Arizona law places some restrictions on how much a school district may increase its expenditures from one year to the next without procuring explicit approval of the District's voters in an election. Your task will be to indicate whether you think the district should operate within these limitations or be allowed to spend the amounts proposed in excess.Please note that if the special election increase is approved, the increase will be added to school district budgets for the number of subsequent years as specified on the ballot. In addition, on March 8, 1994, the voters of the Paradise Valley Unified School District No. 69 of Maricopa County, Arizona ("the district") will be asked to authorize the issuance and sale of$135,000,000 principal amount of general obligation bonds of the district.Your task will be to indicate whether you think the district should be allowed to issue these bonds. SAMPLE BALLOT SPECIAL BOND ELECTION Paradise Valley Unified School District No. 69 Maricopa County, Arizona - March 8, 1994 QUESTION 1 Shall Paradise Valley Unified School District No. 69 of Maricopa County, Arizona, be authorized to issue and sell general obligation bonds of the District in the principal amount of$135,000,000 to provide funds to construct, improve or acquire, by purchase, lease or otherwise, school buildings and facilities; to demolish, renovate, relocate, remodel, refurbish and make additions to existing school facilities; to acquire, by purchase, lease or otherwise, pupil transportation vehicles and furnishings, equipment and apparatus for school buildings; to acquire, by purchase, lease or otherwise, land for school sites and necessary rights-of-way;to improve school grounds and adjacent ways thereto; to provide all necessary utilities; to pay all legal, financial and other necessary costs in connection therewith; and to liquidate any indebtedness already incurred for such purposes; said bonds to bear interest at a rate of not to exceed twelve percent (12%) per annum, said interest payable semiannually on the first day of January and the first day of July of each year until the maturity of each bond and the bonds to mature over a period of not to exceed twenty (20) years from the date of their issuance, said bonds to be in the amount of$1,000 each or multiples thereof and to mature on the first day of the same month of each year which may be either January or July? The purpose of the Bond Election is to seek voter approval to provide funds to construct, improve or acquire school buildings and facilities;to demolish,renovate,relocate,remodel, refurbish and make additions to existing school facilities; to acquire pupil transportation vehicles; to acquire land for school sites and necessary rights-of-way; to provide furnishings, equipment, books and apparatus for school buildings; to improve school grounds; to provide all necessary utilities; to pay all legal, financial and other necessary costs in connection therewith;and to liquidate any indebtedness of the District incurred for the purposes listed above and may not be used for the District's operating purposes. Student enrollment in Paradise Valley Schools has increased over 4,200 students since 1988-1989. The majority of our schools are currently at capacity enrollment, and it is anticipated that more of our schools will soon reach capacity. If the"neighborhood school concept"is to be maintained in the District,it will be necessary to build additional facilities and to upgrade existing schools to accommodate increased student growth. With the development of land north of the Central Arizona Project,the District needs to be ready to provide schools and services for that area for the anticipated growth. Those projects, at the same time, will relieve overcrowding in the schools south of the CAP. Currently,zoning for 40,000 new homes has been approved by the Phoenix and Scottsdale City Councils for the area north of the Central Arizona Project. With this in mind, the Governing Board endorsed a Bond and Override Study Committee made up of citizens and district staff to examine the facility and curriculum needs for the next five years.The Committee recommended adoption of the proposed$135 million Bond plan to the Governing Board at its November 2 and 18 regular meetings. On December 2, 1993,the Governing Board approved a motion to call for an election to be held Tuesday, March 8, 1994. This fact, combined with the significant growth we have experienced and expect to experience requires additional bonding capacity to construct additional schools. Although the Board's position has been challenged recently by special interest groups,they have held firm in their belief that smaller classes are educationally sound. Numerous research studies have consistently demonstrated that smaller class size and parental involvement are the two most important ingredients to educational success in the classroom. Research has also helped us realize alternative approaches to varying needs of present and future students may likely require different kinds of services and types of facilities to continue the excellence in education our District has been able to achieve. Based on this ongoing commitment, the UPC wholeheartedly supports, and urges District voters to support,the 1994 Bond Election. Likewise, we know the Board will continue to balance sincere program needs and fiscal responsibility with the additional funds made available to the District through this election. The Paradise Valley United Parent Council The members of the Greater Paradise Valley Chamber of Commerce understand that the community and the school district must grow together. We know that good schools attract new residents who become good clients and good customers. Como patrocinador del distrito escolar, es mi opinion que la elecciOn de bonos financieros por el Distrito Escolar Unificado de Paradise Valley continuara esa tradicion.Les es importante a los estudiantes,a los padres,al profesorado,y a la comunidad del Distrito Escolar Unificado de Paradise Valley que los planteles escolares vayan al mismo paso con las necesidades crecientes de los estudios academicos,las artes,y el atletismo. VOTE EL 8 DE MARZO DE 1994 SAMPLE BALLOT SPECIAL ELECTION Paradise Valley Unified School District No. 69 Maricopa County, Arizona - March 8, 1994 QUESTION 2 Shall the Governing Board of Paradise Valley Unified School District No. 69 of Maricopa County, Arizona, adopt a Maintenance and Operations Fund Budget for 1994/95 which exceeds the budget limit in the amount of $9,460,135? The amount of the proposed increase in future years will be based on a percentage of the District's revenue control limit as provided in A.R.S. 15-481(P). Any budget increase authorized by this election shall be entirely funded by a levy of taxes upon the taxable property within the school district for the year for which adopted and for six subsequent years, shall not be realized from monies furnished by the state and shall not be subject to the limitation on taxes specified in Article IX, Section 18, Constitution of Arizona. Based on an estimate of assessed valuation used for secondary property tax purposes,the proposed increase in the district's budget over that allowed by law would result in an estimated increase in the school district's tax rate of $1.02 per$100 of assessed valuation used for secondary property tax purposes and is in addition to the school district's tax rate which will be levied to fund the school district's revenue control limit allowed by law. If the proposed budget is disapproved,the alternate budget shall be adopted by the school district governing board. ARGUMENTS FOR THE PARADISE VALLEY UNIFIED SCHOOL DISTRICT NO.69 OVERRIDE ELECTION Because of a continued commitment to quality education and recognizing the current financial constraints on the budget impacting that commitment,the Governing Board of the Paradise Valley Unified School District unanimously requests authorization for a budget override for fiscal year 1994-1995.Such authorization will maintain: • smaller elementary class sizes • special area teachers related to the class size reduction • current employee salaries • a comprehensive drug prevention program • elementary school reading specialists. Without this renewal, the current override authorization will be reduced. If this loss of funding occurs, the district will need to reduce programs which will seriously impair the education of our children. Approval of the override authorization is vital if the District is to continue providing the quality educational program expected by the residents of Paradise Valley School District. Among other items on the ballot, I feel that the maintenance of current class sizes in the kindergarten through sixth grade is of major importance. In addition, I support this proposition because it will not raise taxes to maintain the quality programs being supported by these funds. The Greater Paradise Valley Chamber of Commerce endorsed the district's call for election. Consequently, I am pleased to add my support and the support of the Chamber to the Paradise Valley Unified School District's effort at providing for the educational needs of the area's children during the rest of this decade.
