GENERAL VOTING INFORMATION
On November 3, 2020, the Town of Fountain Hills is conducting a Special Election in conjunction with the
statewide election. All qualified Town electors as provided in A.R.S. §16-101, who will be: (i) at least 18
years old on November 3, 2020, (ii) who have resided in the Town of Fountain Hills for at least 29 days
before the election, and (iii) who are registered to vote or whose registration has been received by the
Elections Department of Maricopa County, Arizona, prior to midnight, the 29th day preceding the date of the
election (October 5, 2020), will be eligible to vote.
Check your registration status, get registration information, and access online and printable registration
forms at beballotready.com. Voter registration forms are also available at the Fountain Hills Town Hall.

PAMPHLET INFORMATION
The Town of Fountain Hills, Arizona has prepared this Information Pamphlet containing the complete text
of the resolution, official title, descriptive title, ballot format, and general description of the Fountain Hills
General Plan 2020, as well as arguments filed in favor of and in opposition to the proposition.
Only one Information Pamphlet will be mailed to each household in which a registered voter resides. Please
make the pamphlet available to all registered voters in the household. Electors are urged to read the
information contained in this Information Pamphlet so that you will be an informed elector and fully prepared
to exercise your right to vote.
IDENTIFICATION AT THE POLLS
Every qualified elector at a voting location is required to show proof of identity before receiving a ballot. The
elector shall announce his/her name and place of residence to the election official and present one form of
identification from List #1 that bears the name, address, and photograph of the elector OR two different
forms of identification from List#2 that bear the name and address of the elector OR two different forms of
identification from List #3.

An elector who does not provide one form of identification from List #1 that bears the name, address, and
photograph of the elector OR two different forms of identification from List#2 or List#3 that bear the name
and address of the elector shall not be issued a regular ballot, but shall receive a provisional ballot and will
have five (5) days after a Federal General election and three (3) days after any other election to provide
sufficient ID to the County Recorder in order for their provisional ballot to count.
ID MUST reasonably match the precinct register. Identification is "valid" unless it can be determined on
its face that it has expired.
LIST #1: Photo identification with name and address — ONE REQUIRED
Acceptable forms of identification with photograph, name, and address of the elector:
• Valid Arizona driver license
• Valid Arizona non-operating identification license
• Tribal enrollment card or other form of tribal identification
• U.S. Federal, State or Local Government issued identification

• Utility bill of the elector that is dated within ninety days of the date of the election. A utility bill may be for
electric, gas, water, solid waste, sewer, telephone, cellular phone, or cable television
• Bank or credit union statement that is dated within ninety days of the election
• Valid Arizona vehicle registration or vehicle insurance card
• Indian census card, Tribal enrollment card or other form of tribal identification
• Property tax statement
• Recorder's certificate or Voter Registration card —to obtain a digital/printable voter registration card, visit

• U.S. Federal, State or Local Government issued identification
• Any "Official Election Material" mailing bearing the voter's name and address
LIST#3: Mix and Match from List#1 and List#2 —TWO REQUIRED
• Any Valid Picture ID from List #1 in which the address does not reasonably match the precinct register
or that does not contain an address accompanied by a non-photo ID from List#2 in which the address
does reasonably match the precinct register

VOTING AT THE POLLS
1. The polls are open on Election Day from 6:00 a.m. to 7:00 p.m.
2. Every qualified elector is required to show proof of identity at the voting location before receiving a ballot.
3. For the purpose of assisting in casting a ballot, any voter may be accompanied into the voting booth by
a person of their choice with the following exception: A person who is a candidate appearing on the
ballot (other than a precinct committeeman candidate) or who has been employed by or volunteered
for a candidate, campaign, political organization or political party in that election is not eligible to assist
any voter.

4. Sample ballots or informational pamphlets may be brought to the voting place and may be taken into
the voting booth on the day of the elections.
5. Any qualified voter who at 7:00 p.m. is in the line of waiting voters shall be allowed to prepare and cast
their ballot.
QUALIFICATIONS TO VOTE
In order to vote in this election, you must have been registered in a precinct within the boundaries of the
town on or before midnight, Monday, October 5, 2020. If you do not know if you are qualified to vote,
you can check your status online at www.BallotStatus.Maricopa.Vote or www.BeBallotReady.Vote.

