HomeMy WebLinkAboutMMPC.2011.0426.Minutes ♦ JlyTAIN yI o� �� � TOWN OF FOUNTAIN HILLS o I 2 MINUTES OF THE REGULAR SESSION OF THE a MCDOWELL MOUNTAIN PRESERVATION COMMISSION Salo, Q wit — bb APRIL 26,2011 op that is Ac‘ti AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the McDowell Mountain Preservation Commission was convened and called to order by Chair Bill Myers at 5:35 p.m., Tuesday, April 26, 2011 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2: ROLL CALL Present at roll call were Chair Bill Myers, Vice-Chair Tom Barberic, Commissioners Steve Fleming and Klaus Schadle. Commissioners Gerard Bisceglia, Bob Sanders, and Elena Torre were absent. Staff members present were Deputy Town Manager/Finance Director Julie Ghetti and Executive Assistant Nancy Walter. AGENDA ITEM#3: CALL TO THE PUBLIC No one from the public wished to speak. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE MARCH 22, 2011 MEETING MINUTES Chair Myers asked that on ITEM # 12, Mr. Barberic's name be removed and Mr. Sanders' name be added to ftioy the workgroup. Mr. Fleming made a motion to accept the minutes, as amended, of the March 22, 2011 meeting, Mr. Barberic seconded and the motion passed by unanimous vote. Mr. Bisceglia arrived at 5:38 p.m. AGENDA ITEM #5 PRESENTATION ON THE FY 2011-2012 BUDGET AND ECONOMIC UPDATE—JULIE GHETTI, DEPUTY TOWN MANAGER/FINANCE DIRECTOR Ms. Ghetti said there was nothing new to report since the last meeting. The attached presentation will be shown at the Budget Open House on April 27 at the Fountain Hills Library. Senate Bill #1525 was passed by the House and Senate,but not yet signed by the Governor • The bill requires the Town to do another development fee study to be done by 2012 • The goal of Town is to spend the money before having to refund it • The refund is extended from five years to ten years • Open Space (washes, Preserve) Development Fees are no longer collected • Money can only be spent on the specified items in the Capital Improvement Plan; any deviation could result in a lawsuit • The Homebuilders Association is behind the bill fir., Ms. Ghetti will verify the requirements of the bill and then give the information to Director Mayer to disseminate. 1 McDowell Mountain Preservation Commission A AGENDA ITEM #6 REPORT ON THE STATUS OF THE AGREEMENT WITH THE REGIONAL PARK AND FH REGARDING THE SONORAN TRAIL - DIRECTOR MAYER The agreement is not yet completed;possibly will be ready in May. AGENDA ITEM #7 REPORT ON THE STATUS OF DIRECTIONAL SIGNS TO THE PRESERVE- DIRECTOR MAYER Director Mayer spoke with the Town Engineer who is positive that the project can be done. Mr. Ward took a picture of a sign in Scottsdale; attached. Suggested sites for the directional signs: • Palisades and Shea • Palisades and Golden Eagle • Palisades and Saguaro • Golden Eagle parking lot There is a kiosk at the Golden Eagle parking lot with maps/directions to get to the trailhead. AGENDA ITEM #8: DISCUSSION REGARDING ADDITIONAL PRESERVE RIDES/TOURS FOR SENIORS AND THOSE WHO CANNOT HIKE • This will be a part of the Marketing Group's responsibilities • Agreement with Town and MCO allows access approximately 12 times a year;possibly have the rides on a monthly basis with an amendment to the agreement • Mr. Judd Gambill 's intention is to expanded the Preserve rides for seniors and handicapped • Depending on needs, some could possibly walk on the trails; others would stay in the vehicles and enjoy the views • Participants would signed the liability release forms • Church groups could also be involved Chair Myers requested that Director Mayer review the MCO agreement regarding seniors,handicapped, and Churches AGENDA ITEM#9: REPORT FROM THE MCDOWELL MOUNTAIN MONTH WORKGROUP Mr. Fleming is the lead person of this group; the group met on April 14 and discussed the good and bad of what has been done and what has worked in the past. • Discussed the purpose of the McDowell Mountain Month; who is the market, and who do we want to influence • Examined this Commission's joint efforts with McDowell Mountain Park and the McDowell Sonoran Conservancy of Scottsdale • Capable of doing high quality things but not on a grand scale which would benefit town people and promote Preserve • There were no specific activities were decided upon but possible activities are: o Mayor's breakfast and kids hike o Helicopter rides o McDowell Mountain Days at McDowell Mountain Park • Rand Hubbell and Ranger Amy would give guided hikes • Mountain biker led bike rides • Work with the local media; the Times would provide publicity • • Dave's Dogs would have food and drinks for sale 2 McDowell Mountain Preservation Commission • Ft. McDowell Adventures could bring horses out and offer rides • Rand Hubbell offered to contact an organization to have live animals • Booth to distribute literature • Advance word to the Community • Desert survival information/presentation AGENDA ITEM #10: REPORT FROM THE FOUNTAIN HILLS AND SCOTTSDALE TRAIL CONNECTION WORKGROUP Mr. Fleming, Mr. Myers, Roy Kinsey, and Scott Hamilton, from Scottsdale, will do the initial trail flagging on May 5 and then Mr. Hamilton will call for an official GPS walking of the trail. Approval from the State Trust Land Department may take some time. AGENDA ITEM # 11: REPORT FROM THE PRESERVE MARKETING WORKGROUP • Mr. Fleming provided two CDs to the group • The presentation will be completed within the next three months • The group will determine how to best use the presentation • Slides could be shown on Channel 11 AGENDA ITEM # 12: REPORT FROM THE PRESERVE ACCESS WORKGROUP The group toured two possible accesses. The group is looking at approximately six alternative access points. AGENDA ITEM# 13: REPORT ON THE FOUNTAIN HILLS PRESERVE SIGNAGE PACKAGE PRESENTATION TO COUNCIL AND EMERGENCY RESPONDERS Chair Myers presented the package to Council on April 21 and it was very well received. AGENDA ITEM#14: CONSIDERATION OF ADJOURNMENT Mr. Barberic made a motion to adjourn at 6:15 p.m., Mr. Fleming seconded and the motion passed by unanimous vote.
