To the Voters of the Town of Fountain Hills:
The purpose of the Publicity Pamphlet is to provide you with information on a proposition which
will appear on the September 10,2002 Primary Election Ballot.
In compliance with the Federal Voting Rights Act,this Publicity Pamphlet has been prepared
in both English and Spanish.
I urge you to carefully read the proposal contained within this pamphlet and the effect a"Yes"
or "No" vote will have so that you will be prepared to fully exercise your right to vote on
September 10,2002.

POLLING PLACE INFORMATION
1. The polls are open on Election Day from 6:00 a.m.to 7:00 p.m.
2. Anyone who is either physically or visually impaired or who is unable to read,or understand
the contents of the ballot card may be accompanied into the voting booth by a person of the
voter's choice or a representative of each major political party for the purpose of assisting
the voter in casting the voter's ballot. A person who is a candidate for an office in that
election other than the office of precinct committeeman is not eligible to assist any voter.
3. All qualified voters who are in the line of waiting voters by 7:00 p.m.,shall be allowed to
prepare and cast their ballot.
TO CAST YOUR VOTE,make sure you go to the polling place address indicated on the mailing
label of this pamphlet.

EARLY VOTING
Individuals who are eligible to vote in this election and who wish to vote an early ballot in person
may appear at any of the County Recorder Offices located at 111 S.3rd Ave, Phoenix;2025
E.University Dr,Phoenix or 222 E.Javelina,Mesa,beginning August 8,2002.In person voting
can be done until 5:00 p.m.on September 6,2002,the Friday prior to the election.
Early voting also will be available at several satellite sites throughout the county.For locations
and hours of operation,please call 602-506-1511.
Requests for a mail ballot can be made by calling Maricopa County Elections Department at
602-506-1511 or 602-506-2348(TDD).Written requests may be sent to the Maricopa County
Elections Department,2025 East University Drive,Phoenix,85034 and Internet Requests can
be made at the following site:(http://recorder.maricopa.gov/recorder/elections/earlyballot.htm)
Written,Phone or Internet requests must be received by the Office of the County Recorder no
later than 5:00 p.m. on the second Friday preceding the election (August 30, 2002).Written
requests should include:
1) Name and residence address;
2) Birthdate;
3) Election for which the ballot is requested;
4) Address where the ballot is to be mailed if different than residence address;
5) Signature of requester.
In order to be valid and counted,the mailed ballot and Affidavit must be received by the Office
of the County Recorder,other officer in charge of elections or deposited at any polling place in
the county no later than 7:00 p.m.on Election Day(September 10,2002).

What is a General Plan?
A General Plan is a document that:
o Represents a community vision
o Portrays existing conditions and identifies goals
o Established guidelines for policy decisions
o Satisfies State statute requirements
Why does Fountain Hills have a General Plan?
The General Plan 2002 enables the community to participate in shaping the character of
the community,gives direction to policy makers,and is mandated by State law.
What a General Plan does NOT
The General Plan 2002 does not
o Become a part of the Zoning Ordinance
o Change existing zoning
o Become a part of any Capitol Improvement Plan
o Establish master plan projects
What is the General Plan 2002 update?
The General Plan 2002 update is a revision of the original Town of Fountain Hills General
Plan that was adopted May 6, 1993.The General Plan 2002 contains new elements as
mandated by the State in the Growing Smarter Legislation.
Is the draft of the General Plan 2002 available for me to review?
YES!Copies of the General Plan 2002 DRAFT are available for your review at the public
library,the Community Development Department and the Town Administration offices.For
more information about the General Plan 2002, contact the Community Development
Department at 480-816-5177.
What happens if the General Plan 2002 is not approved in this election?
The State requires that the General Plan 2002 be ratified by the citizens of Fountain Hills
in a General Election.If the General Plan 2002 is not approved in this election,the existing
1993 General Plan remains in effect until the voters approve a new plan.

PURPOSE OF THE GENERAL PLAN 2002
The original Fountain Hills General Plan was adopted in 1993.The planning team of Vernon
Swaback Associates, P.C. in association with Town staff and the citizens, prepared the Plan
for the Town of Fountain Hills.Since that time,there have been no major updates to the original
document.
The Town of Fountain Hills General Plan 2002 serves to not only to update and revise the
original General Plan document and fulfill the State of Arizona Growing Smarter legislation,
ARS§9-461.05 & 6, but also unites and supports the community with a focused and
comprehensive vision for guiding community growth and development.The General Plan 2002
provides goals and development policies for future growth while maintaining flexibility in
interpretation and use.
The 1998 Growing Smarter Act and 2000 Growing Smarter Plus legislation outline the following
required elements to be included in the updated General Plan 2002 for our community:
1. A Land Use Element providing a written and graphic form of the proposed land uses within
the community.
2. A Growth Element providing growth strategies and implementation plans for transportation
and infrastructure expansion.
3. A Cost of Development Element providing policies for identifying the costs of public
services and infrastructure and the methods available to require future development to pay
a portion of these development costs.
4. An Open Space Element providing a written and graphic inventory of all existing and
proposed parks, recreation areas and open spaces and a management plan stressing
linkages to adjacent and/or regional systems.
5. A Circulation Element providing a written and graphic form of the existing and proposed
street system and any alternative transportation systems,such as bicycle and mass transit.
6. A Water Resources Element providing an inventory of the existing available surface water,
groundwater and effluent supply,and which analyses growth, impacts and distribution of
all water systems.
7. An Environmental Planning Element providing policies and implementation plans that will
address the proposed effects of development on air,water and natural resources.

