SPECIAL BOND ELECTION
To the voters of the Town of Fountain Hills:
The Town of Fountain Hills,Arizona has prepared this information pamphlet to provide to the
qualified electors of the Town information concerning the Town's special bond election to be
held November 4, 1997. One bond question is being submitted for your consideration. All
qualified electors who are residents of the Town, regardless of party registration,will be able
to vote on the bond question.This information pamphlet contains the complete text of the bond
question.
Included within this information pamphlet is the following information required by Arizona
Revised Statutes Section 35-454:
1. Amount and purpose of the proposed bond issue.
2. Maximum interest rate of the bond issue.
3. Estimated debt retirement schedules for the proposed bond authorization and the current
amount of bonds outstanding and the estimated tax rates.
4. Source of repayment for the bond issue.
5. Estimated issuance costs for the bond issue.
6. Estimated tax rate impact of the bond issue on the average value of both owner occupied
residence and commercial and industrial property for the current year.
7. Current issued general obligation bonds and maximum constitutional debt limitation.
8. Polling locations.
9. Hours during which the polls will be open.
In compliance with the Federal Voting Rights Act,this information pamphlet has been prepared
in both English and Spanish.
I urge you to carefully read the measures contained in this pamphlet so that you will be
prepared to fully exercise your right to vote on November 4, 1997.
A list of voting precincts and polling places is incorporated in this pamphlet.To cast your vote,
make sure that you go to the address of your county precinct in which you are registered.
Please be sure to check the mailing label on this pamphlet;it tells you where you are
registered to vote. The polls will open at 6:00 a.m. and close at 7:00 p.m.

a los electores habilitados del Pueblo de informacion tocante la eleccion especial de bonos
financieros del Pueblo que se celebrara el 4 de noviembre de 1997. Se les entregara una
cuestiOn de bonos financieros para su consideracion.Todos los electores habilitados quines

QUESTION / CUESTION
Shall the Mayor and Council of the Town of Fountain Hills,Arizona(the Town"),be authorized
to issue and sell general obligation bonds of the Town in the principal amount of$6,000,000,
to provide funds to: (1) acquire, purchase or condemn real property located in Sections 5, 6,
7, 8 and 17 of Township 3 North, Range 6 East, Gila and Salt River Base and Meridian,for
open space preserves,parks,trails and recreational purposes,and(2)pay all environmental,
financial, legal, engineering and other costs incurred in connection with the purpose and the
issuance of the bonds?
The bonds may be sold at a premium not to exceed the maximum amount permitted by law,
will bear interest at a rate or rates of not to exceed twelve percent(12%)per annum and will
mature over a period of not to exceed thirty (30) years from the date of their issuance. The
bonds shall be in such authorized denominations and bear such other terms as determined by
the Mayor and Council of the Town.

FINANCIAL INFORMATION .

The Town of Fountain Hills is requesting authorization to issue general obligation bonds in an
amount not to exceed$6,000,000 to fund the open space preserve and environmental projects
described in the ballot question herein.General obligation bonds are repaid by the Town from
an increase in secondary property taxes; the amount of which is based on each taxpayer's
property value(s)and the estimated tax rate increase as illustrated herein.The Town currently
has outstanding general obligation bonds in the principal amount of$2,930,000.
Under Arizona Law,cities and towns are subject to two general obligation bond debt limitations
which are based on 20%and 6%of the Town's secondary assessed valuation(tax base).We
have summarized below the two debt categories and the debt limitations for the Town of
Fountain Hills. If authorized, the bonds will count against the Town's 20%debt limitation.

ESTIMATED BOND ISSUE COST TO TAXPAYERS
If the special bond election is successful,the Town expects to sell the bonds on or around July
1, 1998 (see Projected Debt Service Schedule and Impact on the Secondary Tax Rate).
Should this be the case,the tax rate increase would be included on each taxpayer's October
1998 tax statement.
For purposes of estimating the secondary tax rate increase as shown herein, the Town
anticipates amortizing the bonds over a period of twenty (20) years and has assumed an
increase of 3%per year in the secondary assessed valuation through 2001/02 and subsequent
fiscal years assume no growth. Additionally, although final interest rates on the bonds will be
j fixed at the time of the sale and in no event may such interest rates exceed the maximum
interest rate set forth in the ballot of 12%, the Town's financial consultant has assumed a
5.75% interest rate on the bonds with costs of issuing each series of bonds that will be paid
from bond proceeds of approximately$50,000.

