AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE
A public meeting of the McDowell Mountain Preservation Commission was convened and called to order
by Chair Bill Myers at 5:31 p.m., Tuesday, September 27, 2011 in the Council Chambers at Town Hall,
located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM#2: ROLL CALL
Present at roll call were Chair Bill Myers, Commissioners Gerard Bisceglia, Steve Fleming, Klaus Schadle,
and Elena Tone. Absent at roll call were Vice-Chair Tom Barberic and Commissioner Bob Sanders. Staff
members present were Director Mark Mayer and Executive Assistant,Nancy Walter.
AGENDA ITEM#3: CALL TO THE PUBLIC
There was no public present.
AGENDA ITEM #4: CONSIDERATION OF APPROVING THE AUGUST 23, 2011 MMPC
MEETING MINUTES
Commissioner Schadle made a motion to accept the minutes of the August 23, 2011 meeting, Commissioner
Mille Fleming seconded and the motion passed by unanimous vote.
AGENDA ITEM#5: UPDATE ON COMMISSION TERMS EXPIRING IN DECEMBER
Director Mayer reminded Chair Myers and Commissioners Sanders and Tone that their terms end in
December and to reapply by the October 20 deadline. The application packets are on the Town's web-site.
AGENDA ITEM #6: REPORT ON THE STATUS OF THE IGA WITH THE REGIONAL PARK
AND FH REGARDING THE SONORAN TRAIL
The agreement is on the October 6 Council agenda for approval.
AGENDA ITEM#7: REPORT ON THE MCO HIKING AGREEMENT
The Hiking Agreement amendment was approved by Council on September 15. The amendment extends
the agreement through October 2014.
AGENDA ITEM#8: REPORT FROM THE MCDOWELL MOUNTAIN MONTH WORKGROUP
Informational tables were set up at Safeway and at the Splash Park on September 24 during Nickelodeon's
Day of Play. People were made aware of the October activities. A table will be manned at Bashas' during
Friday and Saturday, September 30 and October 1.
Commissioner Bisceglia distributed an updated list of events and vendors for the October 29 event at the
Regional Park. (List attached) A schedule of the day's events will be in the newspaper and will be posted
at the park's ramada during the day.

Commissioner Bisceglia has liability insurance forms from each company participating, including Canyon
State Aero, naming the Town as a secondary insured. He will provide copies to the Town. Director Mayer
said the Town's Insurance carrier cannot underwrite this and even if they could it would require a $5 •
million coverage policy.
AGENDA ITEM #9: REPORT FROM THE FOUNTAIN HILLS AND SCOTTSDALE TRAIL
CONNECTION WORKGROUP
• Relying on Scottsdale to apply for the State Land Use Permit (SLUP); should be applying for it in
late October or early November.
• Commissioner Fleming met with Roy Kinsey to establish a timeline to clean up and groom the
trails.
• Work will be done on the trail up the point where it becomes State land; if the SLUP is not
approved, the connection trail would be realigned to just under the State Land boundary.
AGENDA ITEM# 10: REPORT FROM THE PRESERVE MARKETING WORKGROUP
The primary objective of the workgroup is to let people know about the Preserve. Chair Myers would like
the group to come up with a proposed high and low end budget for the preserve presentation.
Commissioner Torre will be available to join Commissioners Barberic and Bisceglia on this workgroup
after October.
Commissioner Fleming said he would be responsible for the spot, tents, tables, and chairs set-up and
take-down for the November Fair. Vice-Chair Barberic will be responsible for the volunteer workers
schedule, flyers, and other paperwork. Chair Myers will get larger pictures to display at the booth.
AGENDA ITEM# 11: REPORT FROM THE PRESERVE ACCESS WORKGROUP
Chair Myers and Commissioner Schadle will meet with Lee Peters, president of the water company
regarding the Mayan temporary/additional access. There is still some question as to who actually owns the
road; staff is researching the issue.
The workgroup and staff will talk and meet with people who are members of or associated with the HOA
before going public with the information after November.
AGENDA ITEM #12: UPDATE ON BUDGET PROCESS AND TIMELINE FOR COMMISSION
SUBMITTAL OF BUDGET REQUESTS
• The budget process has been started with the Capital Improvements Projects (CIP)
• Staff has to adjust for a $300,000-$400,000 shortfall again this year.
• The Council Goal setting meeting will be held in November.
• The Commissioners will submit their requests within the next month.
AGENDA ITEM#13: CONSIDERATION OF ADJOURNMENT
Commissioner Torre made a motion to adjourn at 6:14 p.m., Commissioner Schadle seconded and the
motion passed by unanimous vote.

Below you will find a preliminary list of activities, events and presentations scheduled for the
upcoming"Life in the Desert Fair" sponsored by The Fountain Hills Times,The McDowell
Mountain Regional Park and The McDowell Mountain Preservation Commission".
This event is being designed as a no/low cost event meant to expose our citizens to and
educate our citizens about living in and with the desert.
The list below contains all of our commitments to this point. I am working with a few other
appropriate participants and will let you know if they commit.Additionally, I will be providing to
you when we speak more in depth information about the participants and their plans for their
presentations.
If you have any questions regarding this event please feel free to contact me at any time at
719-322-7499.Also, if you want any quotes I will be happy to provide them on behalf of Bill
Myer and Rand Hubble. Obviously a quote from Alan would be very much appreciated.
Lastly,we are limited to a total of 36 passengers for the helicopter rides and as a result I will
