JULY 26,2011 'kit IS NC\l' AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE A public meeting of the McDowell Mountain Preservation Commission was convened and called to order by Chair Bill Myers at 5:34 p.m., Tuesday, July 26, 2011 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2: ROLL CALL Present at roll call were Chair Bill Myers, Commissioners Gerard Bisceglia, Bob Sanders, and Klaus Schadle. Absent at roll call were Vice-Chair Tom Barberic, Commissioners Steve Fleming and Elena Torre, Staff members present were Director Mark Mayer and Executive Assistant Nancy Walter. AGENDA ITEM#3: CALL TO THE PUBLIC No one from the public was present. AGENDA ITEM #4: CONSIDERATION OF APPROVING THE JUNE 28, 2011 MEETING MINUTES Mr. Sanders made a motion to accept the minutes of the June 28, 2011 meeting, Mr. Myers seconded and the motion passed by unanimous vote. AGENDA ITEM#5: UPDATE ON THE OPEN MEETING LAW PRESENTATION Chair Myers reminded the Commissioners to attend the August 9th presentation at 5:30 p.m. Gary Verburg, Phoenix City Attorney,will be the presenter. AGENDA ITEM #6: REPORT ON THE STATUS OF THE AGREEMENT WITH THE REGIONAL PARK AND FH REGARDING THE SONORAN TRAIL The draft of the agreement was distributed. (Attached) Director Mayer asked the Commissioners to send any corrections or changes to him. It will then be sent back to the County's Attorney for finalization and then would be put on Council's agenda for approval. AGENDA ITEM #7: UPDATE ON THE STATUS OF DIRECTIONAL SIGNS TO THE PRESERVE The seven signs will be installed within the next two weeks. The signs are 24" x 30". Existing sign posts will be used; new posts will be used if necessary. AGENDA ITEM#8: REPORT ON THE MCO HIKING AGREEMENT The agreement is currently being reviewed by MCO's attorneys in Houston. AGENDA ITEM#9: REPORT FROM THE MCDOWELL MOUNTAIN MONTH WORKGROUP appk Mr. Schadle reported he has permission to set up tables in front of Bashas' and Safeway. Safeway requires 1109 a certificate of liability insurance. Fry's is unable to accommodate us. Mr. Schadle is also contacting the 1 McDowell Mountain Preservation Commission property manager of the Target complex for a possible area to set up in; Target does not allow anyone to set up tables or solicit in front of their stores. Mr. Bisceglia has commitments from thirteen businesses/organizations and pending commitments from seven to participate in McDowell Mountain Park Day, which will run from 9 a.m. to 3 p.m. on October 29. All have been told they will need to provide and set up their own tents, tables, display materials, etc. Mr. Bisceglia will send the list of participants to Director Mayer. • The FH Times, the title sponsor, will run event articles for six weeks. • Staff will print approximately 1200 informational flyers for the schools. • The Trivia Contest could possibly have winners from both the Town and the schools. • There would be time for 36 people to take the 20-minute helicopter rides; the rides are$45/person. AGENDA ITEM #10: REPORT FROM THE FOUNTAIN HILLS AND SCOTTSDALE TRAIL CONNECTION WORKGROUP Chair Myers met with the Scottsdale McDowell Sonoran Conservancy; they are willing to provide labor for the trail building. The 2.4 miles trail has a very low elevation change. Chair Myers provided them with a Big Picture Map with the proposed trail on it. Joint or cross training sessions were also discussed. Chair Myers also met with the Scottsdale staff preservation group. Scottsdale has submitted a State Land Use Permit (SLUP) for approximately 12 trails in the north portion of their preserve on State Land; the permit should be done in 30-60 days. A second SLUP for four or five additional trails, including the crossing trail, will be submitted when the first is completed. They also reviewed the schedule of 18 items; the trail building being #16. About one-third of the list is completed. Chair Myers also gave them the Emergency Marker/Helicopter Landing Zone System package. Chair Myers will provide the Commissioners with a copy of the Trail Construction Standards. AGENDA ITEM# 11: REPORT FROM THE PRESERVE MARKETING WORKGROUP There is no report at this time. Chair Myers would like a 10-15 minute presentation to show schools, businesses, and organizations. This could take a good sum of money to accomplish and will be discussed at the August joint meeting with Council. AGENDA ITEM# 12: REPORT FROM THE PRESERVE ACCESS WORKGROUP The group met with Robert Howes, CCWC Field Engineer, who is supportive of opening up the access through Mayan Canyon. The Mayan Canyon service road to the water tank would have to be widened to accommodate two-way traffic and fire trucks; the parking area near the tanks would have to be extended. Mr. Howes will present the idea to his management. North Heights HOA will have the final determination since the homeowners will be impacted by additional traffic.
