AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE
A public meeting of the McDowell Mountain Preservation Commission was convened and called to order
by Chair Bill Myers at 5:32 p.m., Tuesday, February 26, 2013 in the Council Chambers at Town Hall,
located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM#2: ROLL CALL
Present at roll call were Chair Bill Myers, Vice-Chair Tom Barberic, Commissioners Gerard Bisceglia, Bill
Craig, and Steve Fleming. Absent at roll call were Klaus Schadle and Elena Torre. Staff members present
were Director Mark Mayer and Executive Assistant Nancy Walter.
AGENDA ITEM#3: CALL TO THE PUBLIC
No one from the public was present.
AGENDA ITEM #4: CONSIDERATION OF APPROVING THE DECEMBER 4, 2012 MEETING
MINUTES
Commissioner Bisceglia made a motion to accept the minutes of the December 4, 2012 meeting, Vice-Chair
Slaw Barberic seconded and the motion passed by unanimous vote.
AGENDA ITEM#5: CONSIDERATION OF APPOINTING THE COMMISSION CHAIR
Vice-Chair Barberic made a motion to appoint Bill Myers as the Commission Chair, Commissioner Bisceglia
seconded and the motion passed by unanimous vote.
AGENDA ITEM#6: CONSIDERATION OF APPOINTING THE COMMISSION VICE- CHAIR
Vice-Chair Barberic made a motion to appoint Bill Craig as the Commission Vice-Chair, Commissioner
Bisceglia seconded and the motion passed by unanimous vote.
AGENDA ITEM#7: CONSIDERATION OF APPOINTING THE MEDIA LIAISON
Chair Myers made a motion to appoint Steve Fleming as the Media Liaison, Commissioner Bisceglia
seconded and the motion passed by unanimous vote.
AGENDA ITEM#8: UPDATE ON THE COMMISSION WORKGROUP ASSIGNMENTS
• Commissioner Barberic volunteered to be on the McDowell Mountain Month Workgroup
• Commissioner Bisceglia volunteered to be on the Preserve Marketing Workgroup and the
McDowell Mountain Month Workgroup
• Vice-Chair Craig volunteered to be on the Preserve Marketing Workgroup and the Preserve Access
Workgroup
• Commissioner Fleming volunteered to be on the FH and Scottsdale Connection Workgroup

• Staff will contact Commissioner Schadle about volunteering for the Preserve Access Workgroup and

volunteering for the Preserve Marketing Workgroup
AGENDA ITEM#9: UPDATE ON THE GREAT FAIR IN FEBRUARY
The Commissioners were not copied on an email requesting volunteers to man the fair booth; this was an
oversight and will be corrected for the next fair.
The booth had many visitors and many Preserve and trail maps were distributed.
AGENDA ITEM #10: UPDATE ON THE STATUS OF RECLASSIFYING THE PRESERVE TO
PARK STATUS
There are no new developments on this item. Director Mayer is in contact with the Town Attorney and is
awaiting more information.
AGENDA ITEM#11: DISCUSSION OF RECOGNIZING TRENT HEIDTKE FOR HIS WORK ON
THE PRESERVE POWERPOINT PRESENTATION
Commissioner Bisceglia made a motion to purchase a $50 gift certificate to a local restaurant for Mr.
Heidtke in recognition of his work on the Preserve PowerPoint Presentation, Commissioner Barberic
seconded. After discussion, Commissioner Bisceglia withdrew the motion.
Commissioner Bisceglia made a motion to purchase a $100 gift certificate to El Encanto for Mr. Heidtke
in recognition of his work on the Preserve PowerPoint Presentation, Chair Myers seconded and the motion
passed by unanimous vote.
Director Mayer will purchase the gift certificate once the purchase is authorized by the Finance
Department.
AGENDA ITEM #12: UPDATE ON THE AMERICAN TRAILS INTERNATIONAL TRAILS
SYMPOSIUM
Director Mayer, Chair Myers, and Vice-Chair Craig are registered for the April 14-17, 2013 symposium.
Cyclovia will be held in Fountain Hills on Saturday, April 13, 2013 in conjunction with the symposium.
Cyclovia activities include guided hikes of the Lake Overlook Trail, every hour on the hour, lead by Sonoran
Conservancy members and McDowell Mountain Preservation Commission members.
AGENDA ITEM#13: UPDATE ON THE TRAIL RATING SIGNAGE IN THE PRESERVE
The Trail Rating stickers were placed on each sign leading into the Preserve and at each trailhead.
AGENDA ITEM#14: UPDATE ON THE FY 2013-14 BUDGET PROCESS
The amount budgeted for this Commission is the same amount as last year. Chair Myers would like to
purchase counters to track the Preserve usage.
AGENDA ITEM #15: UPDATE FROM THE FOUNTAIN HILLS AND SCOTTSDALE TRAIL
CONNECTION WORKGROUP
There is nothing new to report at this time.

AGENDA ITEM #16: UPDATE AND PRESENTATION FROM THE PRESERVE MARKETING
WORKGROUP/COMMUNITY OUTREACH
Co, Commissioner Bisceglia discussed the attached list of items for the Preserve Marketing PowerPoint
Presenters.
• Chair Myers will compile the outline for item#1
• Commissioner Barberic will handle item#3
• Chair Myers and Commissioner Barberic are responsible for item#4
• Item#5 is on hold until the organizations are contacted
• Vice-Chair Craig and Commissioner Fleming will take care of items#2, #6, and#8
• Item#7; the presenters will have a practice run-through on the presentation
Vice-Chair Craig showed a calendar published and sold by Bonnie Kline; the calendar contains two pages
featuring pictures from the Preserve.
The attached Botanical Garden article was in the Fountain Hills Times. The Sonoran Conservancy
members installed new plant identification signs in the garden.
Repair work on the Overlook Trail has been completed. Additional directional signs have also been placed
to better show where access to the trail is.
The Street Department is reluctant to paint a crosswalk on the trail at La Montana because of concern it
might increase the Town's liability. The Town Attorney is researching this.
AGENDA ITEM#17: UPDATE FROM THE PRESERVE ACCESS WORKGROUP
gio Chair Myers will make another Preserve Access presentation to North Heights POA Board; there are four
new members of the board. The ultimate objective is to get it to a vote with the 384 property owners.
HOA members who live near the Overlook Trail have offered to attend the North Heights meeting to tell
them they have not had any issues with the trail being so close to their homes.
AGENDA ITEM #18: DISCUSSION AND CONSIDERATION OF APPROVING OF THE 2013
MEETING SCHEDULE
Chair Myers made a motion to approve the attached meeting schedule, Commissioner Bisceglia seconded
and the motion passed by unanimous vote.
AGENDA ITEM#19: CONSIDERATION OF ADJOURNMENT
Commissioner Fleming made a motion to adjourn at 6:32 p.m., Commissioner Bisceglia seconded and the
motion passed by unanimous vote.
