On Tuesday, May 17, 1994, the voters of the Fountain Hills Unified
School District No. 98 of Maricopa County, Arizona ("the district') will
be asked to authorize the issuance and sale of $10,200,000 principal
amount of general obligation bonds of the district.
This informational report has been published in order to provide voters
with factual information regarding the special bond election. Your task
will be to indicate whether you think the district should be allowed to
issue these bonds.
You are urged to carefully read the information contained in this report
and exercise your right to vote on election day.

FACT SHEET
The Fountain Hills Unified School District is calling for a bond election in the amount of
$10,200,000.00 on May 17, 1994. The purpose of this bond election is to expand, separate,
and convert the present Junior High School to a Middle School for grades 6, 7, and 8, to
expand and convert the present Senior High School to a team learning center, to build and
equip a kindergarten annex at the McDowell Mountain School, and to provide capital and
technological improvements at all of the District's buildings.
Because the District continues to grow at an annual rate of 15% enrollment statistics
indicate that the additional 700 student capacity provided by this bond election will be
needed immediately. Construction of the kindergarten annex at McDowell Mountain school
will hopefully avoid the need for double sessions in the 1995-1996 school year, and
completion of the middle school and high school additions will provide needed space in the
1996-1997 school year.
It is estimated that the sale of bonds pursuant to this authorization will increase the
District's secondary property tax rate, on average, by approximately $1.04 (per $100 of
assessed valuation). This increase is based on reasonable financing assumptions and an
increase of I% per year in the District's secondary assessed valuation. Bonds will be sold in
phases in order to keep the entire impact of the bond election from being taxed at one time.

EI Distrito Escolar Unificado de Fountain Hills esta convocando una elecci6n de bons
financieros en la suma de $10,200,000 el 17 de mayo de 1994. El prop6sito de esta elecci6n
de bons financieros es para extender, separar y convertir la actual escuela intermedia a una
escuela intermedia para los grados 6, 7 y 8 y para extender y convertir la actual escuela
secundaria a un centro de aprender en grupos, para construir y equipar un anejo de kinder en
la Escuela McDowell Mountain y para proveer de mejoramientos capitales y tecnol6gicos
en todos los edificios del distrito.
Ya que el distrito sigue aumentando de poblaci6n a una tasa anual del 15%, las estadisticas
de la matriculaci6n indican que se necesitara inmediantamente la capacidad adicional de
700 estudiantes proveida por esta elecci6n de bonos financieros. Se espera que la

ESTIMATED COST TO TAXPAYERS
If the $10,200,000 bond election to be held May 17, 1994 is successful, the District expects
to sell bonds in two series. It is projected that the bonds would be repaid over a 16 -year
period, at a 6.5% interest rate. It is estimated that the sale of bonds pursuant to this
authorization will increase the District's secondary property tax rate, on average, by
approximately $1.04 (per $100 of assessed valuation). This increase is based on reasonable
financing assumptions and an increase of 1% per year in the District's secondary assessed
valuation.
The following table illustrates the estimated annual and monthly cost to homeowners,
business owners and vacant/agricultural land owners based on varying degrees of full cash
and secondary assessed values. Each voter should refer to their annual property tax
statement from the Maricopa County Assessor's Office to determine their specific full cash
and secondary assessed value.
The Assessor's Full Cash Value is the value of your residence or commercial or
agricultural/vacant property as it appears on the records of the County Assessor and your
tax bill. This value is not necessarily the actual market value of your property.

FOR THE MAY 17,1994 BOND ELECTION
FOUNTAIN HILLS UNIFIED SCHOOL DISTRICT
The Governing Board of the Fountain Hills Unified School District has
unanimously called for a May 17 bond election. We support that election for the
following reasons: (1) The district's schools are currently at maximum capacity,
and serious measures will need to be taken to provide adequate space during the
1994-1995 school year. (2) A complete review of the costs and site options was
completed for the Board following the loss of the November 2, 1993 election. (3)
The community continues to grow and a good educational system is essential to
our students and to the quality of our community. (4) The plan being presented for
voter approval provides for the greatest number of solutions possible to the
district's current problems, and (5) The educational benefits to all of our students
are maximized under this program. We urge the community to join us in our
unanimous support of the $10,200,000.00 bond election which will supply the
space and equipment necessary to provide quality education to the students of
Fountain Hills. We ask you to please vote yes on May 17, 1994.

As the Superintendent of the Fountain Hills Unified School District, I
wholeheartedly support the passage of the $10.2 million bond election to be held
on May 17, 1994. Our schools continue to grow at an average rate of 15% per
year, and we need to take serious measures just to find places for all of our
students in the coming school year. We need to implement the middle school
philosophy for grades 6 through 12, we need to repair and improve our existing
buildings, and we need to provide the 700 new spaces for students who will move
to Fountain Hills in the near future. We do not have fancy schools filled with every
possible frill — we operate on a very limited budget. Space, however, cannot be
created without the dollars provided for in this bond. Our school system is very
important to our Town, our property values, and most importantly, to our students.
This bond provides the best possible solution to the greatest possible number of
problems we currently face. I urge all of our community members to vote yes on
May 17.

los costos y de las opciones de sitio. (3) La comunidad sigue aumentando de

FOUNTAIN HILLS UNIFIED SCHOOL DISTRICT
We acknowledge the commitment of our school board to reducing class size ratios.
An integral part of maintaining lower class sizes is the number of classrooms
available. With the rapid growth Fountain Hills has experienced and is expected to
experience in the near future (10-20% per year), the district requires funding to
construct additional school facilities.
Based on the commitment, we wholeheartedly support, and urge voters to support,
the May 17, 1994 Bond Election. We know the Board will responsibly commit the
additional funds made available through this election to its long-term plan.

