails.
• Art pieces:
• Spirit of the Saguaro was installed and dedicated last week in the Brown Legacy Plaza at
Fountain Park

• My Buddy, a bronze sculpture of a boy and his dog, will be placed at Fountain Park near the
Splash Park and near the bronze sculpture named Quackers
• Second Mesa Maiden will be installed near the amphitheater
• Vigilance, which has a stone veneer base,will be placed near the amphitheater
AGENDA ITEM#6: UPDATE FROM THE SONORAN CONSERVANCY
The next Conservancy meeting is scheduled for April. The trail builders are just about done with the
maintenance on the Sonoran Trail. Adero Canyon is closed now that construction has started. The last guided
hike is scheduled for March 25`h
AGENDA ITEM #7: UPDATE ON THE 2015 OBJECTIVES AND THE WORK GROUPS
ASSIGNED TO EACH
Chair Myers thanked the Commissioners for volunteering to be on the Work Groups.
The attached document shows which Work Group will be working on each objective and the timeframe for
completing the objectives. Some of the objectives will change, some will be eliminated. Each Work Group
will meet and determine how to accomplish the objectives. Commissioner Craig has gathered information on
objective#1, QR codes, and the Work Group will pursue this item.
The Commission thanked Chair Myers for the time and effort he put into putting this together. It gives the
Commission goals to work on.
AGENDA ITEM #8: CONSIDERATION OF SPENDING APPROXIMATELY $4,800 ON
SIGNAGE,TOOLS, TRAIL COUNTERS,AND NEW MAPS
Chair Myers made a motion to spend $4800.00 on signage, tools, trail counters, and new maps, the
motion died for lack of a second. •.
Chair Myers made a motion to spend $5100.00 on signage, tools, trail counters, and new maps,
Commissioner Thornton seconded and the motion passed by unanimous vote. Chair Myers and
Commissioner Craig will give the list of items to be purchased to Director Mayer.
AGENDA ITEM #9: UPDATE FROM THE PRESERVE MARKETING GROUP REGARDING
PRESERVE TRAIL MAPS AND TRIFOLDS
Vice-Chair Barberic will bring the initial draft of the Preserve map to the next meeting. The map will include
Fountain Hills' Preserve, Scottsdale's preserve, and the Regional Park on one side and the second side is yet
to be determined. The grayscale 11x17 maps will replace the current Preserve tri-folds. The updated Big
Picture map will also be grayscale and will be used primarily at the two fairs.
AGENDA ITEM#10: UPDATE ON SIGNS FOR THE PRESERVE'S NEW TRAILS
Chair Myers and Commissioner Craig met with Ken Valverde to determine what goes on the signs for the
Andrews-Kinsey Trail.
• Three emergency markers on the Andrews-Kinsey Trail
• One helicopter landing zone sign
• Three updated signs at the entrances to the Preserve
• Seven additional directional signs (5x14)

Three temporary directional signs to the Andrews -Kinsey Trail have been put up. Four temporary signs for
the closure of Adero Canyon will be placed at Eagles Nest parking lot, at the start of McDowell Mountain
Park entering from Eagles Nest, at the intersection of the Dixie Mine Trail and the trail that goes to the
Sonoran Trail, and at the start of the Preserve.
AGENDA ITEM#11: UPDATE ON ADERO CANYON
Chair Myers stated the Commission's main job is to get the trailhead built. The Commission can be very
productive by working on the 25 objectives.
Construction has started at Adero Canyon; the fences are up and all hikes are discontinued.
Director Mayer distributed the attached Final Opinion of Probable Cost which was updated in October, 2012.
The Town has $1,930,000 in the FY2015-16 CIP fund for the trailhead.
There is a total contingency fund of approximately 15%.
Director Mayer spoke with Francisco Lopez, with MCO, who said the second phase of the road would be
started, at the earliest, in January, 2016. MCO will let staff know when it is safe to start building the
trailhead.
There is$30,000 in the budget for J2 Engineering to take the plans from 95%to 100%.
The bid process would take approximately four months.
'► *Commissioner Schadle asked what the difference is between the Preserve and a natural area; the
islands at Fountain Park were designated natural areas by Council. Director Mayer explained it has to
do with the way they are maintained. The Town paid for the island clean-up in the past then Bill
Schmitt and other volunteers approached staff and volunteered to maintain the islands.
AGENDA ITEM #12: UPDATE OF USING SPRAY FOR THE EXPOSED PART OF THE
PROMENADE TRAIL
Director Mayer and Chair Myers interpreted section 4.3.2 in the Town's agreement with MCO that it is
MCO's responsibility to repair the scar on the Promenade Trail. Commissioner Craig asked if any leftover
money from building the trailhead could possibly be used to repair the scar. Director Mayer said that the
intent of the contingency fund is for such items.
AGENDA ITEM #13: UPDATE ON THE APPOINTMENT OF STAN RUDEN TO THE
COMMISSION
Commissioner Ruden was appointed by Council at the March 5th meeting. Due to previous commitments,
he will attend his first meeting in October.
AGENDA ITEM #14: CONSIDERATION OF ADJOURNMENT
Commissioner Schadle made a motion to adjourn at 6:27 p.m., Commissioner Thornton seconded and the
motion passed by unanimous vote.
