MCDOWELL MOUNTAIN PRESERVATION COMMISSION

A public meeting of the McDowell Mountain Preservation Commission was convened and called to
order by MMPC Chair Bill Myers at 5:32 PM, Tuesday,June 22,2010 in the Council Chambers at
Town Hall, located at 16705 East Avenue of the Fountains,Fountain Hills,Arizona.
Pledge of Allegiance
Call to Order — Roll Call: Present at roll call were Chair Bill Myers, Commissioners Lina Bellenir, Curt
Cornum, and Elena Torre. Vice-Chair Steve Fleming, Commissioners Tom Barberic, and Bob Sanders,
were absent. Staff members present were Director Mark Mayer, and Executive Assistant Nancy Walter.
Public present: Carol Ayres.
AGENDA ITEM#1: CALL TO THE PUBLIC
No public wished to speak at this time.
AGENDA ITEM#2: CONSIDERATION OF APPROVING THE MINUTES FROM THE MAY 25,
2010 MEETING
Chair Myers requested the minutes, Item #3a, be amended to read "a number of acres owned by the State
cLand Trust Department". Ms. Torre made a motion to accept the minutes, as amended, of the meeting, Ms.
Bellenir seconded and the motion passed by unanimous vote.
AGENDA ITEM#3: CONSIDERATION OF APPOINTING A MEMBER TO TRACK THE
LEGISLATURE FOR COMMISSION RELATED ISSUES
Mr. Myers made a motion to appoint Lina Bellenir. Mr. Cornum seconded and the motion passed by
unanimous vote.
AGENDA ITEM#4: CONSIDERATION OF APPROVING A REQUEST FOR A TOOL BOX
AND TOOLS
• A list of needed tools will be given to Director Mayer within a week.
• This will be on the August meeting agenda.
Side note: Chair Myers invited the Commissioners to help install the remaining twelve signs on the
Western loop this Saturday at 6 a.m. Mr. Sanders met with the Fire Captain who thinks the helicopter
landing zone signs are a good idea.
AGENDA ITEM #5: UPDATE ON TEMPORARY ACCESS TO THE PRESERVE —
COMMISSIONER SANDERS
There is nothing new on this item. Scottsdale Preservation Commission is considering a new trail, further
east, close to the Adero Canyon proposed housing project.
AGENDA ITEM#6: DISCUSSION OF COMMISSION GOALS FOR THE YEAR

meeting. (Attached)

AGENDA ITEM #7: DISCUSSION OF GOALS FOR THE REGIONAL PARK - MCDOWELL
MOUNTAIN RANGER AMY FORD New
• Ms. Ford was unable to attend this meeting; she will attend the August 24`" meeting.
• Ms. Ford will lead two of our hikes; goal is for McDowell Mountain Regional Park and the
MMPC to combine efforts to co-advertise hikes, information, and to promote the parks.
• There has been discussion of having a Preserve group similar to GPEC (Greater Phoenix
Economic Council), a combined government of all 23 municipalities around the area, for the three
entities to coordinate goals.
AGENDA ITEM #8: DISCUSSION OF PLANS FOR THE OCTOBER 23RD HIKE AND PLANS
FOR MCDOWELL MOUNTAIN MONTH
Ms. Torres distributed an updated fall hike schedule. (Attached)
Suggestions for the October 23rd Kids Hike:
• Do an outreach to advertise to schools
• Emphasize children; everyone is welcome
• Release forms need to be signed
• "Hiking Kids Eat Free"- ticket for free breakfast; breakfast will be open to the public
• If pre-registration is required for hike,participants must register with Parks &Recreation
(Carol Ayres would need count by Thursday, 10/21/10)
• The Mayor will speak and rededicate the Preserve
• Stewards will be on hand to pass out water and to make sure the children are safe
• Possibly take a head count and write a check for the hiking fee
• Ms. Ayres will check on any parking restrictions (bike lane) at Golden Eagle Trail
• Ms. Ayres will give the hiking schedule to Karen He lloway, PR for the Sonoran Conservancy, for
distribution to the TIMES and other media
• Complimentary biker/courtesy bells could possibly be distributed during the month
• Possibly do a bike show/demonstration or another type of event at the Community Center
• Perhaps a stargazing event could be held
• Maybe offer helicopter rides
Chair Myers would like three Commissioners to volunteer to coordinate McDowell Mountain Month; he
will ask for volunteers at the next meeting; Commissioner Tones is willing to help.

Mr. Cornum made a motion to adjourn at 6:13 p.m. Ms. Bellenir seconded and the motion passed by
unanimous vote.

2010 GOALS
Rough Draft
1. Continue and complete appropriate signage in the Preserve
2. Assist Council in their goal#4 "Make optimal use of trails and expand public access to parks
and open space."
3. Continue to develop relationship with the Regional Park and Scottsdale Preserves.
4. Develop budget recommendation for the operation and maintenance of the Preserve. In
addition, continue to verify that the funds for the permanent Adero Canyon Trailhead area are
protected.
5. Review alternatives for consideration by the Town Council to protect Twin Mountain from
development.
6. Continue public information systems for matters relating to the Preserve.
,,. 7. Obtain temporary access to the Preserve to allow greater access to the Public
8. Continue the Town fairs with additional time and efforts to demonstrate to the public the benefit
of the Preserve
9. Determine the feasibility of trail connectivity between Scottsdale and Fountain Hill Preserves.
10. Make additional plans for McDowell Mountain Month in October 2010

Dear Mark and Bill,
I want to follow up on a recommended tool list for the Preserve. After
talking with Roy Kinsey and other Trail Blazers about their anticipated needs we
have arrived at the tool list and cache locations.
Regarding locations of the tool cache's we see the need for four (4) sites.
1. At the southern entry to the Preserve close to Promenade and Overlook
Trail intersections.
2. Near the start of the Western Loop, south side.
3. Start of the Sonoran Trail.
4. North end of the Sonoran Trail near McDowell Park boundary.
The tool list recommendation per site follows....
1 McLeod
1 set of large brush clippers
1 medium brush saw
2 heavy-duty steel tined rakes
1 pick or Pulaski, medium duty
Total tools needed
4 McLeod's
4 large brush clippers
4 medium brush saws
8 heavy-duty steel tined rakes
4 picks or Pulaski's
After some discussion we felt the town's resources would be better spent on
tools, etc. as opposed to buying heavy-duty boxes to store tools in.
Our cache idea provides for security as well as tool protection from the elements.
The above will allow the stewards and Trail Blazers to maintain/repair trails on a
regular basis.
