HomeMy WebLinkAboutMMPC.2014.1202.Minutes J.vt N h� TOWN OF FOUNTAIN HILLS 44.�� � �� MINUTES OF THE REGULAR MEETING OF THE c I k MCDOWELL MOUNTAIN PRESERVATION COMMISSION DECEMBER 2,2014 •9i�ihai is�tioo AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the McDowell Mountain Preservation Commission was convened and called to order by Acting Chair Tom Barberic at 5:29p.m., Tuesday, December 2, 2014 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2: ROLL CALL Present at roll call were Acting Chair Tom Barberic, Commissioners Tom Aiello, Klaus Schadle, Ken Thornton, and Elena Tone. Absent at roll call was Commissioner Bill Craig. Staff members present were Director Mark Mayer and Executive Assistant Nancy Walter. AGENDA ITEM#3: CALL TO THE PUBLIC Steve Fleming, Co-Chair of the Sonoran Conservancy, said that Jeremy Hall, with MCO, attended the Sonoran Conservancy quarterly meeting on Monday, December 1st Mr. Hall told the Conservancy Board about what will be built and where on the property. MCO hopes to start work in Adero Canyon sometime in January or February. He also discussed the permitting process and archeological considerations in removing artifacts. The lower part of the canyon will be completely fenced off with no public access for approximately 22 to 24 months. The new trailhead can be built after the new road is cut. There is potential to have the trailhead built by the time the first phase is done. Hiking will not take place while construction is ongoing. Mr. Hall could possibly arrange to allow the Trailblazers to do work in the Preserve during the construction period. The areas marked in ropes and ribbons are non-disturbance zones and delineate boundaries, culverts, etc. Mr. Fleming said that Toll Brothers will be building medium upscale homes and Camelot Homes will be building patio homes in the lower part of the area. CopperWynd currently has no additional building plans. The trailhead plan is 95%complete. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE OCTOBER 28, 2014 MEETING MINUTES Commissioner Torre made a motion to accept the minutes of the October 28, 2014 meeting, Commissioner Thornton seconded and the motion passed by unanimous vote. AGENDA ITEM #5 CONSIDERATION OF APPOINTING A REPRESENTATIVE TO THE COMMUNITY SERVICES ADVISORY COMMISSION Acting Chair Barberic read aloud the notes from Commissioner Craig who attended the Community Services Advisory Commission meeting on November 24tn .. • Bill Schmitt made a proposal about the greening of the Islands in the town lake, requesting the approval of the Commission for when he takes his proposal to the Town Council. The commission gave their approval. McDowell Mountain Preservation Commission Page 1 of 3 • Three work groups were suggested for the commission: 1) Facilities, 2) Programs, 3) Budgets and Capital Projects. Mark Mayer will delineate these further before the next meeting, at which time commission members will volunteer for a work group. • Five citizens, including the Mayor, spoke about the noise in the Dog Park. There will be further discussion regarding this. (It was agreed that stakeholders meetings would be held with the CSAC attending.) • The Learning Center (TLC) will be asked for financial accountability regarding their free use of a Community Center room when they charge for their services. Acting Chair Barberic will attend the January 26th Community Services Advisory Commission (CSAC) meeting. The Commission will decide at the next meeting whether to appoint one person to attend all of the meetings or for the Commissioners to take turns. The purpose of attending the CSAC meetings is to keep the MMPC informed since the two Commissions will be merging no later than January, 2018. AGENDA ITEM#6 DISCUSSION OF SIGNS FOR THE PRESERVE'S NEW TRAILS Bill Myers and Commissioner Craig are working with staff to on emergency markers and signs for the new trail. The Conservancy will place the markers and the signs once they are made. There is a master plan that was done by a previous MMPC Commissioner that guides the color, appearance, and location of the signs. AGENDA ITEM#7 UPDATE ON ADERO CANYON Fencing and warning signs will be placed around the construction area by the contractor. Director Mayer will take care of additional construction warning signage to inform hikers and bikers coming into the Preserve from Scottsdale via the Andrews-Kinsey Trail. There are no plans for an emergency road connecting Fountain Hills with Via Linda in Scottsdale. AGENDA ITEM #8: REPORT ON THE ANDREWS-KINSEY TRAIL DEDICATION ON NOVEMBER 8 The Commission thanked Steve Fleming for all of his work on the dedication. Close to 100 people, including the Mayor and three Councilmembers, attended the dedication. The Andrews family was also in attendance and spoke briefly about Mr. Andrews. Scottsdale previously recognized Chet Andrews and felt this dedication was for Mr. Kinsey. Some of Scottsdale's key people attended the dedication. AGENDA ITEM #9: REPORT ON THE NOVEMBER FOUNTAIN FESTIVAL OF ARTS & CRAFTS The MMPC/Sonoran Conservancy booth was manned all weekend. There was a lot of interest in the Preserve and hiking trails. Many people signed up to receive emails from the Conservancy. Acting Chair Barberic read aloud the notes from Commissioner Craig who has two suggestions for the maps and will be discussed at a future meeting. • Expand the present tri folds about the Preserve to an 11 x 17 inch spread; essentially make it a 6 fold pamphlet • Expand the present "big picture" map of Fountain Hills, part of the McDowell Park, and part of Scottsdale's trails to a larger size which would include all of the McDowell Mountain Park and all McDowell Mountain Preservation Commission Page 2 of 3 of the new Scottsdale trails to the North of Dynamite Rd. ▪ AGENDA ITEM #10: DISCUSSION OF THE FUTURE OF THE PRESERVE • Commissioner Schadle researched the Arizona Law and his concerns regarding the possible sale of the Fountain Hills Preserve were put to rest. It is extremely unlikely that the Preserve would be broken up into parcels and sold. Commissioner Schadle distributed the attached Arizona State Legislature document. AGENDA ITEM#11: CONSIDERATION OF ADJOURNMENT Vice-Chair Barberic made a motion to adjourn at 6:05 p.m., Commissioner Schadle seconded and the motion passed by unanimous vote.
