MINUTES OF THE REGULAR MEETING
OF THE MCDOWELL MOUNTAIN PRESERVATION COMMISSION
JANUARY 5, 2022
1. CALL TO ORDER -Chairman Grzybowski called the Meeting at 4:38 pm
2. ROLL CALL - Chairman Grzybowski noted that Commissioner Barberic will be moving to Flagstaff
and stepping down from MMPC.
Present: Chairman Scott Grzybowski; Commissioner Brian Jennings; Commissioner Bill Craig;
Commissioner Janice Holden; Commissioner Steven Nurney; Commissioner DJ Willard
Absent: Commissioner Tom Barberic
Staff Community Services Director Rachael Goodwin; Parks Superintendent Kevin Snipes;
Present: Executive Assistant Patti Lopuszanski
Chairman Grzybowski informed the commission Tom Barberic, Vice Chairman resigned from
MMPC due to his upcoming move out of the Town of Fountain Hills.
3. CALL TO THE PUBLIC
Pursuant to A.R.S.§38-431.01(H),public comment is permitted(not required)on matters NOT listed on the agenda.Any such
comment(i)must be within the jurisdiction of the Commission, and(ii)is subject to reasonable time,place, and manner
restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the matters
are properly noticed for discussion and legal action.At the conclusion of the Call to the Public,individual commissioners may
(i)respond to criticism, (ii)ask staff to review a matter, or(iii)ask that the matter be placed on a future Commission agenda.

4. CONSIDERATION AND POSSIBLE ACTION: Trail Master Plan
Commissioner Willard began the discussion with the finding of the Preserve Master Plan that was
approved by the Town Council in 2004 and asked for all to review. Commissioner Craig pointed out
items related to the Mission Statement from the 2004 Preserve Master Plan and noted the mission
was to"preserve this setting"for future residents as open space. Pointing out it is the nighttime
setting as well as the "construction of specific walking trails to provide the public with the
opportunity to explore all directions within the preserve."
Chairman Grzybowski asked if a procedural motion at some point would be needed
to supersede the older document with the new document. Ms. Goodwin confirmed that it would be
necessary. Chairman Grzybowski stressed that this outdated plan would need to be combined to
be the new Master Trail Plan inclusive of the Guidelines and Principles from the Preserve Master
Plan. Ms. Goodwin shared that the Master Trail Plan is the context to be discussed as noted on
today's meeting agenda.
Commissioner Willard stated Conservancy input had been not been received but was hoping by the
next meeting to have that information available to share. Commissioner Holden had gone through
with edits to clarify the immediacy of the potential of the preserve system to be built out.
Commissioner Willard will be responsible for updating all changes submitted to him in this thorough

document.
Discussion ensued on the distance from property lines and obtaining that information to also include
in the guidelines. Commissioner Holden wanted to break apart the North Leg as an in and out and
then again to go through vetting as a loop. It was also noted by Commissioner Holden that
funding requirements were important to consider for future trails and how they would be built.
Commissioner Nurney asked how input from the public was received and Chairman Grzybowski
shared that it was in the Community Services Master Plan. Surveys were conducted in April 2021
and town input was received that documented what residents were looking for.
Language was needed to address parking in the preserve as noted by Commissioner Holden.