We have summarized on the following page,the estimated debt retirement schedule and the
estimated secondary property tax rate and the tax rate impact to taxpayers owning an average
valued owner-occupied residential property and commercial and industrial property for the
current fiscal year.To determine your specific tax increase, refer to your individual county tax
statement which identifies, among other things,the specific assessed value of your property.
Once you have identified the assessed value, divide that number by 100 and multiply that
result by the estimated tax rate, as outlined on the following page. The result will provide an
estimate of the annual tax increase.

IMPORTANT VOTING INFORMATION
Date of election Tuesday,November 4, 1997
Last day to register to vote Monday,October 6, 1997
If you do not know if you are qualified to vote in this election, please call the County Recorder or the
Town Clerk at the numbers listed below.
Polling places will be open from 6:00 a.m.to 7:00 p.m.
Any qualified elector may be accompanied into the voting booth by a person of such elector's choice for
the purpose of assisting such elector in casting a ballot.
Sample ballots may be taken to the voting place and into the voting booth on the day of the election.
Any qualified elector who,at 7:00 p.m.,is in the line of waiting voters,shall be allowed to prepare and
cast a ballot.

To vote absentee in person, appear at any one of the offices shown below no later than the close of
business, Friday, October 31, 1997. Absentee voting will be permitted Monday through Friday during
regular business hours.
Written requests for an absentee ballot may be sent to the Maricopa County Elections Department,2025
E University Dr, Phoenix,AZ 85034.Written requests should include:
Name, Residence Address, Birthdate, Election for which the ballot is being requested, Address
where ballot is to be mailed if other than residence address, Signature of requester.
Verbal requests for an absentee ballot can be made by calling the numbers shown below.
Written or verbal requests for an absentee ballot must be received before the close of business,Friday,
October 31, 1997 in order for the ballot to be mailed.
Return voted absentee ballot to one of the following offices not later than 7:00 p.m. on election day,
Tuesday, November 4, 1997 in order for the ballot to be counted.

El Pueblo de Fountain Hills solicita la autorizacion para emitir bonos financieros de obligacion

• Actualmente, el Pueblo tiene bonos financieros de obligacion general pendientes en la suma
principal de$2,930,000.
Bajo la Ley del Estado de Arizona,las ciudades y los pueblos estan sujetos a dos limitaciones de
deuda de bonos financieros de obligacion general cuales se basan en el 20% y el 6% de la
valuacion secundaria tasada(base imponible)del Pueblo.Abajo,nosotros hemos desarrollado las
dos categorias de deuda y las limitaciones de deuda para el Pueblo de Fountain Hills. Si se
autorizan,los bonos financieros se van a declarar en contra de la limitacion de deuda del 20%del
Pueblo.

CALCULADO COSTO DE EMISION DE LOS BONOS FINANCIEROS A LOS
CONTRIBUYENTES DE IMPUESTOS
Si la eleccion especial de bonos financieros tiene exito, el Pueblo anticipa vender los bonos
financieros en o a eso del dia 1 de julio de 1998(consulte el Proyectado Programa de Servicio
de Deuda y el Impacto en la Tasa Secundaria de Impuestos).Si esto fuera el caso,el aumento
en la tasa de impuestos se iba a incluir en la cuenta de impuestos del mes de octubre de 1998 de
cada contribuyente de impuestos.
Para los propositos de calcular el aumento de la tasa de impuestos secundarios segun se muestran
en esto, el Pueblo anticipa amortizar los bonos financieros sobre un periodo de veinte(20) anos
y asume un aumento del 3%por ano en la valuaciOn secundaria tasada hasta 2001/02 y los anos
economicos subsiguientes asumen ningun aumento.Adicionalmente,aunque las tasas de interes
definitivas sobre los bonos financieros se fijaran al tiempo de la yenta y por ningun caso tales tasas •
de interes podran exceder la maxima tasa de interes del 12%como se manifesta en la boleta,el
consultor financiero del Pueblo asume una tasa de interes del 5.75%sobre los bonos financieros
con el costo de emision de cada serie de bonos financieros que se pagara de los ingresos de
bonos financieros de aproximadamente$50,000.
En la siguiente pagina, nosotros hemos desarrollado el programa de repago de la calculada
deuda y la calculada tasa de impuestos secundarios sobre la propiedad y el impacto en la tasa
de impuestos a los contribuyentes de impuestos de duenos de propiedad residencial en la cual
vive el dueno de precio medio y propiedad comercial e industrial para el ano econbmico actual.
Para determinar su aumento especifico de impuestos,yea su cuenta individual de impuestos
del condado cual identifica, ademas de otras cosas,el valor total especifico de su propiedad.
Al haber identificado el valor total, divida ese numero por 100 y multiplique ese resultado por
la calculada tasa de impuestos, segun se muestra en la siguiente pagina. El resultado le va
a proveer un calculo del aumento anual de los impuestos.
