AGENDA ITEM#2—ROLL CALL Present at roll call were Vice-Chair Peter Bordow, Commissioners Gerard Bisceglia, John W. Craft, Jr., and John McHugh. Absent at roll call were Chair Dana Saar and Commissioner Tammy Bell. Staff members present were Town Manager Grady Miller, Economic Director Scott Cooper, and Community Services Executive Assistant Jennifer Lyons. AGENDA ITEM#3—CALL TO THE PUBLIC No one spoke at the Call to the Public. AGENDA ITEM #4 — CONSIDERATION OF APPROVING THE OCTOBER 26, 2017 MEETING MINUTES Commissioner Bisceglia MOVED to approve the October 26, 2017 meeting minutes; Commissioner Craft SECONDED the motion,which CARRIED UNANIMOUSLY by those present. AGENDA ITEM#5—UPDATE FROM THE ECONOMIC DEVELOPMENT DIRECTOR ON PROGRESS MADE ON THE 2017 STRATEGIC PLAN Mr. Cooper presented the Economic Development&Strategic Plan Update(attached). Mr. Cooper noted: • Bone Haus Microbrewery will open soon and will also be a vendor at the Fountain Hills Music Fest. • Vitargo is a vitamin and supplement company. Vitargo's Chief Operating Officer's (COO) bid to buy the company was approved. He is a Fountain Hills resident and operates the headquarters in town. There is potential for expansion with a manufacturing facility and possibly 20-30 new jobs. • Fine Time Solutions (FTS USA), which assembles watches, located at EVIT, will be operational sometime this spring. Their goal is to make the movements (interior piece) and assemble watches which would make them the first 100%USA-made watch company in 50 years. • The Marriot Company is looking at the property near Shea and Saguaro to build a two-story, 60-70 bed facility. • Residents are now moving into Park Place and commercial will be soon. 65% is under LOI or under negotiation for lease. • The CopperWynd owner said their project is ready to move forward. There will be additional rooms, ballrooms, and conference rooms. Chair Saar arrived at 4:19 p.m. • There are 15 active projects including a technology based company, a mom-and-pop woodshop (souvenirs and gifts), a dental training facility, and a personalized cabinet maker. Corr • An update on the Retail Strategy Plan was given at a recent Council meeting. Retail Strategies met with 26 retail businesses and commercial brokers representing retail businesses of which five are seriously Strategic Planning Advisory Commission Page 1 of 3 interested in Fountain Hills. The next convention will be in Las Vegas and appointments are already being scheduled with retailers. • The Fountain Hills trade area extends North,Northeast, and into parts of Scottsdale. Mr.Miller requested that Mr.Cooper present the Retail Strategies update at a future SPAC meeting. Mr. Miller said that Development Services Director Bob Rodgers and Senior Planner Marissa Moore would also give an update at a future SPAC meeting. Discussion turned to Plat 208 regarding parking,building, commercial,and residential use. Mr. Cooper gave an update on the Strategic Plan: • 135 new jobs were created in town in the past year • $2.5-$3M worth of Capital Expenditures • Mr. Cooper meets each week with a different commercial real-estate agent from the Valley to introduce them to Fountain Hills • The marketing and outreach programs are drawing call to the Economic Development Department Chair Saar would like a valley-wide perception survey of Fountain Hills done. He said the issues of demographics is driving employment away from Fountain Hills. Mr. Miller suggested the possibility of familiarity tours after the perception survey is completed; various businesses and reporters would be invited. Mr.Cooper continued on the Strategic Plan Update: • The Economic Development Plan will be updated by June 2019 and will incorporate the Town's Strategic Plan and include a marketing plan • Mr.Cooper distributed various marketing brochures to the Commissioners .4410 • Requested an increase for JumpStart Biz for a total of$20,000.00 in the FY2018-19 budget; to integrate EVIT with a public/private program • Zoning amendment allows second-story residential use in downtown commercial district Discussion turned to the development of the State Trust land and Mr. Miller noted that staff has reached out to developers. Mr. Cooper continued: • The next ED video will include three local businesses • Partnering with the Chamber to form a young professional group; an informational meeting is scheduled for April 11,2018 • In response to a question, Mr. Cooper said a lunch-and-learn for business owners could provide information regarding how to update technology to attract a younger demographic • FH Schools are included in marketing materials and will be discussed in the next video;the EVIT partnership will also be included • Mr. Cooper presented the ED marking video • Fort McDowell amenities will also be included in marketing materials/videos Chair Saar discussed a previous study regarding providing a van service to and from Sky Harbor; the van could have the Fountain Hills name on it. Mr.Miller mentioned that Fountain Hills Tourism has a promotional video at the Sky Harbor escalator.