INFORMACION TOCANTE LOS CENTROS ELECTORALES
1. Los centros electorales de votacion estaran abiertos el Dia de la Eleccion de las 6:00 de
la manana hasta las 7:00 de la noche.
2. Cualquier persona,que esta fisicamente o visualmente imposibilitada o que no pueda leer
o entender el contenido de la boleta,puede ser acompanada dentro de la casillas por una
persona de su seleccion o un representante de cada partido politico con la finalidad de
ayudarle a votar. Una persona que es un candidato para un puesto en esa eleccion que
para el puesto de delegado del precinto,no esta elegible a asistir a cualquier votante.
3. A cualquier elector habil que a las 7:00 p.m.este en la file de votantes que esperan,se le
permitira preparar y depositar su voto.

VOTACION TEMPRANA
Las personas elegibles para votar en esta eleccion y que desean votar temprano en persona
pueden acudir a cualesquier de las Oficinas de la Registradora del Condado localizadas al 111
S.3rd Ave, Phoenix;2025 E.University Dr, Phoenix,o en 222 E.Javelina, Mesa,a partir del
8 de agosto de 2002.Se puede votar en persona hasta las 5:00 de la tarde del 6 de septiembre
de 2002,el viernes antes de la elecciOn.

El Plan General 2002 le permite a la comunidad participar en determinar el caracter de la
comunidad, le ofrece direcciOn a los que establecen la politica, y to ordena la ley del
Estado.

La modification del Plan General 2002 es una revision del Plan General del Pueblo de
Fountain Hills original que se adoptO el 6 de mayo de 1993.El Plan General 2002 contiene
elementos nuevos de acuerdo con to que ordena el Estado en la Legislation Growing
Smarter.
LEsta disponible Ia version original del Plan General 2002 para revision por el publico?
ISI! Copias de la VERSION ORIGINAL del Plan General 2002 estan disponibles para el
publico en la biblioteca publica,en el Departamento de Desarrollo de la Comunidad y en
las oficinas de Administration del Pueblo. Para obtener information adicional tocante el

LQue va a ocurrir si no se aprueba el Plan General 2002 en esta election?
El Estado requiere que los ciudadanos de Fountain Hills aprueben el Plan General 2002
en una Election General.Si el Plan General 2002 nose aprueba en esta election,el Plan
General de 1993 permanece en vigor hasta que los votantes aprueben un plan nuevo.
Ningunos argumentos se sometieron.

PROPOSITO DEL PLAN GENERAL 2002
El Plan General de Fountain Hills original fue adoptado en 1993. El partido planificador de
Vernon Swaback Associates,P.C.junto con personal del Pueblo y los ciudadanos,prepararon
el Plan para el Pueblo de Fountain Hills.Desde ese periodo,nose le han hecho modificaciones
mayores al documento original.
El Plan General 2002 del Pueblo de Fountain Hills sirve no solo para modificar y corregir el
documento original del Plan General y satisfacer la legislacion del Estado de Arizona Growing
Smarter, Estatutos Revisados de Arizona §9-461.05 y 6, pero tambien une y apoya a la
comunidad con una vision definida y completa para guiar el crecimiento y desarrollo de la
comunidad.El Plan General 2002 provee objetivos y politicas de desarrollo para el crecimiento
venidero mientras manteniendo flexibilidad en interpretaciOn y uso.
La Ley Growing Smarter de 1998 y la legislaciOn Growing Smarter Plus de 2000 resume los
siguientes elementos requeridos a ser incluidos en el Plan General 2002 de nuestra
comunidad:
1. Elemento de Uso de Terreno proporciona un documento detallado y por escrito de los
propuestos usos de terreno dentro de la comunidad.
2. Elemento de Crecimiento proporciona estrategias de crecimiento y planes de ejecucion
para transportacion y la expansion de la infraestructura.
3. Elemento de Costo de Desarrollo proporciona politicas para identificar los costos de los
servicios publicos y de la infraestructura y los metodos disponibles para requerir que el
desarrollo venidero pague por una parte de estos costos de desarrollo.
4. Elemento de Espacio Abierto proporciona un inventario detallado y por escrito de todos
los parques, areas de recreo y espacios abiertos existentes y propuestos y un plan de
administraciOn con enfasis en enlaces con sistemas adyacentes y/o regionales.
5. Elemento de Circulacion proporciona un inventario detallado y por escrito de todos los
sistemas de calles existentes y propuestos y cualesquier sistemas alternos de
transportacion,tal como bicicletas y transporte publico.
6. Elemento de Recursos de Agua proporciona un inventario detallado de la agua
superficial disponible existente,suministro de agua subterranea y efluente y que analiza
el crecimiento,impactos y distribucion de todos los sistema de agua.
7. Elemento de Planificacion Ambiental proporciona politicas y planes de ejecuciOn que
se van a dirigir a los efectos propuestos del desarrollo de aire,agua y recursos naturales.
