Town of Fountain Hills Council Chambers—First Floor Pursuant to 38-431.02, notice is hereby given to the members of the McDowell Mountain Preservation Commission of Fountain Hills, Town Council, and to the general public the Parks and Recreation Commission and Town Council of Fountain Hills will hold a Joint Meeting open to the public on Tuesday,February 23,2010, at 5:30 PM, at the Town of Fountain Hills Council Chambers, 1'Floor, 16705 E Avenue of the Fountains.Fountain Hills,AZ. This letter is intended to present a preliminary budget for the operation and maintenance of the now accessible Fountain Hills McDowell Mountain Preserve. As you may know, the Preserve was opened to the public through the recently completed Sonoran Trail going through the Regional Park to the north of our Town. The Preserve is now accessible from dawn to dusk every day. Because of that positive accomplishment, we believe it is important for the Town to address the safety, health, enjoyment and maintenance of the Town's largest single asset and perhaps its most expensive. In that constructive sense we offer the following observations and suggestions for the preliminary budget: • The Master Plan for the Fountain Hills McDowell Mountain Preserve of September 2004 states: By direction from the Town Council, the McDowell Mountain Preservation Commission is responsible for initiating the planning and providing management direction for operation and protection of the Preserve. • The Town now has permanent access to the Preserve. • The Preserve is approximately 15 times larger than Fountain Park to give some perspective of the Preserves relative size in acres. • • The Preserve is one of the Town's largest expenditures at over • $13,000,000. • Usage of the Preserve is expected to increase by hikers, bicyclists,runners, school children and others of all ages and abilities. Because of these items, we believe the Town should consider steps to protect the Town and the users of the Preserve, mostly Town citizens, and maintain this valuable asset. In that vein, the following preliminary budget for the Preserve is suggested. I1'EM ESTIMATED COST 1) A full time or part-time employee (Ranger) dedicated to the safety, maintenance, and other requirements of the Preserve. $25,000 2) Trail maintenance tools 4,000 3) ATV (All Terrain Vehicle)for transport of supplies and people 9,000 4) Communication equipment 1,500 Estimated Total: $39,500 The Town may want to investigate other Preserves and Parks in Arizona to determine the safety management, and protection that are afforded others. The MMPC recognizes the severe budget constraints that the Town faces. With that in mind, the intent of this letter is to help recognize the future dollar needs of the Preserve and assist in the budgeting process in the appropriate allocation of the budgeted funds. The content of this letter was approved by the MMPC at our January 26, 2010 regular meeting and we look forward to discussing it with you at our Joint MMPC/Town Council meeting on February 23, 2010.
