A majority of the Council members may be in attendance. No official action will be taken.
McDowell Mountain Preservation Commissioners will attend either in person or by telephone conference call.
PROCEDURE FOR ADDRESSING THE COMMISSION Anyone wishing to speak before the Commission must fill out a
speaker's card and submit it to the Executive Assistant prior to Commission discussion of that Agenda item. Speaker Cards are
located near the Executive Assistant's position at the table. Speakers will be called in the order in which the speaker cards were
received either by the Executive Assistant or the Chairman. At that time, speakers should stand. Speakers are asked to state their
names prior to commenting and to direct their comments to the Chairman and not to individual Commission Members. Speakers'
statements should not be repetitive.In order to conduct an orderly business meeting, the Chairman shall keep control of the meeting
and shall require the speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause,protests or
other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Personal attacks on Commission
members, Town staff or members of the public are not allowed. Please be respectful when making your comments. If you do not
comply with these rules,you will be asked to leave.
Individual speakers will be allowed three contiguous minutes to address the Commission. Time limits may be waived by (i)
discretion of the Director upon request by the speaker not less than 24 hours prior to a Meeting, (ii)consensus of the Commission at
Meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9 , subject to certain specified statutory exceptions,parents have a right to
consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Town
Council are audio and/or video recorded, and, as a result, proceedings in which children are present may be subject to such
recording. Parents in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take
personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time
a recording is made,the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

Adero Trailhead Site Visit
Questions and comments follow:
1. We can not tell if the cut and fill requirements are a net zero. If not,the
engineers may try to balance the site to save significant dollars.
2. Should an engineering firm "value engineer"the plans and site? Not only
cut/fill calculations but other possible areas including materials used,
extending the double parking further to the north instead of four parking
lanes and other cost saving ideas.
3. The 95 %completed plans by J2 are about a decade old. Have other
Trailhead ideas surfaced in the last decade that should be incorporated into
these plans,including new building codes?
4. We understand that MCO will provide temporary utility plans for the
Trailhead. Have those been received?
5. The plans show 40 parking spaces and an area for a bus. How did J2 derive
the"40"number? Are 40 spaces too few?
6. Is there any reason to delay producing final bid sets of the plans?
7. With a bid set of plans,the Town could begin the bidding process. There
may be bidders acceptable to the Town that will be onsite that could reduce
the move-in move-out costs. One such bidder may be Nesbitt who may have
appropriate equipment/subs in our Town doing other projects. We may not
have a date certain for the Trailhead construction, but may have a sequential
date for construction.
8. Are the Town and MCO working on the coordinated construction schedule
currently?
9. We understand that the ;"Temporary Road" will be 24 feet wide with a 6
foot walking/biking trail within the existing ROW. Is that correct?
10. Do the Fountain Hills fire folks approve/disapprove the"Emergency Fire
Road",which seems to be the Promenade Trail thru MCO Eagles Nest
parcel 2 to Mountain Parkway as the Emergency Route?
11. Who installs the Emergency Fire Road and who maintains it? When is that
Road completed? Is that road to be maintained or will it be restored to
natural state? It would seem that that road should be permanent for fire
access and other emergency needs.
12. Should MMPC be working on appropriate signage at the Trailhead? The
signage at the current Trailhead at Eagles Nest may be a good guide.
13. Is there an ADA requirement for the Trailhead as I believe there is intended
to be an ADA accessible trail in our Preserve? Can the ADA trail be
accessible from the Trailhead parking? There is an 11 %grade in the
parking lot on the current plans.
14. Will the utilities be stubbed to the MCO cul-de-sac for the future permanent
utilities when MCO phase 2 is constructed?
15. Should the Town consider other benches or sitting areas? We think there
are only about 8-10 seats at the single Picnic Ramada? Will the Picnic
Ramada be in a position to provide an excellent view,especially for the
folks that will not be able to hike the trails to the outstanding views of our
outstanding Town?
Responses to Questions
Adero Canyon Site Visit
1. The material is not balanced on the site. However, MCO agreed in the new
Development Agree to provide the material needed to balance the site.
2. It would seem that this expense could be avoided which would leave additional dollars to
help fund the project.
3. The project planner, J2 Engineering will look at what needs to be updated and include
those in the 100% plans.
4. These plans have not been delivered.
5. The Commission provided, at the time, their estimate of trail use at forty. Overall design
shows a possible extension of the lot to the north if needed. No means to fund an
expansion currently.
6. Concern would be that if the plans originally proposed by MCO were to change then our
plans might require a change which would add costs.
7. Bids are typically only good for a specific period of time such as thirty, sixty, etc., days.
Delays in construction might require rebidding.
8. No, it is too early for that right now.
9. Sort of. The Temporary road will be an all-weather surface (gravel) about 20'-24' wide.
No separate pedestrian or bike lane markings will be there.
10. Yes, this was approved.
11. 20' wide road. Adero will construct it. The town will maintain it. It will be restored to
a natural state.
12. Yes.
13. Yes. Yes, the ADA trail can be accessible from the lot. A maximum of 12%
grade is allowed and the handicapped parking is right next to the
curb/sidewalk.
14. The utilities will be stubbed out to the end of the cul-de-sac when the full
service road is installed.
15.Possibly, these could always be added to the site once the bids are received and project
budget finalized. Not sure on the views. Of major concern was the need to set the
parking lot low so that car glass shining in the sun from the site would not be visible from
Town.

