AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE
A public meeting of the McDowell Mountain Preservation Commission was convened and called to order
by Chair Gerard Bisceglia at 5:29 p.m., Tuesday, March 25, 2014 in the Council Chambers at Town Hall,
located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM#2: ROLL CALL
Present at roll call were Chair Gerard Bisceglia, Vice-Chair Tom Barberic, Commissioners Bill Craig, Klaus
Schadle, and Elena Torre. Staff members present were Director Mark Mayer and Executive Assistant Nancy
Walter.
AGENDA ITEM#3: CALL TO THE PUBLIC
Bill Myers, former chair of the MMPC, expressed his support for item #13. He said he asked some of the
former Mayors to write letters to the Council in support of the Adero Canyon PAD. Mr. Myers also said he
appreciates the Commission's work.
ak AGENDA ITEM #4: CONSIDERATION OF APPROVING THE FEBRUARY 25, 2014 MEETING
MINUTES
Vice-Chair Barberic made a motion to accept the minutes of the February 25, 2014 meeting, Commissioner
Craig seconded and the motion passed by unanimous vote.
AGENDA ITEM #5 RECOGNITION OF FORMER CHAIR BILL MYERS FOR HIS WORK ON
THE COMMISSION
Commissioner Craig presented a REI gift certificate to former Chair Myers. The Commissioners thanked Mr.
Myers for his hard work and dedication while he was on the MMPC.
AGENDA ITEM #6: DISCUSSION AND POSSIBLE CONSIDERATION OF APPROVING THE
CONSOLIDATION OF COMMUNITY SERVICES ADVISORY COMMISSIONS
Director Mayer reviewed that attached presentation.
The Commissioners want to continue as a separate Commission as proposed. There was much discussion
about gaining access to the Preserve; the Commissioners want to follow through on gaining access to the
Preserve.
Commissioner Craig made a motion to approve the consolidation of Community Services Advisory
Commissions as proposed, Commissioner Schadle seconded and the motion passed by unanimous vote.
AGENDA ITEM #7: UPDATE ON THE STATUS OF RECRUITING FOR THE TWO VACANT
SEATS ON THE MMPC
Commissioner Craig made a motion to table this item until after the Council meeting, Commissioner
Schadle seconded and the motion passed by unanimous vote.

AGENDA ITEM#8: UPDATE ON THE BUDGET
Director Mayer said there is approximately$1620 in the Commission's budget for FY 2014-15. •
AGENDA ITEM #9: DISCUSSION OF GETTING YOUNG PEOPLE INVOLVED WITH THE
PRESERVE; YOUTH DAY-FALL 2014
Vice-Chair Barberic stated that Principal Brennan will pass on the information regarding the opportunity
for the students to participate in trail grooming in the fall as part of their community service hours for
graduation.
AGENDA ITEM#10: DISCUSSION OF PLANS FOR 2014 MCDOWELL MOUNTAIN MONTH
The McDowell Mountain Month event will take place at the Plaza Lawn in Fountain Park on November 8
from 9:00 a.m. to noon. Vice-Chair Barberic volunteered to organize this event. Vice-Chair Barberic
would like to include a hike into the Preserve as part of the event this year.
AGENDA ITEM #11: UPDATE FROM THE PRESERVE MARKETING WORKGROUP /
COMMUNITY OUTREACH; PRESENTATIONS, CONTACTS,AND SCHEDULING
There are not any presentations currently scheduled. Commissioner Craig volunteered to be in charge of
scheduling presentations and presenters.
AGENDA ITEM#12: DISCUSSION OF TRIFOLD DISTRIBUTION AND PLACEMENT
• Companies that deliver brochures to hotels require placement in a minimum of ten zip code areas
so it would not be feasible to use one of these companies
• Chair Bisceglia will distribute the trifolds to the Chamber. Staff places the trifolds at the
Community Center and Town Hall •
• Commissioner Craig will place the trifolds at North and South entrances of the preserve
• Sonoran Conservancy members place the trifolds at the Overlook Trail
• The trifolds cannot be placed at the local hotels
AGENDA ITEM #13: DISCUSSION AND POSSIBLE CONSIDERATION OF
RECOMMENDING SUPPORT FROM THE MMPC TO THE COUNCIL FOR MCO'S ADERO
CANYON'S PAD
Vice-Chair Barberic made a motion to recommend support from the MMPC to the Council for MCO's
Adero Canyon's PAD, Commissioner Torre seconded and the motion passed by unanimous vote.
Chair Bisceglia distributed the attached drafts letters for the Mayor and Council and one for the TIMES.
The Commissioners will send the revised letter to the Mayor and Council stating their support of the
Adero Canyon PAD. The Commissioners will also send the revised letter to the Times.
AGENDA ITEM #14: DISCUSSION OF MMPC PRESENCE AND CONTRIBUTION TO
COUNCIL MEETING REGARDING ADERO CANYON
Some of the Commissioners will attend the April 17 Council meeting and, as private citizens, will state
their support of the Adero Canyon PAD. Chair Bisceglia will speak on behalf of the MMPC.
AGENDA ITEM #15: DISCUSSION OF VOLUNTEER PARTICIPATION FOR THE GREAT
FAIR AND FESTIVAL OF ARTS AND CRAFTS
Commissioner Torre will work with Steve Fleming, of the Sonoran Conservancy, to schedule the •
Commissioners' participation at the fair booth.

AGENDA ITEM #16: DISCUSSION OF SCOTTSDALE CONTACTS AND INTERFACE
Chair Bisceglia will meet with Steve Fleming to discuss the Scottsdale contacts. Mr. Fleming will then set
up a meeting with the Scottsdale staff to introduce Chair Bisceglia.
Scottsdale is currently building their portion of the connection trail.
AGENDA ITEM #17: DISCUSSION OF AGENDA ITEMS FOR THE APRIL 22ND JOINT
MEETING WITH COUNCIL
Some suggestions were made for the joint meeting. The Commissioners will send other suggestions to Chair
Bisceglia.
• Adero Canyon
• Accomplishments for the year
• Update on the connection trail
• McDowell Mountain Month
• Update on the trail counter which is now placed at the southeast end of the Lake Overlook Trail; the
count was at 8050 for the period of February 15th through March 25th
AGENDA ITEM#18: DISCUSSION OF THE COMMISSION MEETING SCHEDULE
This item is postponed until after the Adero Canyon issue is resolved.
AGENDA ITEM #19: CONSIDERATION OF ADJOURNMENT
Vice-Chair Barberic made a motion to adjourn at 6:33 p.m., Commissioner Torre seconded and the motion
passed by unanimous vote.

Dear Mayor Kavanagh and Council Members,
The members of The McDowell Mountain Preservation Commission wish to endorse the
proposal to develop Adero Canyon. This development will make it finally possible to provide the citizens
of Fountain Hills reasonable access to the McDowell Mountain Preserve and all the majesty it affords.
We recognize there are many issues regarding this development to consider however, we
believe this is one issue that has positive ramifications for all our citizens for decades into the future.

A letter from the McDowell Mountain Preservation Commission
The McDowell Mountain Preservation Commission strongly supports the proposed development of the
Adero Canyon. This development will finally give all the residents of our town convenient access to the
McDowell Mountain Land Preserve.
The Fountain Hills McDowell Mountain Preserve, also known as "the Preserve," lies on the western
boarder of Town providing a buffer between Fountain Hills and Scottsdale. It encompasses over 800
scenic acres of mountainous, pristine land that will be preserved in its natural state for the benefit of
this and future generations.