PERMANENT EARLY VOTING LIST VOTERS
Individuals who have signed up to be on the Permanent Early Voting List (PEVL) and who are eligible to
vote in this election will automatically be sent an early ballot on the first day of early voting (October 7,
2020) unless they contact the department by Saturday, September 19, 2020, to indicate that: 1) they do
not wish to receive an early ballot for this election or, 2)wish to be removed completely from the Permanent
Early Voting List. To check to see if you are on the Permanent Early Voting List, or for information on how
to update or be removed from the Permanent Early Voting List, please visit our website at
www.Request.Maricopa.Vote or www.BeBallotReady.Vote or contact our department at 602-506-1511.
EARLY VOTING
Individuals who are eligible to vote in this election and who wish to vote an early ballot in person may appear
at any of the vote centers located throughout the county beginning Wednesday, October 7, 2020. For those
locations and hours of operation, please visit www.Locations.Maricopa.Vote or call 602-506-1511. In-
person voting can take place until 5:00 p.m. on October 30, 2020, the Friday prior to the election.
Requests for a mail ballot can be made by calling the Maricopa County Elections Department at 602-506-
1511 or 602-506-2348 (TDD). Written requests may be sent to the Maricopa County Elections Department,
510 S. 3rd Ave., Phoenix, 85003 and Internet requests can be made at the following site:
www.Request.Maricopa.Vote. Written, Phone or Internet requests must be received by the Office of
the County Recorder no later than 5:00 p.m., on the second Friday preceding the election
(October 23, 2020). Written requests should include:
1) Name and residence address;
2) Birth date;
3) Election for which the ballot is requested;
4) Address where the ballot is to be mailed if different than residence address;
5) Signature of requestor.
In order to be valid and counted, the mailed ballot and signed Affidavit must be received by the Office of
the County Recorder or other officer in charge of elections or deposited at any voting location in the county
no later than 7:00 p.m. on Election Day, November 3, 2020.

RESOLUTION NO. 2020-01
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE TOWN OF
FOUNTAIN HILLS, ARIZONA, ADOPTING THE "FOUNTAIN HILLS
GENERAL PLAN 2020"AND CALLING A SPECIAL ELECTION TO BE
HELD NOVEMBER 3, 2020, FOR VOTER RATIFICATION OF THE
NEW GENERAL PLAN AS REQUIRED BY LAW
RECITALS:
WHEREAS, on January 7, 2010, the Mayor and Council of the Town of Fountain Hills
(the "Town Council") approved the Town of Fountain Hills General Plan 2010 (the
"General Plan 2010")which General Plan 2010 was subsequently ratified by the qualified
electors of Fountain Hills on May 18, 2010; and
WHEREAS, the Town of Fountain Hills is required to adopt a new general plan at least
every ten years in accordance with the goals and requirements contained in the Ariz.
Rev. Stat. 9-461.05 et seq., as amended (the "Applicable Law"); and
WHEREAS, the proposed new Fountain Hills General Plan 2020 (the "General Plan
2020") includes all the elements and information that is required to be included in a
general plan for the Town pursuant to Applicable Law; and,
WHEREAS, the Town has consulted with, advised and provided opportunity for official
comment by public officials, public agencies, civic organizations, professional
organizations, property owners and citizens as required by Applicable Law; and
WHEREAS, the Planning and Zoning Division, as the designated planning agency for the
Town of Fountain Hills (the "Town") has, at least 60 days prior to the notice of the first
public hearing on the General Plan 2020 by the Town's Planning and Zoning Commission
(the "Commission"), transmitted a review copy of the General Plan 2020 to the members
of the Commission, to the Town Council, and to all person or entities who made a written
request to receive a review copy of the proposal and has submitted a copy to, and
solicited comments from, each agency as required by Applicable Law; and
WHEREAS, a draft General Plan 2020 was placed on the Town's website and made
available for public review on or before November 10, 2019 and the final draft General
Plan was placed on the Town's website on or before January 30, 2020; and
WHEREAS, a Stakeholders' meeting and a public open house were held on
November 15, 2019, at the Town Community Center to inform the public of the draft
General Plan 2020 and a Stakeholders meeting was held on February 26, 2020 to review
and receive comment on the final draft General Plan 2020; and
WHEREAS, the Commission and Town Council received periodic updates on the General
Plan throughout the process; and
WHEREAS, notice of the public hearings on the General Plan 2020 by the Commission
and Town Council were published in the Fountain Hills Times, April 15, April 22, April 29,
and May 5, 2020; and
WHEREAS, public hearings regarding the General Plan 2020 were held by the
Commission on May 4, 2020 and by the Town Council on May 19, 2020.

