HomeMy WebLinkAboutSPAC.2011.0315.Minutes ® TOWN OF FOUNTAIN HILLS MINUTES OF THE FOUNTAIN HILLS STRATEGIC PLANNING ADVISORY COMMISSION MEETING March 15,2011 AGENDA ITEM#1—CALL TO ORDER Chair Koester Thomas called the meeting to order in the Navajo Room of the Fountain Hills Community Center at 3:07 p.m. AGENDA ITEM#2—ROLL CALL Present for roll call were the following members of the Strategic Planning Advisory Commission: Commissioner Mike Dooley, Vice Chair Curt Dunham, Chair Audra Koester Thomas, Commissioner Alan Magazine, Commissioner Rich Schultz, and Commissioner Barry Spiker. Youth Commissioner Katie Myer was absent from the meeting. Present from Town staff were Deputy Town Manager Julie Ghetti and Recording Secretary Shaunna Williams. AGENDA ITEM#3—CALL TO THE PUBLIC No one appeared at the Call to the Public. AGENDA ITEM #4 — CONSIDERATION OF APPROVING MEETING MINUTES OF FEBRUARY 15,2011 Commissioner Spiker MOVED to approve the February 15, 2011 meeting minutes and Vice Chair Dunham SECONDED the motion, which CARRIED UNANIMOUSLY by those present. AGENDA ITEM#5—TOWN MANAGER'S UPDATE Mr. Davis was absent from the meeting. Chair Koester Thomas inquired as to success of the Freedom Series and Ms. Ghetti reported that it went well. The remainder of the Town Manager's Update was continued to April 19, 2011. AGENDA ITEM#6—UPDATE ON TOWN FINANCES Deputy Town Manager Julie Ghetti distributed copies of A PowerPoint presentation entitled, "FY11-12 Budget Update to SPAC," together with copies of reports regarding State Shared Revenues. She stated that the 2010 Census reported that Fountain Hills' population has decreased by 2,003 people from the 2005 (mid-decade) Census Survey, and that this has resulted in a loss to Fountain Hills of State Shared Revenue in the amount of approximately $714,000 to the General Fund and approximately $200,000 in HURF funds (she noted, however, that a decrease of approximately $200,000 in General Fund and $100,000 in HURF funds had already been projected in the FY11-12 budget). Ms. Ghetti indicated that the Executive Budget Committee would meet on March 16 to develop options to cover the resultant budget deficit. She further indicated that options proposed may include both budget cuts and revenue enhancements, and that options developed by the Executive Budget Committee would be presented to the Council at their April 12 Work Study meeting. Discussion ensued about Ms. Ghetti's report and potential implications to the Town. Discussion then Page 1 of 2 turned to possible impacts on SPAC's present assignment, which prompted Chair Koester Thomas to move to the next agenda item. AGENDA ITEM #7 — DISCUSSION AND POSSIBLE CONSIDERATION REGARDING DEVELOPMENT OF RECOMMENDED APPROACH(ES) FOR COUNCIL TO INITIATE ITS FY2010-11 GOAL 5.5 TO "ASSEMBLE A CITIZEN BLUE RIBBON COMMITTEE TO DEVELOP A FINANCIAL ROADMAP FOR THE TOWN'S FUTURE" Chair Koester reiterated SPAC's assignment to create a process whereby the Council might empanel a Blue Ribbon Committee and asked for discussion on how the loss of State Shared Revenue might impact that project. It was noted that the recent allocation of State Shared Revenues will remain constant for a minimum of five, and possibly ten, years. The commissioners discussed the need for a short-term survival strategy and a long-term financial strategy, ultimately agreeing that SPAC's assignment to recommend strategies to assemble a Blue Ribbon Committee is still valid. Various revenue enhancements and cost savings measures for the Town were mentioned,but it was noted that such discussions should be reserved for the Blue Ribbon Committee. The Commission discussed the general makeup of the Blue Ribbon Committee. Vice Chair Dunham suggested that the goal at the next meeting should be to update the "recruitment tool" to indicate a sense of urgency and then the Commission should proceed to solicit participants for the Blue Ribbon Committee. Commissioner Dooley volunteered to work on the draft"recruitment tool." Following discussion about the size of the Blue Ribbon Committee, Chair Koester Thomas suggested that the committee not be too big. She recommended 20-30 people in order to spur personal investment in the project. She reiterated SPAC's discussion about "fresh faces" on the committee who would bring a different kind of legitimacy to their recommendations based on their experiences and careers. Chair Koester Thomas stated that the recruitment piece would be finalized at the next meeting and requested that Commissioners continue on the path to provide recommendations for the Blue Ribbon Committee. AGENDA ITEM#8 —SCHEDULE UPCOMING MEETINGS It was noted that SPAC Work Sessions had been previously scheduled on April 19, 2011 and May 17, 2011. An additional Work Session was scheduled on June 21, 2011.