Fountain Hills Preserve
MMPC objectives list for 2015
Following are 19 possible objectives for the MMPC to discuss for 2015. The completion
of these objectives will increase the usability, safety and value of the Preserve for current
residents and future generations. The list is not in any specific order, such as importance
or cost, but is intended to be a basis for discussion and direction of the MMPC efforts.
Some of these objectives could be assigned to existing workgroups, new workgroups or
individuals. Some are long time frame and take many months to complete and some are
relatively short range and inexpensive.
1) Quick Read (QR). Quick Read codes could be places on several existing signs to
help hikers and others gain information about the trail they may be about to go on.
2) Trailhead Workgroup. The existing Trailhead Workgroup has made an initial site
visit and developed 15 questions to help reduce the cost and improve the Trailhead.
Those questions are being answered, which is helping the Workgroup understand the
work that has already been accomplished. Consistent involvement by the Workgroup
is needed and hopefully will be a benefit to the Town and the Trailhead.
3) Scar on the Mountain. The Promenade Trail (Jeep Trail) scar can be seen from
many places in our Town. That scar may be able to be revegitated and rock stained to
increase the esthetic appeal of our Preserve.
4) Grand opening of the Trailhead. Seems a little early and presumptuous to plan for
the opening. The final preparation will be closer to the actual opening,but it is not
too early to begin the process.
5) Emergency Markers and Helicopter landing Zones. The new Andrews/Kinsey
Trail needs EM and LZ to be as safe as the other 6 miles of trails in our Preserve.
6) Recognition of the Conservancy. The MMPC needs the Town to recognize the
value of the time and effort of the Conservancy. One example is the construction of
the Andrews/Kinsey Trail. Scottsdale spent $95,000 developing their portion of the
Trail. Primarily because of the Conservancy the cost to Fountain Hills was very
minimal.
7) Recognition of the Value of the Preserve. We need to show the true value of our
Preserve. It has value in exercise, ambiance, outdoor desert area, background for
events such as weddings, and dollar value to all real estate here in Town. All who
own real estate in Town would lose considerable dollar value if the Preserve were
allowed to be developed.
8) Preserve the Preserve. There is some question as to the long term economic
viability of our Town. The Town weathered the last recession (10th since WWII) by
cutting the Town staff by half Not sure how to weather the next recession. Part of
our job is to Preserve the Preserve in our time.
9) Coordinate with Scottsdale and Regional Park. There could be several events that
the 53,000 combined acres could host that may be a benefit to our Town in many
ways. There are no hotels or restaurants in the Regional Park to our north. Added
business for our Town would be a plus.
10)Firewising. There still remain several areas in our Town that could start a fire that
could run up to the Preserve. Scottsdale had a fire in '95 that burned 23,000 acres
and devastated real estate values. Our Town is a total of about 13,000 acres.
Firewising would decrease the chance of a catastrophic fire.
11)Advertising of Preserve. Biking, hiking, geology, various training and educational
opportunities and could be advertised in the appropriate publications in
addition to the local papers. More usage and business for Fountain Hills.
12)New Flyer. We currently have a six panel flyer. Great Flyer. We may consider a 12
panel or 24 panels. Added info could be a bigger map, some safety info, and other
information.
13)Marquee at Golden Eagle and Adero Trailhead. We currently have a large map in
the Golden Eagle Marquee. Thanks Mark, it looks great. We may want to put a little
more information at the Golden Eagle marquee such as location of the restroom and
safety information.
14)All signage at the Adero Trailhead. MMPC can start work on the appropriate
signage for the Trailhead and other items that may need attention at the Trailhead.
See other trailheads for their ideas.
15)Trail Counters. We currently have one trail counter. Several other trail counters
would help in establishing the usage of the Preserve and tell us which trails are
heavily traveled in order to allocate funds and efforts to where it is most needed.
16)Test 911. Even though we have had no deaths in our Preserve so far, it would be
informative to see how our Emergency Marker and Landing Zone maps are really
used and how to improve them. Test the 911 in the Preserve.
17)Five layers of Protection. Other cities have attempted to make it difficulty to sell
part of all of their Preserve. We would like to make it difficult for a future developer
to tempt the Town to sell the Preserve for development

18)Bench Criteria. We have been approached by those who wish to put another bench
at several locations in the Preserve. A criteria needs to be developed to handle such
requests. I think the Town has one now for the Parks in Town.
19)Budget. The Town needs to develop a dollar budget specifically for the Preserve.
Currently, the budget for the Town's largest and most expensive asset appears to be
quite small.
The above is very brief. The why, how, and cost and other factors should be discussed.
Objectives can then be prioritized by the MMPC with input by the Town and Council.
Other ideas and objectives will also come, I think.