As residents of Fountain Hills, we understand that the community and the school
district must grow together. We know that good schools attract new residents who
become good clients and good customers to local businesses. We have observed
the development of the Fountain Hills School District and its ability to meet the
needs of a growing community with accurate projections and good planning. We
are aware of the district's reputation for excellence and the support the parents and
voters have given the district.
The capital improvements this bond issue will fund are vital to keep up with the
growth of this community and for overdue maintenance. The money generated
from the bond issue is an investment in the future. Consequently, we are pleased to

facilities to the community.

The Fountain Hills School District has established itself as an organization which
strives to meet the building, technological, and facility needs of its student
population. It is my view the bond election for the Fountain Hills School District
will continue that tradition. It is important to the students, parents, faculty, and
community of the District that facilities keep pace with the growing needs of the
Academics, the Arts and Athletics and provide a safe educational environment for
our community. As such, I support the May 1994 Bond Election and believe it will
continue to foster sound organizational design within the school district.

Reconocemos el compromiso de nuestro consejo de reducir el ndmero de
estudiantes en cada clase. Una parte integral de mantener las clases con menos
estudiantes es el ndmero de aulas disponibles. Con el aumento rapido que Fountain
Hills ha experimentado y piensa experimentar en el futuro cercano (10-20% por
ano), el distrito requiere la financiaci6n para construir planteles escolares

for the future building and facility needs of the district.

Let's not deprive our children of adequate schools. Double sessions and other
temporary solutions cheapen the value of education in their eyes as well as our
own. We must not forget that education is sustenance of the most important kind.
Remember the words of H.G. Wells: Human history becomes more and more a
race between education and catastrophe.
Passing the May 17th Bond will provide the funds needed to avert the temporary
solutions facing our students. We support the bonds passage and urge the
community to vote yes on May 17th.

It is important that the residents of the Fountain Hills School District maintain
their concern with the quality of education as our community continues to grow.
The need for more school facilities has become increasingly critical. The existing
schools we have are jam-packed and its leaking roofs and air conditioning systems
are in desperate need of repair.
The District has a great deal to be proud of. Our students and faculty are a class act

EI dinero que se genera de la emisi6n de bonos financieros es una inversion en el
futuro. Por consiguiente, estoy contenta de ofrecer mi apoyo por los esfuerzos del
distrito para proveer de las necesidades venideras de construcci6n y de facilidades
del distrito.

No privemos a nuestros hijos de escuelas adecuadas. Dos sesiones por dfa y otras
soluciones tempordneas degradan el valor de la educaci6n en los ojos de ellos asf
como en los nuestros. No debemos olvidar que la educaci6n es un medio de
subsistencia de surra importancia. Acuerdense de las palabras de H. G. Wells: "La
historia humana llega a ser mds y mds una carrera entre la educaci6n y la

FOUNTAIN HILLS UNIFIED SCHOOL DISTRICT
To maintain educational quality throughout the district, Fountain Hills must
continue to renovate and maintain its school facilities. Your yes vote on the bond
authorization will allow the district to:
1. Make improvements and renovations to the district's existing schools that
ensure physical environments in which quality learning can take place;
2. Maintain existing facilities to save on future operating costs;
3. Construct new classrooms and enhance transportation equipment to meet the
demands of our growing district;
4. Provide educational tools which are essential to the meaningful preparation of
our students for the future; and
5. Meet mandates for access to the disabled, and for the health and safety of all
students, staff and patrons of our district when using our facilities.
Vote yes on May 17th to maintain the quality of education that the children
throughout our school district deserve.

We are all concerned about our quality of life and it is our eternal hope that we can
continue to improve on the things we enjoy for ourselves as well as those who
come after us. The most important investment we can make to insure that our
social and economic conditions improve is in our educational system. Education is
paramount for the advancement of any culture.
For that reason, I strongly encourage all of the voters in the Fountain Hills School
district to support the Bond Election set for May 17, 1994. As the District's
population of young people continues to expand, we must have the capital

1. Hacer mejoramientos y renovaciones a las escuelas existentes del distrito que
aseguran un medio ambiente en el cual se puede aprender.
2. Mantener los planteles escolares existentes para ahorrar los costos de manejo del
futuro.
3. Construir alas nuevas y mejorar el equipo de transporte para satisfacer las
demandas de nuestro distrito creciente.
4. Proveer de las herramientas educativas las cuales son esenciales a una
preparaciGn significativa de nuestros estudiantes para el futuro; y
5. Satisfacer los mandator del acceso para los incapacitados y para la salud y la
seguridad de todos los estudiantes, personal y los patrocinadores de nuestro

Shall Fountain Hills Unified School District No. 98 of Maricopa County,
Arizona, be authorized to issue and sell general obligation bonds of the
District in the principal amount of $10,200,000 to provide funds to construct,
improve or acquire, by purchase, lease or otherwise, school buildings and
facilities; to demolish, renovate, relocate, remodel, refurbish and make
additions to existing school facilities; to acquire, by purchase, lease or
otherwise, pupil transportation vehicles and furnishings, equipment and
apparatus for school buildings; to acquire, by purchase, lease or otherwise,
land for school sites and necessary rights-of-way; to improve school grounds
and adjacent ways thereto; to provide necessary utilities; to pay all legal,
financial and other necessary costs in connection therewith; and to liquidate
any indebtedness already incurred for such purposes; said bonds to bear
interest at a rate of not to exceed twelve percent (12%) per annum, said
interest payable semiannually on the first day of January and the first day of
July of each year until the maturity of each bond and the bonds to mature
over a period of not to exceed twenty (20) years from the date of their
issuance, said bonds to be in the amount of $1,000 each or multiples thereof
and to mature on the first day of the same month of each year which may be
either January or July?