ENACTMENTS:
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF
THE TOWN OF FOUNTAIN HILLS as follows:
SECTION 1. The General Plan 2020, including narrative text and graphics, is hereby
approved subject to ratification by the voters.
SECTION 2. The General Plan 2020 shall be deemed to have been adopted as of the
date of this Resolution and shall be valid for a period of ten years from the date of
adoption.
SECTION 3. The General Plan 2020 shall be submitted for ratification to the qualified
electors of the Town of Fountain Hills and a Special Election is hereby called for the
purpose of such ratification, which Special Election shall be conducted in conjunction with
the anticipated General Election to be held on November 3, 2020.
SECTION 4. Copies of the General Plan 2020 shall be on file in the following locations:

SECTION 5. An Information Pamphlet, including a general description of the General
Plan 2020 and its contents, will be delivered to every household in which a registered
voter resides.
SECTION 6. Submitting Arguments. The Town hereby sets the date of August 5, 2020,
at the hour of 6:00 p.m., as the deadline to submit arguments FOR or AGAINST the
question. The Town Clerk is authorized to publish in a newspaper of general circulation
within the Town a notice stating the deadline for the filing with the Town of arguments
FOR or AGAINST, for inclusion in the Informational Pamphlet. A form of the notice
requesting arguments FOR and AGAINST, including the deadline for submitting
arguments, is attached hereto as Exhibit A. The Town Clerk is authorized to revise the
form of notice hereto as necessary to comply with all applicable laws.
Each argument shall not exceed 300 words in length and shall contain the sworn
statement of each person sponsoring it. If the argument is sponsored by an organization,
it shall contain the sworn statement of two executive officers of the organization, or if
sponsored by a political committee, it shall contain the sworn statement of the
committee's chairman or treasurer. Each argument shall also be submitted to the Town
Clerk in electronic format. Persons signing shall also identify themselves by giving their
residence or post office address and a telephone number, which shall not appear in the
pamphlet. With each argument supporting or opposing the question, one hundred dollars
($100.00) shall be deposited with the Town Clerk, for a proportionate cost of paper and
printing the argument.

SECTION 7. If any provision of this Resolution is for any reason held by any court of
competent jurisdiction to be unenforceable, such provision or part hereof shall be deemed
separate, distinct and independent of all other provisions and such holding shall not affect
the validity of the remaining portions of this Resolution.
PASSED AND ADOPTED by the Mayor and Council of the Town of Fountain Hills, this
19th day of May, 2020.

INFORMATION REGARDING
FOUNTAIN HILLS GENERAL PLAN 2020
Summary
The Fountain Hills General Plan 2020 (Plan) is a unique document that serves as the guiding document for
growth and development in the Town for the next 10 years. Developed with extensive public input, the Plan
provides a vision, goals, and policies related to all aspects of the Town.
The Fountain Hills General Plan 2020 replaces the Fountain Hills General Plan 2010, which has been in
effect since 2010.
The Plan's Vision
Based on input received through the public input process, a vision statement was developed for the Plan.
This vision statement both captures aspects of the Town that are important to preserve for the future and
sets a target to guide areas of continued growth and change. The vision statement, which is on page 14 of
the policy plan document, states:

activities
• Unique dining and shopping options abound
• Multiple recreational opportunities support healthy and active lifestyles
• A stable economy invites innovation and creativity and delivers meaningful
employment options to an engaged, active, and diverse population
• A variety of housing options are available in safe, quiet, pleasant, and enjoyable
neighborhoods

The Plan's Overarching Principle
One overarching principle supports Fountain Hills' Vision: Carefully and thoughtfully integrating
neighborhoods, environment (built, natural, and social), and the economy to maintain a thriving community.
This principle seamlessly brings together the places we live, work, shop, go to school, and recreate in a
viable and sustainable manner.

