HomeMy WebLinkAboutSPAC.2018.1115.Minutes AIN�! o TOWN OF FOUNTAIN HILLS MINUTES OF THE STRATEGIC PLANNING ADVISORY COMMISSION hat NOVEMBER 15, 2018 AGENDA ITEM#1 —CALL TO ORDER A public meeting of the Strategic Planning Advisory Commission was convened and called to order by Chair Dana Saar at 4:00 p.m., Thursday, November 15, 2018 in the Council Chambers at Town Hall, located at 16705 East Avenue of the Fountains, Fountain Hills, Arizona. AGENDA ITEM#2—ROLL CALL Present at roll call were Chair Dana Saar, Vice-Chair Peter Bordow, Commissioners Gerard Bisceglia, John W. Craft, Jr., and John McHugh. Staff members present were Town Manager Grady Miller and Executive Assistant Nancy Walter. AGENDA ITEM#3—CALL TO THE PUBLIC No one spoke at the Call to the Public. AGENDA ITEM#4— DISCUSS AND RE-PRIORITIZE STRATEGIC PLAN ITEMS Commissioner McHugh read aloud the attached document and distributed the attached 2017 Strategic Plan with rankings. Mr. Miller reviewed aloud the attached Strategic Plan document, dated November 15, 2018. The Commission discussed the Strategic Plan and will individually reprioritize the items. ilia,. Vice Chair Bordow MOVED to combine the new priorities into an updated spreadsheet; Commissioner McHugh SECONDED the motion,which CARRIED UNANIMOUSLY by those present. Mr. Jerry Butler spoke on behalf of VisionFH 2.0; the committee would like to reach out to the public, as was done in 2016,to see what their priorities are now.The results would be presented to SPAC. The Commission will meet on December 13, 2018 at 4:00 p.m. AGENDA ITEM#5—UPDATE ON COMMISSION APPLICANTS AND APPOINTMENTS The new Council subcommittees will be appointed at Council's December 18th meeting. Commission applicants will then be scheduled for interviews. AGENDA ITEM#6—DISCUSS 2019 MEETING SCHEDULE Vice Chair Bordow MOVED to table this item until the December meeting; Commissioner McHugh SECONDED the motion,which CARRIED UNANIMOUSLY by those present. AGENDA ITEM#7—CONSIDERATION OF ADJOURNMENT Commissioner McHugh MOVED to adjourn at 5:25 p.m. Vice Chair Bordow SECONDED the motion, which CARRIED UNANIMOUSLY by those present. Dated this 18th day of December 2018. a alter xecutive Assistant J Strategic Planning Advisory Commission Page 2 of 2 John McHugh 20181115 MTG Before we attempt to prioritize the five (5) Goals, twelve (12) Strategies and twenty- seven (27) Tasks in the Town's Strategic Plan, I'd like to suggest we step back just a little. Ask yourself, why would anyone want a plan? Well - especially in the action-packed and extremely noisy world in which we live today - by mid-morning it's easy to lose sight of what you intended to accomplish when the day started . Having a plan can help you deal with a multitude of distractions and help you focus on what you know needs to be done. As we know, a plan needs to be actionable, with expected results that are measurable. If it has a lot of moving parts, it needs to be clear about which items are priority items. Page 1 of 2 John McHugh 20181115 MTG In my working life I have: been given plans my team and I needed to execute; developed my own plans as a business owner; and helped clients put their business plans into action . In an effort to be as helpful as possible to SPAC's client - the Mayor and other Town Council members — I would suggest that we first prioritize the Goals and then prioritize the tasks. Given the limitations of time and resources we all face, I think the best advice we can provide our client is for us to be very clear about what the Town should consider doing in order to address Fountain Hills' most urgent, most fundamental, most impactful problems. Let's do the goals, then see if we can at least agree on the top ten tasks that, realistically, will help our client come as close as possible to reaching the goals they have set for Fountain Hills, by adopting our strategic plan.
