HomeMy WebLinkAboutSPAC.2013.0509.Minutes • TOWN OF FOUNTAIN HILLS MINUTES OF THE FOUNTAIN HILLS STRATEGIC PLANNING ADVISORY COMMISSION MEETING May 9,2013 AGENDA ITEM#1-CALL TO ORDER Chair Nick DePorter called the meeting to order in Council Chambers at Town Hall at 4:05 p.m. AGENDA ITEM#2—ROLL CALL The following members of the Strategic Planning Advisory Commission were present for roll call: Chair Nick DePorter, Vice Chair Audra Koester Thomas, and Commissioners Peter Bordow, Curt Dunham and Alan Magazine. Commissioner Mike Dooley was excused. Youth Commissioner Sarah Traylor was present. Present as meeting facilitator was Peggy Fiandaca, President of Partners for Strategic Action, Inc. Also present were Town Manager Ken Buchanan and Recording Secretary Shaunna Williams. AGENDA ITEM#3—CALL TO THE PUBLIC No one appeared at the call to the public. AGENDA ITEM #4 - CONSIDERATION OF APPROVING APRIL 10, 2013 AND APRIL 30, 2013 MEETING MINUTES Vice Chair Koester Thomas MOVED to approve the April 10, 2013 and April 30, 2013 meeting minutes, with a correction that "Ms. Fiandaca" should more fully identified in Agenda Item #6 of the April 10, 2013 minutes. Chair DePorter SECONDED the motion, which CARRIED UNANIMOUSLY by those present. AGENDA ITEM #5 - DISCUSSION REGARDING SPAC RECOMMENDATIONS TO COUNCIL ABOUT IMPLEMENTATION OF THE RECENTLY ADOPTED ECONOMIC DEVELOPMENT PLAN Mr. Buchanan reviewed the task assigned to SPAC by Council and stated that SPAC's recommendation should be presented at a Council meeting in June. Mr. Fiandaca recapped outcomes of the April 30, 2013 SPAC meeting by referring to a document entitled, "Fountain Hills Economic Development Plan Implementation Strategy" (copy attached). Ms. Fiandaca then referred to a handout entitled "Draft Economic Development Matrix" (copy attached) and asked SPAC to establish a priority recommendation for each item listed. Discussion ensued that led to the following recommendations(S=short-term priority; M=mid-term priority;L=long-term priority): A. Ms.Fiandaca then referred to a two-page handout regarding"Economic Development Department/Director"and "Economic Development Advisory Board"(copy attached). The advisory board was discussed. Based on her experience,Ms.Fiandaca recommended that a 15-member advisory board be utilized,"a knowledge base of the4 Page 2 of 3 community"comprised of membership within specific categories and representative of targeted industries that may change over time. She noted that the examples listed might not be the exact makeup of the board. She Lrecommended that the board meet at least quarterly while working in smaller work groups between meetings and that the board deal with high level policy and become the local"response team"for economic development prospects. Discussion ensued and SPAC made several recommendations regarding the makeup of the board, e.g.,that ex- officio members should include the SPAC Chair and the Mayor; that utility representatives might be from the Sanitary District, SRP, Chaparral City Water, and/or Cox Communications; that the Fort McDowell Yavapai Nation should be represented on the board; and that large businesses might be represented by health care, hospitality,retail, or manufacturing. Ms.Fiandaca reiterated that the focus of the seats on the board could change based on where we are in the implementation of the plan. SPAC indicated general agreement with the proposed makeup of the advisory board. Ms.Fiandaca agreed to return to facilitate another meeting to complete the implementation recommendations for the Economic Development Plan. In preparation for the next meeting, Chair DePorter asked commissioners to review the priorities established today,as well as the board structure. Ms.Fiandaca requested that commissioners also review the section of today's handout related to"Economic Development Department/Director." AGENDA ITEM#6—DISCUSSION REGARDING DUE DATE FOR SPAC APPLICATIONS Ms. Williams pointed out that SPAC applications are due by May 16 and that currently there is a paucity of applications. AGENDA ITEM#7— SCHEDULE UPCOMING MEETINGS It was noted that SPAC meetings are scheduled to occur on June 12, 2013 at 5:00 p.m. and on July 10, 2013 at 5:00 p.m. A meeting to complete SPAC recommendations to Council (Agenda Item#5) was scheduled to occur at 4:00 p.m. on May 13, 2013. Scheduling of the August SPAC meeting was deferred to the next meeting. Regular members must be citizens of the Town of Fountain Hills or business persons with operations in Fountain Hills. The regular membership of the Board shall include one representative from each of the following categories: • Major utilities • Banking or financial services • Real estate • Large business • Small business • Higher education • School district • Fountain Hills Chamber of Commerce • 3 representatives from at-large business Ex-officio (non-voting) members: • Town Manager • Chamber President I