Outline of the Plan
The Fountain Hills General Plan 2020 is comprised of four documents:
• Background and Conditions Report
• Community Vision Report
• Policy Plan (the primary document that contains all Plan goals and policies)
• Plan Overview
It is the Policy Plan that was approved by Council and is the subject of the vote.
Policy Plan
The Fountain Hills General Plan 2020 is divided into five sections. Those sections and topics covered include:
Section I: Planning for Our Future
This section of the Plan provides an introduction and overview, including the purpose for the Plan,the location
of Fountain Hills in the regional context, and a brief history of Fountain Hills. Also included in this section is
a description of how the Plan is used and can be amended. The final portion of this section of the Plan
describes the citizen input received that led to the Vision Statement and Overarching Principle that guides
the Plan. The Overarching Principle focuses on the interaction between neighborhoods, environment (built
and natural)and the economy to create a thriving community. The next three sections of the Plan cover each
of these topics in detail.
Section II: Thriving Neighborhoods
Neighborhoods are a major part of Fountain Hills. This section of the Plan reviews current and projected
housing needs, neighborhood amenities, and neighborhood safety. The section concludes with goals and
policies to help create and maintain thriving neighborhoods.
Section Ill: Thriving Environment
This section of the Plan is divided into a review and discussion of the Built Environment and the Natural
Environment. Elements under this section include:
• Great Places Element — reviews and provides goals and policies related to land use and zoning and
establishes character areas for the Town.
• Social Environment Element — reviews spaces built for social interaction, including parks; streets,
sidewalks, and trails; and opportunities for passive and active recreation. Goals and policies related to
these topics are provided.
• Connectivity, Access and Mobility Element — reviews the Town's transporation and transit opportunities
both locally and in context of the larger region. There is also discussion of safety and wayfinding. Goals
and policies related to access and circulation are provided.
• Public Facilities and Services Element—reviews law enforcement and emergency services, utilities, other
public facilities and community services, and the Town's Capital Improvement Program. Goals and
policies related to these topics are provided.
• Natural Resources and Open Space Element — reviews environment stewardship, topography and
hydrology resources, air and water quality, open space, dark skies, and energy. Goals and polices related
to natural resources and open space are also provided.

Section IV: Thriving Economy
This section of the Plan addresses topics related to continued development of the Fountain Hills economy
and the cost of maintaining the Town infrastructure. The section is divided into two parts: Economic
Development and Cost of Development. The Economic Development Element primarily reviews the 2017
Fountain Hills Strategic Plan and provides goals and policies related to economic development. The Cost of
Development Element reviews legislative requirements and limitations on funding, the Town's budget and
Capital Improvement Program, regulatory tools available for funding, and growth-related revenues. Goals
and polices related to cost of development are also provided.
Section V: General Plan Administration & Implementation
This section of the Plan provides information and direction on how the Plan will be implemented over the life
of the Plan. The section on General Plan Administration provides direction on how the Plan can be amended
and updated as necessary. It also describes the requirements for an annual report on Plan implementation.
The final section of the Plan provides a table that lists implementation actions that can be taken regarding
each of the goals and policies contained in the Plan. Each item is assigned a responsible department, an
anticipated time frame, potential funding sources, and suggested partners to assist with implementation.
QUESTIONS AND ANSWERS
Why do we need to update the Town's General Plan?
Arizona law requires every community with over 2,500 residents to update its general plan every 10 years.
The Town's last general plan was ratified by voters in May 2010. The Fountain Hills General Plan 2020 was
adopted by the Fountain Hills Town Council May 19, 2020, and will go to the voters for ratification on
November 3, 2020.
Why is the General Plan being voted on?
Arizona law requires that each city or town general plan be approved by voters before taking effect.
What is the significance of the General Plan?
The Fountain Hills General Plan 2020 is a policy guide, serving as the general plan for the Town of
Fountain Hills. As mandated by state law, the Plan covers a range of topics with information on current
conditions and our vision for the future as it relates to each Plan element. In addition, the Plan outlines
carefully developed goals and policies to realize the future vision. As a policy guide, the Plan provides a
framework for other detailed planning documents and planning tools, such as the zoning code, strategic
plans, neighborhood or subarea plans, and master plans. The Plan is not a budget or commitment to spend
money, nor a list of projects to build, and it does not include ordinances or regulations.
What is the difference between a goal and a policy?
A goal is the desired result a community envisions and commits to achieve, whereas a policy is a deliberate
course of action, mostly directed to decision makers in government, institutional, and business leaders, to
guide decisions and achieve stated goals.
Who developed the General Plan?
The Fountain Hills General Plan 2020 was prepared under the direction of the Fountain Hills Town Council
through the use of a Stakeholder Committee and a Technical Advisory Committee. The work to solicit

