To the voters of the Town of Fountain Hills:
The Town of Fountain Hills, Arizona has prepared this information pamphlet
to provide to the qualified electors of the Town information concerning the
Town's special bond election to be held September 10, 1996. One bond
question is being submitted for your consideration. All voters who are
residents of the Town, regardless of party registration, will be able to vote
on the bond question. This information pamphlet contains the complete text
of the bond question.
Included within this information pamphlet is the following information
required by Arizona Revised Statutes Section 35-454:
1. Amount and purpose of the proposed bond issue.
2. Maximum interest rate of the bond issue.
3. Estimated debt retirement schedules for the proposed bond
authorization and the current amount of bonds outstanding and the
estimated tax rates.
4. Source of repayment for the bond issue.
5. Estimated issuance costs for the bond issue.
6. Estimated tax rate impact of the bond issue on the average value of
both owner occupied residence and commercial and industrial
property for the current year.
7. Current issued general obligation bonds and maximum constitutional
debt limitation.
8. Polling locations.
9. Hours during which the polls will be open.
In compliance with the Federal Voting Rights Act, this information pamphlet
has been prepared in both English and Spanish.
I urge you to carefully read the measures contained in this pamphlet so that
you will be prepared to fully exercise your right to vote on September 10,
1996.
A list of voting precincts and polling places is incorporated in this pamphlet.
To cast your vote, make sure that you go to the address of your county
precinct in which you are registered. Please be sure to check the mailing
label on this pamphlet; it tells you where you are registered to vote. The
polls will open at 6:00 a.m. and close at 7:00 p.m.

VOTER INFORMATION
1. Any voter may be accompanied into the voting booth by a person of their choice
or a representative of each major political party for the purpose of assisting in
casting their ballot.
2. Sample ballots may be brought to the voting place and may be taken into the
voting booth on the day of the election.
3. Any qualified voter who at 7:00 p.m. is in the line of waiting voters shall be
allowed to prepare and cast their ballot.
4. The polls are open on election day from 6:00 a.m.to 7:00 p.m. I

QUALIFICATIONS TO VOTE
In order to vote in this special bond election, you must have been registered in a
precinct within the boundaries of the Town on or before midnight, Monday, August
12, 1996. If you do not know if you are qualified to vote,you should contact the Town
Clerk at (602) 837-2003 or the Maricopa County Recorder's Office at (602) 506-
1511.
A list of polling places for each voting area is incorporated in this pamphlet. Please
be sure to check the mailing label on this pamphlet; it tells you where to vote.

EARLY (ABSENTEE) VOTING
Individuals who are eligible to vote in this election and who wish to vote an early
(absentee) ballot in person may appear at any of the County Recorder Offices
located at 111 South 3rd Avenue, 2025 East University Drive, Phoenix or 222 East
Javelina, Mesa beginning August 8, 1996 or at any of the satellite voting stations
beginning August 13, 1996.
Requests for a mail ballot can be made by calling the Maricopa County Elections
Department at 506-1511 or 506-1517(TDD) or by writing to the Maricopa County
Elections Department, 2025 East University Drive, Phoenix, 85034. Written
requests should include:
1) Name and residence address;
2) Birthdate;
3) Election for which the ballot is requested;
4)Address where the ballot is to be mailed if different than residence address;
5)Signature of requester
In person, written or telephone requests may be made up until 5:00 p.m. on the
Friday prior to the election. Only those ballots returned by 7:00 p.m.on election day
will be counted.

If authorized the bond money can be used only for the purposes
specified in the bond ballot question.

QUESTION 1
AQUATIC CENTER
Shall the Mayor and Council of the Town of Fountain Hills, Arizona (the
"Town"), be authorized to issue and sell general obligation bonds of the Town
in the principal amount of $1,950,000, to provide funds to: (1) construct,
acquire, improve or renovate an aquatic center, which includes a swimming
pool or pools, water slide, locker rooms, ramadas and all other buildings,
improvements, equipment and furnishings related thereto; (2) improve and
landscape the grounds thereof; (3) acquire or provide for all necessary land,
rights-of-way and utilities; and(4) pay all costs incurred in connection with the
issuance of the bonds?
The bonds will bear interest at a rate or rates of not to exceed twelve percent
(12%) per annum and will mature over a period of not to exceed twenty (20)
years from the date of their issuance. The bonds shall be in such authorized
denominations and bear such other terms as prepared by the Mayor and
Council of the Town.

FINANCIAL INFORMATION
The Town of Fountain Hills is requesting authorization to issue general
obligation bonds in an amount not to exceed $1,950,000 to fund the aquatic
center project described in the ballot question herein. General obligation
bonds are repaid by the Town from an increase in secondary property taxes;
the amount of which is based on each taxpayer's property value(s) and the
estimated tax rate increase as illustrated herein. The Town currently has
outstanding general obligation bonds in the principal amount of $3,055,000.
Under Arizona Law, cities and towns are subject to two general obligation
bond debt limitations which are based on 20% and 6% of the Town's
secondary assessed valuation (tax base). We have summarized below the
two debt categories and the debt limitations for the Town of Fountain Hills. If
authorized, the bonds will count against the Town's 20% debt limitation.

