WHEN: TUESDAY, OCTOBER 25, 2011
WHERE: FOUNTAIN HILLS COUNCIL CHAMBERS
16705 E. AVENUE OF THE FOUNTAINS, FOUNTAIN HILLS, AZ
A majority of the Council members may be in attendance. No official action will be taken.
McDowell Mountain Preservation Commissioners will attend either in person or by telephone conference call.
PROCEDURE FOR ADDRESSING THE COMMISSION Anyone wishing to speak before the Commission must fill out a
speaker's card and submit it to the Executive Assistant prior to Commission discussion of that Agenda item. Speaker Cards are
located near the Executive Assistant's position at the table. Speakers will be called in the order in which the speaker cards were
received either by the Executive Assistant or the Chairman. At that time, speakers should stand. Speakers are asked to state their
names prior to commenting and to direct their comments to the Chairman and not to individual Commission Members. Speakers'
statements should not be repetitive.In order to conduct an orderly business meeting, the Chairman shall keep control of the meeting
and shall require the speakers and audience to refrain from abusive or profane remarks, disruptive outbursts, applause,protests or
other conduct that disrupts or interferes with the orderly conduct of the business of the meeting. Personal attacks on Commission
members, Town staff or members of the public are not allowed. Please be respectful when making your comments. If you do not
comply with these rules,you will be asked to leave.
Individual speakers will be allowed three contiguous minutes to address the Commission. Time limits may be waived by (i)
discretion of the Director upon request by the speaker not less than 24 hours prior to a Meeting, (ii)consensus of the Commission at
Meeting.
Notice is hereby given that pursuant to A.R.S. §1-602.A.9 , subject to certain specified statutory exceptions,parents have a right to
consent before the State or any of its political subdivisions make a video or audio recording of a minor child. Meetings of the Town
Council are audio and/or video recorded, and, as a result, proceedings in which children are present may be subject to such
recording. Parents in order to exercise their rights may either file written consent with the Town Clerk to such recording, or take
personal action to ensure that their child or children are not present when a recording may be made. If a child is present at the time
a recording is made,the Town will assume that the rights afforded parents pursuant to A.R.S. §1-602.A.9 have been waived.

RE: Preliminary Budget for the 940 acre Fountain Hills Preserve
Dear Mayor Schlurn, Councilmeinbers and Director Mayer:
This letter is intended to present d preliminary budget for the operation and maintenance of
the now accessible Fountain Hills McDowell Mountain Preserve. Since the Preserve was
opened to the public through the completed Sonoran Trail, the usage has increased
significantly. The Preserve is now accessible from dawn to dusk every day of the year. We
believe it is important for the ToWn to address the safety, health, enjoyment and
maintenance of the Town's largeSt and most expensive single asset. In that constructive
sense . we offer the following obServations and suggestions for the preliminary budget:
• The Master Plan r the Fountain Hills McDowell Mountain Preserve of
September 2004 s tes: By direction from the Town Council, the McDowell
Mountain Presery tion Commission is responsible.for initiating the
planning and prov'ding management direction for operation and protection
of the Preserve. I
• The Town's citizens and others now have access to the Preserve.

(I.... • The Preserve is aproximately 16 times larger that Fountain Park to give
some perspective of the Preserve's relative size in acres.
• The Preserve is oite of the Town's largest expenditures at over
$1 6000000.
• Usage of the Pres' rve has increased by hikers, bicyclists, runners, school
children and othe . of all ages and abilities.
Because of these items,we belie4e the Town should consider steps to protect the Town and
the users of the Preserve, mostly Town citizens,and maintain this valuable asset. In that
positive vein,the following preliminary budget for the Fountain Hills Preserve is
suggested.
ITEM ESTIMATED COST
1) A Part-time emplbyee (Ranger)dedicated to the safety,
maintenance and other requirements of the Preserve $22,000
2) Trail maintenance tools 3.800
3) Vehicle for transclort of supplies and people 7,200
4) Media PresentatiOn to help the Preserve obtain recognition 4.500
Estimated Total: $37,000
The MMPC recognizes the severe budget constraints that the Town continues to
face. With that in mind, he intent of this letter is to help recognize the importance
of the Preserve and assisti in the budgeting process for the appropriate allocation of
the scarce funds.
The content of the letter Was approved by the MMPC at our October 2011 meeting
and we look forward to d scussing the budget request with all who recognize the
,
importance of the Presei. e to the quality of life in Fountain Hills.