community input, evaluate the current conditions, and draft a new plan was done by Town staff with the
support of a consultant team.
Over the course of more than a year, various means were employed by the consultant and staff to engage
the pubic in the process. This effort included several workshops where the public was invited to attend and
provide ideas and suggestions about the Town, attendance at community events, posting information online
and soliciting online comments, and general public and stakeholder meetings.
As the Plan was drafted, presentations were made to the Planning and Zoning Commission and the Town
Council in open public meetings to allow for additional input and suggestions on the content of the Plan.
Incorporating community members' ideas and opinions, the Fountain Hills General Plan 2020 has been
developed by Fountain Hills residents. Each draft of the Plan was made public and the public was given the
opportunity to provide comments on the draft document. Hundreds of changes were made to the Plan based
on comments and suggestions received. Planning in public is vital for the long-term success of articulating a
community vision; indeed full community support ensures implementation of the Plan's concepts and
strategies from both the pubic and private sectors.
What kind of community feedback/involvement was involved in development of the Plan?
Community involvement began with a Stakeholder visioning meeting in January 2019. This was followed by
youth outreach to the high school and middle school in February and the elementary school in March 2019
to get feedback from our youth about what is important to them with the future of the Town. Public visioning
and open house meetings were held in April 2019 to receive general public input and comment regarding the
current conditions in the Town and receive their ideas on what was important to the future of the Town.
Community engagement also included having a presence at community events, such as the Dark Sky
Festival and Music Fest events in 2019. Stakeholder and general public workshops were held in November
2019 to receive feedback on the first draft Plan document. A final Stakeholders meeting was held in February
2020 for review of the final draft plan.
How will the General Plan be used?
The Fountain Hills General Plan 2020 is used for decision making so that Fountain Hills Town government
is accountable for publicly derived policy outcomes and goals. It also provides the basis for policies and
regulations to guide physical and economic development within the Town. The Plan will be used as a guide,
or roadmap for the future of the Town, and it establishes priorities for public action and direction for
complementary private decisions, thus striving to establish predictability in the decision-making process. The
Plan will also serve as a benchmark for citizens, developers and public officials. It will provide all these groups
a standard to evaluate future proposals and decisions concerning the Town's future development.
How does the General Plan support and protect property rights?
The Plan does not affect existing property rights or entitlements, and it differentiates, for example, between
currently undeveloped land and land that is preserved as open space. The Plan does not call any property
"Open Space" unless it has been purchased or legally designated for conservation purposes, as vacant
undeveloped land always has the potential for development consistent with zoning entitlements. The Plan
uses a concept of "character areas" to define existing and future types of development activity throughout
the Town. These character areas serve to both protect the established character (expectations for how a
property can be used) and directs how it can continue to be used in the future in a way that supports the
maintenance of neighborhoods and commercial areas throughout the Town.

What is new in the Fountain Hills General Plan 2020 compared to the Fountain Hills General Plan
2010?
In many respects the new Plan is very similar to and continues to carry forward the goals and objectives of
the previous Plan. Both Plans cover the topics required by state statutes and seek to preserve the qualities
of the Town that make it a special place to live and work. There are, however, some important differences in
the new Plan compared to the previous Plan.
• The 2010 Plan document was organized around the statutorily required elements, addressing each one
independently. The 2020 Plan is organized around the three components of the Overarching Principle:
Neighborhoods, Environment, and Economy. This organization allows treatment and consideration of the
required elements in terms of what is important to the community in a more integrated way.
• The 2010 Plan included a typical Land Use Plan map that organizes existing and plan development
based on the use of the land - e.g., Single Family/Low (1-2 dwelling units per acre), Multi-Family Medium
(4-10 dwelling units per acre), General Commercial/Retail, etc. The 2020 Plan takes a different approach
that combines land use with other aspects of development (density, building form, street type, etc.) and
establishes "Character Areas"that are mapped, instead of a land use plan. The Character Area approach
works to maintain the character of a given place while allowing flexibility to evolve within a set of
parameters described within the Plan.
How does the Plan affect the zoning of my property?
The Plan does not change or affect the existing zoning on one's property. Future zone changes, however,
must be consistent with the Plan.
Will the Plan affect taxes?
No. Approval of the Plan will not carry any added direct costs to taxpayers.
If approved by the voters, when will the Plan take effect?
The Plan takes effect upon official certification of a favorable election outcome.
What happens if the voters do not approve the Fountain Hills General Plan 2020?
By state law, a general plan cannot be effective until approved by the Town's voters. If this Plan is not
approved, the Town's current general plan, Fountain Hill General Plan 2010, will remain in effect until a new
plan is approved by the voters. It is likely that additional information would be sought from the community to
determine whether to re-adopt the 2010 Plan with amendments or bring a revised version of the 2020 Plan
to the citizens in a future election.
Where can I find additional information about the Fountain Hills General Plan 2020?

