HomeMy WebLinkAboutMMPC.2013.1203.Minutes 4 CYO z AIN ItI\CN TOWN OF FOUNTAIN HILLS 3 iI IMINUTES OF THE REGULAR MEETING OF THE o MCDOWELL MOUNTAIN PRESERVATION COMMISSION �" �' • DECEMBER 3, 2013 • that is Aivti AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the McDowell Mountain Preservation Commission was convened and called to order by Chair Bill Myers at 5:29 p.m., Tuesday, December 3, 2013 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2: ROLL CALL Present at roll call were Chair Bill Myers, Vice-Chair Bill Craig, Commissioners Tom Barberic, Gerard Bisceglia, Steve Fleming, Klaus Schadle, and Elena Torre. Staff members present were Director Mark Mayer and Executive Assistant Nancy Walter. AGENDA ITEM#3: CALL TO THE PUBLIC No one from the public was present at this time. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE OCTOBER 22, 2013 MEETING MINUTES Commissioner Torre made a motion to accept the minutes of the October 22, 2013 meeting, Commissioner r.• Barberic seconded and the motion passed by unanimous vote. AGENDA ITEM #5: DISCUSSION GETTING YOUNG PEOPLE INVOLVED WITH THE PRESERVE The Commissioners have talked to staff at Scottsdale, Phoenix, and the Regional Park about including a Youth Commissioner on the Commission and the Chair believes it would be best to see if there is interest at the High School for a hiking club to get the youth involved with the Preserve before trying to add a Youth Commissioner position. Principal Brennan will let the Commission know what mandates should be followed when hikes/field trips take place. The Key Club members could possibly participate as part of their Senior Projects. Vice-Chair Craig will follow up with Principal Brennan. AGENDA ITEM #6: DISCUSSION OF SUGGESTED IMPROVEMENTS TO THE FAIR TENTS AND BANNERS Some suggestions made are: • Display the 4'x5'big picture map • Some animals such as the ones the Regional Park has or like the ones present at McDowell Mountain Days • More big pictures of our Preserve • Five minute video loop of the Preserve presentation • Scottsdale Preserve helpers to talk about all the trails including Scottsdale's 60 miles of trails • Badges or id to show we are promoting the Preserve • Drawing for a hiking pack, gift certificate, or a hike with the Mayor • Banner with"Hiking Central" or"Trail and Hiking Information" McDowell Mountain Preservation Commission Page 1 of 3 I. M • Move the McDowell Mountain Month event date to earlier in November • Poster board and fliers with a list of hikes and times • Volunteers should interact more with attendees • Commissioners Barberic and Schadle volunteered to review these ideas and come up with a plan before the February Great Fair. Commissioner Fleming volunteered to wear a squirrel or other animal costume at the event to get the attention of and better interact with people. *Chair Myers took this time to thank staff for putting trash cans at the Golden Eagle Trailhead. *Non-resident walkers/hikers in Eagle's Nest must stay on the trail. *Chair Myers also has suggestions to update the marquee and the restroom at the Golden Eagle Trailhead; he emailed these to Director Mayer. AGENDA ITEM #7: UPDATE FROM THE PRESERVE MARKETING WORKGROUP / COMMUNITY OUTREACH Chair Myers and Vice-Chair Craig presented the Preserve PowerPoint to the Four Peaks Rotary on Thursday, September 26. The Commissioners will present the PowerPoint to the Men's Discussion Group on December 16. The Commissioners were reminded to place the Preserve trifolds in their designated spots. Chair Myers met with Realtor Susan Dempster, Office Manager/Designated Broker with West USA, who will donate$100 to the Sonoran Conservancy for every closing her office has in 2014. It was suggested to contact the Welcome Wagon to have the Preserve trifolds placed in the gift bags. Staff will contact the Welcome Wagon owner. AGENDA ITEM#8: UPDATE FROM THE MCDOWELL MOUNTAIN MONTH WORKGROUP This item was discussed in item#6. AGENDA ITEM #9: UPDATE ON THE FIRE RING INCIDENT ON LANDING ZONE 5 AND THE SHERIFF'S RESPONSE There was a fire ring and trash at Landing Zone 5. Vice-Chair Craig took pictures and cleaned up the area. Captain Joe Rodriquez will contact the youth who were involved. AGENDA ITEM#10: UPDATE ON THE TRAIL COUNTER The trail counter was installed. Scottsdale has 26 counters and will add Fountain Hills' counter to their data hog. AGENDA ITEM#11: UPDATE ON THE TWIN PEAKS PURCHASE Scottsdale purchased the State Trust Land known as Twin Peaks, for $21.3 million and put 10% down. This is the last of Scottsdale's Master Plan parcel acquisitions. The connection trail with Fountain Hills is a high priority with Scottsdale. *Chair Myers took time to say Commissioner Bisceglia volunteered to replace Commissioner Fleming as • the Media Liaison. He also gave the Community Guide to Commissioner Fleming and noted there are inaccuracies regarding the Sonoran Conservancy and would like them corrected for the next publication. McDowell Mountain Preservation Commission Page 2 of 3 AGENDA ITEM #12: UPDATE ON THE ADERO CANYON MCO SUBMISSION TO THE TOWN `r•► MCO has submitted potential Adero Canyon changes to the Town. The first third of the property going up to the trailhead will be single family detached houses with a paved road. The last 2/3 of the property will have high-end large lots. There will be a gravel road for access to build the trailhead. Construction could possible begin in early 2014. This is tentatively on the P&Z meeting agenda for January 9, 2014. AGENDA ITEM #13: RECOGNITION OF COMMISSIONER FLEMING Chair Myers presented an engraved decanter to Commissioner Fleming and thanked him for all he has done for the Commission. AGENDA ITEM #14: CONSIDERATION OF ADJOURNMENT Commissioner Bisceglia made a motion to adjourn at 6:20 p.m., Commissioner Barberic seconded and the motion passed by unanimous vote.
