MINUTES OF THE REGULAR MEETING
OF THE MCDOWELL MOUNTAIN PRESERVATION COMMISSION
FEBRUARY 22, 2022
1. CALL TO ORDER

3. CALL TO THE PUBLIC
Pursuant to A.R.S.§38-431.01(H),public comment is permitted(not required)on matters NOT listed on the agenda.Any
such comment(i)must be within the jurisdiction of the Commission,and(ii)is subject to reasonable time,place,and manner
restrictions. The Commission will not discuss or take legal action on matters raised during Call to the Public unless the
matters are properly noticed for discussion and legal action.At the conclusion of the Call to the Public,individual
commissioners may(i)respond to criticism, (ii)ask staff to review a matter,or(iii)ask that the matter be placed on a future
Commission agenda.
4. CONSIDERATION OF AND POSSIBLE ACTION:Approval of the minutes of the meeting of
November 23, 2021 TABLED
5. CONSIDERATION OF AND POSSIBLE ACTION: Approval of the minutes of the Special Meeting
of January 5, 2022 TABLED
6. CONSIDERATION OF AND POSSIBLE ACTION:Approval of the minutes of the meeting of
January 25, 2022 TABLED
7. CONSIDERATION OF AND POSSIBLE ACTION: Approval of the minutes of the Special Meeting
of February 9, 2022 TABLED
8. CONSIDERATION OF AND POSSIBLE ACTION:Approval of Trail Master Plan
Commissioner Holden addressed the need for a header/footer and included MMPC on the Title
Page. On page three it was discussed to add the word "Trail" next to North Leg to keep it
consistent with the map. Further discussion followed related to allowing bikes on the new trail.
Commissioner Craig expressed that no bikes should be on a short trail. Commissioner Holden
noted that bikes are not allowed on the Overlook Trail. Commissioner Nurney shared that he is a
mountain biker and asked if the commission was concerned about the safety of the hiker or biker.
Chairman Grzybowski stated the safety of both is to be considered as it will be a narrow path.
Commissioner Jennings added that the website includes a policy on bikes that addresses "no
wheeled vehicles." This will be a future action item for the workgroup to address. Chairman
Grzybowski added that the bicycle criterion to be added to the March agenda to amend 9.53 Item
P.
After further discussion, it was agreed to move forward to approve the Master Trail Plan as
amended with all identified edits.

9. REVIEW AND DISCUSSION:Action Items
The review of Town Code 9-3-5 Item P was discussed and requested to continue that discussion
at the March 22, 2022 meeting. The topic of closing railheads is also to be added to the March or
April agenda for further discussion. Determining factors discussed was snow, fire, heavy rains with
input from Mr. Snipes, Parks Superintendent.
Parking on the street at Adero Canyon is a topic in progress with a final decision needed. Parks
and Recreation promenade drainage rerouting. Scope is to change to align with MMPC and SCFH.
10. REVIEW AND DISCUSSION: Trail Counter Activity and Trail Counter Recorder
The Trail Counter Activity chart was reviewed by commissioners. Ms. Goodwin recommended the
purchase of two trail counters by the end of the fiscal year.
11. UPDATE: Sonoran Conservancy Fountain Hills
Commissioner Holden reported on the conservancy recording 300 volunteer hours serving the
trailheads. There have been 22 hikes/walk events and will be adding 3 more quarter moon hikes
with the third one in May. Three of the seven Sonoran Conservancy board members have stepped
down with one of the members serving as the trail counter recorder.
