AGENDA ITEM#1—CALL TO ORDER
A public meeting of the Strategic Planning Advisory Commission was convened and called to order by Chair
Dana Saar at 4:00 p.m., Thursday, June 23, 2016 in the Council Chambers at Town Hall, located at 16705 East
Avenue of the Fountains, Fountain Hills,Arizona.
AGENDA ITEM#2—ROLL CALL
Present at roll call were Chair Dana Saar, Vice-Chair Peter Bordow, Commissioners Tammy Bell, John W. Craft,
Jr., and George Seimon. Absent at roll call were Commissioners Gerard Bisceglia and Bernie Hoenle. Staff
members present were Town Manager Grady Miller and Executive Assistant Nancy Walter. Dori Wittrig
represented Vision Fountain Hills.
Chair Saar introduced Commissioner Tammy Bell.Ms. Bell gave a brief bio.
AGENDA ITEM#3—CALL TO THE PUBLIC
No one spoke at the Call to the Public.
AGENDA ITEM#4—CONSIDERATION OF APPROVING THE APRIL 28,2016 MEETING MINUTES
Vice-Chair Bordow MOVED to approve the April 28, 2016 meeting minutes; Commissioner Craft SECONDED
the motion,which CARRIED UNANIMOUSLY by those present.
AGENDA ITEM#5—REPORT FROM VISION FOUNTAIN HILLS
Dori Wittrig, the new Co-Chair of Vision Fountain Hills, gave the attached update on the results of the May 7th
workshop.
AGENDA ITEM#6—DISCUSSION OF VOLUNTEER WORKGROUPS
Vice-Chair Bordow will head up the volunteer workgroup to outline the needed volunteer workgroups to
accomplish the goals of VisionFH and SPAC. Chair Saar and Commissioner Bell will also be members of the
initial workgroup. The group's recommendations will be given at the July 28th meeting, which was added to the
meeting calendar.

Vice-Chair Bordow MOVED to adjourn at 4:46 p.m. Commissioner Seimon SECONDED the motion, which
CARRIED UNANIMOUSLY by those present.

Wittrig Comments for SPAC, 6.23.2016
The VisionFH Committee thought our job would be done after Community Survey of February and March,
then the Community Workshop in May, HOWEVER, one of the strong messages that came out of the
workshop was how thirsty the residents of the community are for deeper level of understanding of the
issues facing our town and how well received that information was when presented in a non-biased
format.
So, now, we feel it is our task over the next months to engage citizens and to create as many informed
residents as possible in our community. To that end, we are dedicating our efforts to two major areas:
WORK GROUPS to delve into the challenges and opportunities of the Strategic Priorities identified during
the Survey and Workshop, and;
FOUNTAIN HILLS LEADERSHIP ACADEMY to create a highly informed crop of citizens that can participate
in the challenges our community will experience now and in the future.
#1: Work Groups Overview:
• Email to all survey participants and workshop participants to invite them to be involved
`"iraw • Hope to fill 3 committees with 5-10 participants each
• Focus on the overriding STRATEGIC PRIORITIES:
1. Economic Development
2. Attracting new families/Sustaining our local schools
3. Maintaining our Town's infrastructure/Financial stability
Intent of Work Groups Overall is for
1. Group to understand the dynamics of the current effort by what we're calling our Key Facilitators
Group, namely the Town Leadership, FHUSD and the Chamber of Commerce. There is obviously
no need to duplicate effort, but rather we want to work with these organizations to shift
information to a core of folks to begin the community outreach process. Some of these efforts
might sound like:
a. What is or is not work in the efforts of the Key Facilitators Group;
b. What efforts have been made in the past...
c. what were the successes and failures?
2. What do businesses, schools and potential residents look for when selecting a community, a
school or a place to do business. How does FH measure up?
3. What are the current misperceptions from the residents of the community that can/should be
addressed.
4. Study incubator style organizations that can provide inspiration/support: i.e. ASU's Skysong,
Maricopa Colleges CEI Program (www.ceigateway.com), other school districts, other
communities
5. And then,finally, to Focus on the Strategic Priorities identified in the Community Survey(Feb-
March, 2016)and the May 7th Community Workshop and create usable information for the
community in those areas
The makeup of these work groups will be:
• a couple liaisons from VisionFH;
• a participant from the group responsible for that key results area (School District
Superintendent, Town Manager, Executive Director of Chamber of Commerce and any delegates
these key leaders feel is necessary to participate in this process.
• 5-10 Members from the public...perhaps more if we feel we can manage that process.
Again...these folks will be, to some extent, not only providing their talent and experience, but also will
hopefully provide an outreach function to inform their neighbors and friends.
#2: Leadership Academy
Modeled after successful programs like "Scottsdale Leadership Academy"
(www.ScottsdaleLeadership.org)and the Flinn-Brown Academy(www.azcivicleadership.org)intended
to create informed citizens and future leaders of Fountain Hills. An 8-week course consisting of%day or
full day intense immersion into the key areas of Fountain Hills town government, youth activities, civic
organizations,fire and safety and recreation.
GOALS OF FOUNTAIN HILLS LEADERSHIP ACADEMY: Fountain Hills Academy invites approximately 25
participants to apply for the Leadership Academy Class I. Criteria might look:
1. A desire to improve the Fountain Hills community by giving their time, talent and financial
resources volunteer participation in one or more community organizations
2. represent a unique and important perspective about a particular aspect of our community
3. contribute to the diversity of the class by their age, religion, race, profession or background
4. Participate in a Service Project aimed at community improvement with fellow students during
the last half of their coursework, providing a platform for creative ideas.
APPLICATION& INTERVIEW PROCESS: During first half of August, with course to begin in last half of
September.
TEAM& COORDINATORS:
•
• Need volunteers to coordinate the weekly programs,plan an Opening Night Reception and
Recognition Program and to seek sponshorships
• It is hoped that our participants are diversified by their age, religion, race, profession or
background
• Need participation by community leaders as facilitators and educators for each of the 8 sessions.
Each day session will be chock full of several locations within the community, a look at various
aspects of each topic and a social element for the participants. The eight weeks of topics
include:
1. Fountain Hills Sanitary District facilities
2. Public Safety
3. Senior Services
4. Youth Services
5. Schools
6. Environmental Stewardship
7. Town Governance:
8. Cultural and Civic Engagement:
We are already assembling a core team to begin the effort, but would like to request modest funding
from the various entities that we feel will most benefit from this activity: The Town of FH, The Chamber
of Commerce and the FHCCA.
Will be in touch with Town staff to put forth a proposal for modest funding very soon as we are currently
defining the budgets.