ESTIMATED BOND ISSUE COST TO TAXPAYERS
If the special bond election is successful, the Town expects to sell the bonds
on or around November, 1996 (see amortization schedule on page 6).
Should this be the case, the tax rate increase would be included on each
taxpayer's October 1997 tax statement.
For purposes of estimating the secondary tax rate increase as shown herein,
the Town anticipates amortizing the bonds over a period of fifteen (15) years
and has assumed an increase of 3% per year in the secondary assessed
valuation. Additionally, although final interest rates on the bonds will be fixed
at the time of the sale and in no event may such interest rates exceed the
maximum interest rate set forth in the ballot of 12%, the Town's financial
consultant has assumed a 6.25% interest rate on the bonds with costs of
issuing each series of bonds that will be paid from bond proceeds of
approximately $50,000.
We have summarized on the following page, the estimated debt retirement
schedule and the estimated secondary property tax rate and the tax rate
impact to taxpayers owning an average valued owner-occupied residential
property and commercial and industrial property for the current year. To
determine your specific tax increase, refer to your individual county tax
statement which identifies, among other things, the specific assessed value
of your property. Once you have identified the assessed value, divide that
number by 100 and multiply that result by the estimated tax rate, as outlined
on the following page. The result will provide an estimate of the annual tax
increase.

�Se debera autorizar al Alcalde y Consejo del Pueblo de Fountain Hills a
emitir y vender bonos de obligaciOn general del Pueblo en la suma principal
de $1,950,000 para proveer fondos para: (1) construir adquirir, mejorar o
renovar un centro acuatico, que incluye una piscina o piscinas, tobogan de
agua, vestuarios, ramadas y todos otros edificios, mejoramientos, equipo y
los muebles y enseres relacionados con eso; (2) mejorar y disenar las tierras
de eso; (3) adquirir o proveer todo terreno, derechos de paso y servicios
publicos necesarios; y (4) pagar todos los costos contraidos con respecto a

centro acuatico descrito ahi en la cuestion de boleta. Los bonos de obligacion general
se pagan por el Pueblo de un aumento en impuestos de propiedades secundarias; la
cantidad sobre la cual se basan el valor(es) de la propiedad de cada contribuyente y
el aumento calculado de la tasa de impuestos como se ilustra ahi. El Pueblo en la
actualidad tiene bonos de obligacion general en la cantidad principal de$3,055,000.
Bajo la ley de Arizona, las ciudades y pueblos estan sujetas a dos dedudas limitadas
de bonos de obligacion general,cuales estan basadas en el 20%y 6%de la valuacion
tasada secundaria(base de impuestos). Hemos resumido abajo las dos categorfas de
deudas y las limitaciones de deudad para el Pueblo de Fountain Hills. Si se autorizan,
los bonos contaran contra la limitacion del 20%de la deuda del Pueblo.

COSTO CALCULADO PARA LOS CONTRIBUYENTES POR LA EMISION DEL BONO
Si la eleccion especial del bono especial tiene exito, el Pueblo espere vender los
bonos alrededor de noviembre de 1996(yea la pagina 13 de Ia tabla de amortizacion).
Si esto sucediera,el aumento de tasa de impuestos sera incluido en la declaracion de
impuestos de octubre de 1997 de cada contribuyente.
Para el proposito de calcular Ia tasa de impuestos secundarios como se presentan
ahi, el Pueblo anticipa amortizar los bonos por un periodo de quince (15) anos y ha
asumido un aumento del 3% por ano en la valuacion tasada secundaria. Ademas,
aunque las tasas de interes finales de los bonos seran fijadas al momento de la yenta
y de ningun modo puede dicho interes exceder la tasa de interes maxima expuesto en
la boleta de 12%, los consultores financieros del Pueblo han asumido un 6.25%tasa
de interes sobre los bonos con costos de emision cada serie de bonos que se pagaran
de los recaudos de bonos de aproximadamente$50,000.
Hemos hecho un resumen en la siguiente pagina, Ia lista de retiro calculado de la
deuda y la tasa secundaria de impuestos de propiedad calculada y el impacto en la
tasa de impuestos para los contribuyentes propietarios de propiedad residencial
ocupada por el dueno con un valor promedio y propiedad comercial e industrial por el
ano actual. Para determinar su aumento especifico de la tasa de impuestos, refierase
a su declaracion de impuestos individual del condado que identifica,entre otras cosas,
el valor tasado especifico de su propiedad. Ya que haya identificado el valor tasado,
divida ese numero por 100 y multiplique ese resultado por la tasa de impuestos
calculados, como se describe en la siguiente pagina. El resultado le proporcionara un
calculo del aumento de impuestos anual.