Descriptive Title: The Fountain Hills General Plan 2020 is a general plan establishing
Fountain Hills land use goals and policies, including all elements required by A.R.S. §9-
461.5 to maintain and develop Fountain Hills in accordance with the Plan's vision
statement.

El 3 de noviembre de 2020, el Pueblo de Fountain Hills celebrara una elecciOn especial en conjunto con la eleccion estatal.
Cualquier elector calificado de la ciudad segun lo establecido en la ley estatal,A.R.S. Seccion 16-101 que: (i)haya cumplido
al menos 18 anos de edad el 3 de noviembre de 2020, (ii) haya residido en la ciudad de Fountain Hills por lo menos 29
digs antes de la elecciOn, y (iii) haya sido registrado para voter o cuya inscripcion haya sido recibida por el Departamento

IDENTIFICACION EN LOS LUGARES DE VOTACION

UNA RESOLUCION DEL ALCALDE Y EL CONCEJO DEL PUEBLO
DE FOUNTAIN HILLS, ARIZONA, QUE ADOPTA EL "PLAN
GENERAL DE FOUNTAIN HILLS 2020" Y CONVOCA UNA
ELECCION ESPECIAL A SER CELEBRADA EL 3 DE NOVIEMBRE
DE 2020, PARA LA RATIFICACION DEL NUEVO PLAN GENERAL
POR LOS VOTANTES, SEGUN LO REQUIERA LA LEY
CONSIDERANDOS:
CONSIDERANDO QUE, el 7 de enero de 2010, el Alcalde y el Concejo Municipal de
Fountain Hills (el "Ayuntamiento") aprob6 el Plan General de Fountain Hills 2010 (el
"Plan General 2010") y dicho Plan General 2010 fue ratificado subsiguientemente por
los electores calificados de Fountain Hills el 18 de mayo de 2010; y
CONSIDERANDO QUE, el Pueblo de Fountain Hills esta obligada a adoptar un nuevo
plan general al menos cada diez anos segun las metas y requisitos contenidos en la
ley estatal de Arizona (en ingles, Arizona Revised Statutes) seccion 9-461.05 et seq.,
en su forma enmendada (la "Ley aplicable"); y
CONSIDERANDO que, el nuevo Plan General de Fountain Hills 2020 (el "Plan General
2020") incluye todos los elementos e informaciOn que se requiere incluir en un plan
general para el Pueblo de conformidad con la Ley aplicable; y
CONSIDERANDO que, el Pueblo ha consultado, asesorado y brindado la oportunidad
de comentarios oficiales de funcionarios publicos, agencias publicas, organizaciones
civicas, organizaciones profesionales, propietarios y ciudadanos, segun lo requerido
por la Ley aplicable; y
CONSIDERANDO que la Division de Planeamiento y Zonificacion, como organismo de
planeamiento urbano designado para el Pueblo de Fountain Hills (la "Ciudad"), ha
transmitido, al menos 60 dias antes de la notificacion de la primera audiencia publica
sobre el Plan General 2020 por la Comision de Planeamiento y Zonificacion de la
Ciudad (la "Comision"), una copia de revisiOn del Plan General 2020 a los miembros
de la Comision, el Concejo Municipal, y a todas las personas o entidades que
presentaron una solicitud por escrito para recibir una copia de revisiOn de la propuesta
y ha presentado una copia y solicitado comentarios a cada agencia segun lo requerido
por la Ley aplicable; y
CONSIDERANDO que, un borrador del Plan General 2020 fue publicado en el sitio
web de la Ciudad y estuvo disponible al publico para su revisiOn en la fecha o antes
del 10 de noviembre de 2019 y el borrador final del Plan General fue publicado en el
sitio web de la Ciudad en la fecha o antes del 30 de enero de 2020; y
CONSIDERANDO que, el 15 de noviembre de 2019, se celebr6 una reuniOn de los
interesados y una reunion publica abierta en el Centro Comunitario de la Ciudad para
informar al publico sobre el proyecto de Plan General 2020 y se celebrO una reuniOn
de los interesados el 26 de febrero de 2020 revisar y recibir comentarios sobre el
borrador final del Plan General 2020; y
CONSIDERANDO que la Comision y el Concejo Municipal recibieron actualizaciones
periodicas sobre ell Plan General a lo largo del proceso; y

