AGENDA ITEM#1: CALL TO ORDER AND PLEDGE OF ALLEGIANCE
A public meeting of the McDowell Mountain Preservation Commission was convened and called to order
by Chair Bill Myers at 5:33 p.m., Tuesday, October 25, 2011 in the Council Chambers at Town Hall,
located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona.
AGENDA ITEM#2: ROLL CALL
Present at roll call were Chair Bill Myers, Commissioners Gerard Bisceglia, Klaus Schadle, and Elena
Tone. Absent at roll call were Vice-Chair Tom Barberic and Commissioners Steve Fleming and Bob
Sanders. Staff members present were Director Mark Mayer and Executive Assistant,Nancy Walter.
AGENDA ITEM#3: CALL TO THE PUBLIC
There was no public present.
AGENDA ITEM #4: CONSIDERATION OF APPROVING THE SEPTEMBER 27, 2011 MMPC
MEETING MINUTES
Commissioner Schadle made a motion to accept the minutes of the September 27, 2011 meeting,
1/44.,. Commissioner Bisceglia seconded and the motion passed by unanimous vote.
AGENDA ITEM #5: UPDATE ON THE GROWING SMARTER LEGISLATION
• The purpose of the fund is to buy Preserve land.
• The municipalities' funds are matched by the Growing Smarter funds.
• There is $40 million left in the fund.
• Fountain Hills residents contributed between $800,000 and $900,000 to the fund and there has been
no return on that money.
AGENDA ITEM#6: UPDATE ON SENATE BILL#1525
• The $1.5 million in the Town's fund was intended to be used for the benefit of the Preserve;
trailhead at Adero Canyon.
• The money cannot be used to pay down the Town's debt.
• Chair Myers said the development on Twin Peaks would be detrimental to the value of properties
in the town.
• The Commission discussed the pros and cons of doing a land swap.
• The Adero Canyon trailhead can be built prior to Adero Canyon being developed.
• There is an option to use environmental composting toilets; plumbing could be added when
sewage lines became available.
• This item will be on next month's agenda.

AGENDA ITEM #7: CONSIDERATION OF PROPOSED BUDGET FOR THE FOUNTAIN
HILLS PRESERVE
Commissioner Bisceglia will speak with Dr. Myhr to see if the students could possibly take on making the
Preserve video as a school project. This would be a significant cost savings.
Suggested changes to the letter to Council. (Draft letter attached)
• Address the letter to the Mayor and Council and copy Director Mayer.
• More tools will be needed when the trail connection is complete.
• The requested items will be reprioritized in the following order#2,#4,#3, and#1.
• Chair Myers will verify with Commissioner Fleming as to the amount of tools and toolboxes will be
needed and then possibly put the items in the following priority order: #4,#2,#3, and#1.
Commissioner Torre made a motion to send the letter to Council, with the suggested changes, Commissioner
Schadle seconded and the motion passed by unanimous vote.
AGENDA ITEM #8: REPORT ON THE STATUS OF THE IGA WITH THE REGIONAL PARK
AND FH REGARDING THE SONORAN TRAIL
The IGA was approved by Council and forwarded to the County. It goes to their Commission on November
8 and to their Board of Supervisors on November 30.
AGENDA ITEM#9: REPORT FROM THE MCDOWELL MOUNTAIN MONTH WORKGROUP
Informational tables were set up at Bashas'; it would be more effective to have two people at each table
for each shift. •
The programs/events would be supported better by having the Commissioners attend as a group instead of
just one or two in attendance. A suggestion was made to email updated lists as the work time slots are
filled in;better communication is needed.
The Life in the Desert Fair update:
• The Commemorative Air Force of Mesa will doing flyovers during Saturday's fair.
• Members of the FH Conservancy will attend.
• There are many volunteers to pitch in where needed at the event.
• The McDowell Mountain Park higher-ups will not allow the helicopter rides and the discount parking
coupon.
• The Commission would like to recognize Mike Scharnow for his contributions for the fair.
The format for the contest questionnaire will be reviewed and changes could possibly be made; there were
only five responses to the contest.
Commissioner Bisceglia will send an email to Council inviting them to the Life in the Desert Fair.
AGENDA ITEM #10: REPORT FROM THE FOUNTAIN HILLS AND SCOTTSDALE TRAIL
CONNECTION WORKGROUP
Scottsdale staff is meeting with the State Land Department within two to three weeks regarding the State
Land Use Permit(SLUP).
AGENDA ITEM# 11: REPORT FROM THE PRESERVE MARKETING WORKGROUP
The Town is looking into upgrading their video equipment and then possibly donate the current
equipment to the high school. The students could then be involved in the Preserve marketing video. ''j/

AGENDA ITEM # 12: REPORT FROM THE PRESERVE ACCESS WORKGROUP
• The group has not yet met with Lee Jenkins from Chaparral City Water Company.
• The group will pursue the project starting in late November.
AGENDA ITEM#13: CONSIDERATION OF ADJOURNMENT
Commissioner Bisceglia made a motion to adjourn at 6:42 p.m., Commissioner Schadle seconded and the
motion passed by unanimous vote.

This letter is intended to present preliminary budget for the operation and maintenance of

the now accessible Fountain Hill McDowell Mountain Preserve. Since the Preserve was
opened to the public through the ompleted Sonoran Trail, the usage has increased
significantly. The Preserve is now accessible from dawn to dusk every day of the year. We
believe it is important for the To to address the safety, health, enjoyment and
maintenance of the Town's large t and most expensive single asset. In that constructive
sense, we offer the following a ervations and suggestions for the preliminary budget:

September 2004 s tes: By direction from the Town Council. the McDowell
Mountain Presery tion commission is responsible for initiating the
planning and prov:ding management direction.for operation and protection
of the Preserve.

• The Town's citizehs and others now have access to the Preserve.

The Preserve is 4proximately 16 times larger that Fountain Park to give J
some perspective of the Preserve's relative size in acres.
• The Preserve is one of the Town's largest expenditures at over
$16,000,000.
• Usage of the Preserve has increased by hikers,bicyclists, runners, school
children and others of all ages and abilities.
Because of these items,we believe the Town should consider steps to protect the Town and
the users of the Preserve, mostlylown citizens, and maintain this valuable asset. In that
positive vein,the following preliMinary budget for the Fountain Hills Preserve is
suggested.
ITEM ESTIMATED COST
1) A Part-time employee (Ranger)dedicated to the safety,
maintenance andother requirements of the Preserve $22,000
2) Trail maintenance tools 3,800
3) Vehicle for transport of supplies and people
4) Media Presentation to help the Preserve obtain recognition .

The MMPC recognizes the severe budget constraints that the Town continues to
face. With that in mind,the intent of this letter is to help recognize the importance
of the Preserve and assist in the budgeting process for the appropriate allocation of
the scarce funds.
The content of the letter was approved by the MMPC at our October 2011 meeting
and we look forward to discussing the budget request with all who recognize the
importance of the Preserve to the quality of life in Fountain Hills.
