MMPC agenda request 1-4-2010 Bill and Susan, One last agenda item request for our Jan. 2010 meeting. Mark had mentioned that funds may be available for tool purchase for preserve use. I'd like to explore with the MMPC/staff the purchase of a tool box to be left up in the preserve. Buried and out of sight but available for trail maintenance crew use. I want the SCFH crews to be able to freely access tools and keep our trails in good order. The idea is the same as what Scottsdale did last year with their 6 tool boxes buried around their preserve. Hauling tools in and out is quite frankly tiring, and expends energy on non productive efforts. Tools left at a strategic location in our preserve seems to make sense. I'll be happy to a do a price workup for a suitable box. -hank you. Dear Mayor and Council: Thank you for the opportunity to address the above topic. This letter is intended to present a preliminary budget for the operation and maintenance of the now accessible Fountain Hills McDowell Mountain Preserve. As you may know, the Preserve was opened to the public through the recently completed Sonoran Trail going through the Regional Park to the north of our Town. The Preserve is now accessible from dawn to dusk every day. Because of that positive accomplishment, we believe it is important for the Town to address the safety, health, enjoyment and maintenance of the Town's largest • single asset and perhaps its' most expensive. In that constructive sense we offer the following observations and suggestions for the preliminary budget: • The Master Plan for the Fountain Hills McDowell Mountain Preserve of September 2004 states: By direction from the Town Council, the McDowell Mountain Preservation Commission is responsible for initiating the planning and providing management direction for operation and protection of the Preserve. • The Town now has permanent access to the Preserve. • The Preserve is approximately 15 times larger than Fountain Park to give some perspective of the Preserves relative size in acres. • The Preserve is one of the Town's largest expenditures at over $13,000,000. • Usage of the Preserve is expected to increase by hikers, bicyclists, runners, school children and others of all ages and abilities. Because of these items, we believe the Town should consider steps to protect the Town and the users of the Preserve, mostly Town citizens, and maintain this valuable asset. In that vein, the following preliminary budget for the Preserve is suggested. f , 1'1'EM ESTIMATED COST 1) A full time or part-time employee (Ranger) dedicated to the safety, maintenance, and other requirements of the Preserve. $25,000 2) Trail maintenance tools 3) ATV (All Terrain Vehicle) for transport of supplies and people 9,000 4) Communication equipment 1,500 Estimated Total: $38,500 The Town may want to investigate other Preserves and Parks in Arizona to determine the safety management, and protection that are afforded others. The MMPC recognizes the severe budget constraints that the Town faces. With that in mind, the intent of this letter is to help recognize the future dollar needs of the Preserve and assist in the budgeting process in the appropriate allocation of the budgeted funds. To: McDowell Mountain Preservation Commission From: Roy Kinsey (Representing Sonoran Conservancy of Fountain Hills) RE: (A maintenance free bench located on higher elevation of the Sonoran trail) Starting from Golden Eagle trailhead the total length (via Sonoran trail) to an intersection with the Promenade trail is 3.3 miles with an elevation change of 700 feet. Most hikers slow down or turn around when they top out on the Sonoran trail at slightly above 2800 feet. In this area there are several ridges that jut out from the trail for about 50 feet. A location of a small bench, facing to the Northeast, could provide a welcomed stop. Views from this spot cover most of the county park, Verde river valley, and the mountain peaks to the East. The Conservancy would be pleased give such a bench (see photo) for location in this area. Please consider approval of this offer. In 2002-2003, due to severe budget constraints at the time, the Marshal's Office was dissolved and the MCSO assumed these duties. Since that time the presence of law enforcement in the parks has largely been on a, "call as needed" basis. Routine bike or foot patrols in the parks no longer occurred unless part of a special detail. In addition, the Park and Recreation Department became the department that assumed the growing responsibility for the Town's evolving and expanding system of public trails built and located on public property. The two trail systems at the time included a trail system adjacent to Fountain Park in the Diamante Del Lago and Bella Lago subdivisions and in the McDowell Mountain Preserve. The Preserve had been acquired by the Town from the local land developer MCO. The Town owned land in the Preserve is 740 acres. During the past several years capital development in the Town's park system was occurring. These improvements included an off lease, dog park, facility, additional picnic ramadas, a skate park, a splash park and additional outdoor athletic fields. In addition, a local volunteer group is currently working to reopen an abandoned desert botanical garden, which as planned would eventually become available to the public. All of these have brought additional people into the parks that use these facilities. A trail system was constructed and has been maintained by the Sonoran Conservancy's volunteer "Trailblazer" group within the Preserve. This trail system is linked to the system of trails built by Scottsdale in their section of the Preserve they call the Sonoran Preserve. In the future there is a planned trail to link our Preserve, to Maricopa County's 21,099 acre McDowell Mountain Regional Park, which is adjacent to the Preserve's northern boundary. Due to the need to provide better law enforcement presence in the Town's park system with the demise of the Marshal's Department, expanded park offerings, increasing use of the parks and an expanding trail system, including a planned increase for access by the public to the Preserve, all combined in 2007 for the Town to reach the decision to establish a ranger program, which would include both park and trail responsibilities to effectively deal with these developments. • -• • 4 0 0 0 1 ' 1 FOUNTAIN HILLS,ARIZONA Job Description `..