CONSIDERANDO que, la notificaciOn de las audiencias publicas sobre el Plan General
2020 por la ComisiOn y el Concejo Municipal se publicaron en Fountain Hills Times, en
las fechas,15 de abril, 22 de abril, 29 de abril y 5 de mayo de 2020; y
CONSIDERANDO que las audiencias publicas sobre el Plan General 2020 fueron
celebradas por la ComisiOn el 4 de mayo de 2020 y por el Concejo Municipal el 19 de
mayo de 2020.
PROMULGACIONES:
POR LO TANTO SE RESUELVE POR EL ALCALDE Y EL CONCEJO MUNICIPAL
DEL PUEBLO DE FOUNTAIN HILLS COMO SIGUE:
SECCION 1. El Plan General 2020, incluso el texto narrativo y graficos, por la presente
queda aprobado sujeto a ratificacion por los votantes.
SECCION 2. El Plan General 2020 se considerara adoptado a partir de la fecha de la
presente resoluciOn y tendra una validez de diez arms a partir de la fecha de adopciOn.
SECCION 3. El Plan General 2020 se presenta a la ratificacion de los electores
calificados del Pueblo de Fountain Hills y se convoca una eleccion Especial para tal
ratificaciOn. Dicha eleccion especial se Ilevara a cabo conjuntamente con la eleccion
General prevista a celebrarse el 3 de noviembre de 2020.
SECCION 4. Se archivaran copias del Plan General 2020 en los siguientes lugares:

FAVOR o EN CONTRA de la cuestion. El Secretario Municipal esta autorizado a
publicar en un periodico de circulacion general dentro de la Ciudad un aviso que
establece la fecha limite para la presentaciOn a la Ciudad de argumentos A FAVOR o
EN CONTRA, para su inclusion en el folleto informativo. Una forma de la notificacion
solicitando argumentos A FAVOR y EN CONTRA, incluyendo la fecha limite para
presentar argumentos, se adjunta como Anexo A. la Secretaria Municipal esta
autorizado a revisar la forma de notificacion de la presente como sea necesario para
cumplir con todas las !eyes aplicables.
Cada argumento no puede exceder de 300 palabras y debe incluir la declaraciOn jurada
de cada persona que to patrocina. Si el argumento esta patrocinado por una
organizacion, debera incluir la declaraciOn jurada de dos funcionarios ejecutivos de la

organizacion, o si esta patrocinada por un Comite politico, debera incluir la declaraciOn
jurada del presidente o tesorero del Comite. Cada argumento tambien sera presentado
a la Secretaria Municipal en formato electrOnico. Las personas que firmen tambien se
identificaran dando su domicilio o direccion postal y un numero de telefono, que no
figurara en el folleto. Se debe incluir con el entablamiento de cada argumento
apoyando u oponiendose a la cuestiOn, un pago de cien dOlares ($100) sera colectado
por la Secretaria Municipal, para compensar una parte proporcional del costo de papel
e impresiOn del argumento.
SECCION 7. Si cualquier disposiciOn de la presente resolucion sea, por cualquier
razOn, considerada por cualquier tribunal de jurisdicciOn competente como inaplicable,
dicha disposiciOn o parte se considerara separado, La diferencia e independencia de
todas las demas disposiciones y de dicha contenciOn no afectara a la validez de las
partes restantes de la presente resoluciOn.

Resumen
El Plan General de Fountain Hills 2020 (Plan) es un documento unico que sirve como documento guia para el
crecimiento y desarrollo en la ciudad durante los proximos 10 arms. Desarrollado con una amplia aportaciOn
publica, el Plan proporciona una visiOn, metas y politicas relacionadas con todos los aspectos del Pueblo.
El Plan General de Fountain Hills 2020 reemplaza al Plan General de Fountain Hills 2010 que ha estado en vigor
desde el 2010.
La vision del Plan
Basandose en los aportes recibidos a traves del proceso de consultas pOblicas, se elaboro una declaraciOn de
vision para el Plan. Dicha declaraciOn de visiOn captura los dos aspectos del Pueblo que son importantes para
preservar en el futuro y establece un objetivo para guiar las areas de crecimiento y cambio continuado. Dicha
DeclaraciOn de visiOn, que se encuentra en la pagina 14 del Plan de politicas, declara:

Un principio general apoya la visiOn de Fountain Hills: integrando cuidadosamente y con consideraciOn los

