HomeMy WebLinkAboutMMPC.2014.1028.Minutes .11 AIN �o TOWN OF FOUNTAIN HILLS o MINUTES OF THE REGULAR MEETING OF THE � MCDOWELL MOUNTAIN PRESERVATION COMMISSION ', ' OCTOBER 28,2014 �tbat la AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the McDowell Mountain Preservation Commission was convened and called to order by Chair Gerard Bisceglia at 5:34p.m., Tuesday, October 28, 2014 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2: ROLL CALL Present at roll call were Chair Gerard Bisceglia, Vice-Chair Tom Barberic, Commissioners Bill Craig and Ken Thornton. Absent at roll call were Commissioners Tom Aiello, Klaus Schadle, and Elena Torre. Staff members present were Director Mark Mayer and Executive Assistant Nancy Walter. AGENDA ITEM#3: CALL TO THE PUBLIC No one from the public wished to speak at this time. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE SEPTEMBER 23, 2014 MEETING MINUTES Vice-Chair Barberic made a motion to accept the minutes of the September 23, 2014 meeting, Commissioner '�- Thornton seconded and the motion passed by unanimous vote. AGENDA ITEM #5 CONSIDERATION OF APPOINTING A REPRESENTATIVE TO THE COMMUNITY SERVICES ADVISORY COMMISSION Commissioner Craig will attend the November 24th Community Services Advisory Commission (CSAC) meeting. The MMPC will appoint a representative to the CSAC once that Commission determines its meeting dates. AGENDA ITEM#6 UPDATE ON ADERO CANYON • MCO submitted 13 plans that have been reviewed by Town staff and comments have been provided back to MCO • Plants that have to be protected and salvaged will be identified and collected • There is no update on the archeological survey The Fourth Amendment to the Hiking Agreement with MCO is on the November 6th Council agenda for approval. AGENDA ITEM #7: DISCUSSION OF PLANS FOR THE ANDREWS-KINSEY TRAIL DEDICATION ON NOVEMBER 8 • Carol Ayres, a member of the Sonoran Conservancy, said there would be trail stewards located at every 20 ft. to help walkers • Steve Fleming has made arrangements for transportation, tents, chairs,water, and a Porta-a potty • Mayor Kavanagh will present Mr. Kinsey with a plaque at the dedication McDowell Mountain Preservation Commission Page 1 of 2 AGENDA ITEM #8: DISCUSSION OF PLANS FOR THE BOOTH AT THE NOVEMBER FOUNTAIN FESTIVAL OF ARTS & CRAFTS • Vice-Chair Barberic has the schedule of volunteers and will email the schedule to the Commission •.r • Commissioner Thornton will secure the free spot for the booth on Thursday night • Ms.Walter will provide all of the trifolds and maps for distribution AGENDA ITEM #9: DISCUSSION OF THE FUTURE OF THE PRESERVE Commissioner Craig will contact Scottsdale for their documents with the means of protecting their preserve and compare them to what Fountain Hills currently has in place. The Commission could possibly make a recommendation to Council for additional levels of protection to ensure the Preserve is not broken up into parcels and sold to developers. Arizona statue prohibits the sale of property valued at over$500,000 without voter approval. Director Mayer will set up the meeting for mid-November with MCO and the Commissioners to walk the area and locate the section where the trailhead is proposed to be. AGENDA ITEM#10: CONSIDERATION OF ADJOURNMENT Commissioner Thornton made a motion to adjourn at 6:06 p.m., Vice-Chair Barberic seconded and the motion passed by unanimous vote.
