Pursuant to 38-431.02,notice is hereby given to the members of the l own Council,the McDowell Mountain Preservation Commission of
Fountain Hills and to the general public that the McDowell Mountain Preservation Commission of Fountain Hills will hold a regular
meeting open to the public on Tuesday, December 7, 2010, at 5:30 PM, at the Town of Fountain Hills, Council Chambers, 16705
East Avenue of the Fountains,Fountain Hills,AZ. A majority of the Council members may be in attendance. No official action will be
taken.
RULES FOR ADDRESSING THE COMMISSION—ADOPTED 1/18/90
It is the Commission's desire to hear public comment on agenda items. As it is important to maintain order during the meeting,please adhere to the
following rules of order if you wish to speak:
1. All citizens wishing to speak must first be recognized by the Chairman
2. The Chairman will not call for public comment on an item until after a motion has been made and seconded and the Commission has had adequate
opportunity to discuss the item.
3. Please stand and state your name and address after being called on to speak.
4. All comments must be directed to the Chairman.
5. TIME LIMIT-3 MINUTES PER PERSON PER ITEM.

McDowell Mountain Month in Fountain Hills 2010
Hi Nancy, hope all is well with you. Below is my brief suggestions on how to improve the
helicopter ride event that we may do nest year. I think Curt and Elena were going to do
the same for the bike ride and the hike. Could you forward this to the Commissioners for
their review. And remind them that the meeting of November 23 was postponed to
December 7.

For McDowell Mountain Month the Commission proposed 4 items to celebrate the
Fountain Hills Preserve in 2010. Those were:
1 Kids hike
2 Bike ride for beginners
3 Helicopter ride over the McDowells
4 Presentation of trail map of Preserve of emergency responders and the Town
The celebration was successful. The Presentation of the trails map has not been completed, but will be presented within
months.
The other three items may or may not be undertaken next year for the 2011 celebration. However, this brief memo is to
make suggestions on subsequent year's helo ride that will improve the event. Other Commissioners will make
suggestions on the other two events to improve them in years to come.
For the Helo ride next year:
1 Prepare for the event much earlier in the year. Start planning in May for the October events.
2 Get advertising in the media sooner. Again, start that process in August.
3 Attempt to get the "Contest" in various publications and schools
4 Try to get a 4 place helicopter, or perhaps two or three winners/riders in the future.
5 Many helicopters fly over Fountain Hills daily. Find out who owns them and see if they would like to contribute a ride
for the celebration.
6 Coordinate the take off and landing at a park or other open safe place to attract attention and the media. Perhaps one
of the helo pads in the Preserve.

RE: Trail Connection between McDowell Mountain Preserves in Fountain Hills and Scottsdale
Dear Mayor Schlum and Councilmembers.
Background
416. The Fountain Hills Preserve has six miles of existing trails in its Preserve. Scottsdale Preserve
has sixty miles of trails. However, the two Preserves do not have a direct connection to access
one Preserve from the other. By providing a connection trail the two Preserves could provide
additional hiking, biking. educational experience for the citizens of Fountain Hills and
Scottsdale as well as the many visitors to our Town.
There have been numerous discussions and meetings between the two Commissions in
analyzing the pros and cons of such a connection.Attached is a map showing the alternative
marked "Segment B2" which is 1.8 miles long and connects the two Preserves. This
connection has tacit approval of the Scottsdale Preservation Commission. We have been told
that they have the authority to approve the trail without going to the Scottsdale Council. The
trail is approximately 2/3 in the Town on Fountain Hills and 1/3 in the City of Scottsdale.
The portion in Scottsdale is currently owned by the State of Arizona.
The primary point of discussion is the idea that a few members of the Scottsdale Commission
would like the connection to be used by horses in addition to the other normal trail uses. They
have asked our Commission to determine the Fountain Hills Council's stance on the decision to
change the Town Code to allow horses on this trail and allow a"cut through"to the Regional
Park to our north.
Pros and Cons
In talking to many Commissioners, community members, and other stakeholders, we have
developed a list of pros and cons for the trail connection.
Pros
The trail connection may have more support by the Scottsdale Preservation Commission if
horses were allowed on the"Cut through trails"
Cons
*Existing Town Code precludes horses on any of the Preserve trails
*The existing Town trails are not built for horses since horses were not contemplated to be on
the Towns trails
*There would be no reduction in horse trails available in both the Scottsdale trails and the
McDowell Mountain Park trails
*There are currently two access trails from the Scottsdale trails to the Park to our north.
*Horses on our trails may increase the liability for the Town
*Horses damage trails and the maintenance would increase, possibly increasing cost to the
Town.
*Some areas on the trails are narrow and have no place for hikers and bikers to get off the trail
to allow horses to pass safely.
*There are no existing or planned trailheads that would accommodate horses in Fountain Hills
Preserve plan.
*Even though the"cut through"would go only to the Regional Park,the cut through would
use approximately 70%of all the trails in the Town's Preserve.
*There would be signage to direct horses and riders, but it would not be surprising to see
horses or riders miss the signs and go through private property (Adero Canyon)or a
development(Eagles Nest)
*With 2/3 of the connection trails going through Fountain Hills, it may be a little aggressive
to ask the Town to change its code primarily for the benefit of the horse riders. It is
estimated that for every horse on the proposed trail there would be 100 to 500
hikers/others who would use the trails. It would be unfortunate to preclude the use by a
vast majority of uses by not building the trail.
Recommendation
Keeping an open mind and believing that the Connection Trail would be beneficial for all
concerned, it is the opinion of this Commission that the Town Code regarding horses on Trails
remain as it is which precludes horses on Fountain Hills Preserve trails.
We await support from Council in order to proceed with preliminary discussion with
Scottsdale Preservation Commission to hopefully connect the six miles of Fountain Hills trails
with sixty miles of Scottsdale Preserve trails.