Es el Plan de Politicas que fue aprobado por el Concejo y que es el objeto de la votaciOn.
Plan de Politicas
El Plan General de Fountain Hills 2020 esta dividido en cinco secciones. Las secciones y temas tratados incluyen:
Seccion I: Planeamiento para nuestro futuro
Esta seccion del Plan ofrece una introducciOn y una visiOn general que incluye el proposito del Plan, la ubicacion
de Fountain Hills en el contexto regional, y una breve historia de Fountain Hills. Tambien se incluye en esta
seccion una descripcion de como se utiliza el plan y como se puede modificar. La parte final de esta seccion del
Plan describe el aporte recibido por parte de los ciudadanos, el cual result() en la DeclaraciOn de Vision y al
principio general que guia el Plan. El principio general se centra en la interacciOn entre los vecindarios, el ambiente
(construido y natural) y la economia para crear una comunidad prOspera. Las siguientes tres secciones del Plan
cubren cada uno de estos temas en detalle.
Seccion II: Vecindarios prosperos
Los vecindarios son una parte importante de Fountain Hills. En esta seccion del Plan se revisan las necesidades
de vivienda actuates y futuras, las comodidades y la seguridad del vecindario. La seccion concluye con metas y
politicas para ayudar a crear y mantener vecindarios prosperos.
Seccion Ill: Ambiente prospero
Esta seccion del Plan se divide en una revision y discusion del ambiente construido y el ambiente natural. Los
elementos de esta seccion incluyen:
• Elemento de Great Places (lugares de gran belleza) — revisa y proporciona metas y politicas relacionadas
con el use de la tierra y la zonificacion y establece areas de caracter para la ciudad.

Esta secciOn del Plan aborda temas relacionados con el desarrollo continuo de la economia de Fountain Hills y

costo del desarrollo. El elemento de Desarrollo EconOmico revisa principalmente el Plan Estrategico de Fountain
Hills 2017 y proporciona metas y politicas relacionadas con el desarrollo econOmico. El elemento de costo del
desarrollo revisa los requisitos legislativos y las limitaciones de financiamiento, el presupuesto de la ciudad y el

La ley de Arizona requiere que cada comunidad con mas de 2,500 residentes actualice su plan general cada 10
anos. El ultimo plan general de la Ciudad fue ratificado por los votantes en mayo de 2010. El Plan General de
Fountain Hills 2020 fue adoptado por el Concejo Municipal de Fountain Hills el 16 de mayo de 2020, y ahora estA
programado para ser ratificado por los votantes el 3 de noviembre de 2020.
4Por que se vota el Plan General?
La ley de Arizona requiere que cada plan general del Pueblo sea aprobado por los votantes antes de entrar en
vigor.
4 Cual es el significado del Plan General?
El Plan General de Fountain Hills 2020 es una guia politica, que sirve como el plan general del Pueblo de Fountain
Hills. Como lo exige la ley estatal, el Plan cubre una serie de temas con informacion sobre las condiciones actuales
y nuestra vision para el futuro en lo que se refiere al tema en cuestiOn. AdemAs, el Plan esboza las metas y

6Quien desarrollo el Plan General?
El Plan General de Fountain Hills 2020 fue preparado bajo la direccion del Concejo Municipal de Fountain Hills a
traves del use de un Comite de partes interesadas (en ingles, Stakeholders) y un Comite consultivo tecnico (en
Ingle s, Technical Advisory). El trabajo para solicitar Ia opinion de la comunidad, evaluar las condiciones actuales
y elaborar un nuevo plan fue realizado por el personal de la ciudad con el apoyo de un equipo de consultores.
En el transcurso de mas de un ano, el consultor y el personal emplearon varios medios para involucrar al pOblico
en el proceso. Este esfuerzo incluyo varios talleres donde el pCiblico fue invitado a asistir y proporcionar ideas y
sugerencias sobre la Ciudad, asistencia a eventos comunitarios, publicar informaciOn en linea y solicitar

Esto fue seguido por alcances a los jOvenes en la escuela secundaria y la escuela intermedia en febrero y en la
escuela primaria en marzo de 2019 para obtener comentario de nuestros jOvenes sobre lo que es importante para
ellos con el futuro de la ciudad. En abril de 2019, se celebraron reuniones abiertas al publico y de vision para
recibir informacion y comentarios del publico en general sobre las condiciones actuales en la ciudad y recibir sus

propiedad como "espacio abierto" a menos que haya sido adquirida o legalmente designada para fines de

enfoque de areas de caracter sirve para mantener el caracter de un lugar dado mientras que permite la
flexibilidad para la evoluciOn dentro de un conjunto de parametros descritos dentro del Plan.
